    The ORT Programme "Network of Democracy" in Albania, financed by the U.S Agency of International Development (USAID), trained last week 27 representatives of the Albanian non governmental environmental organisations in the National Forest Park of Llogara, Southwestern Albania, on the Ionian sea shore).

    The training intended the strengthening and development of a public policy leaned non governmental organisations community.

    The directress of the ORT programme, Lisa L. Davis, told ATA that the non governmental organisations should later create coalitions, always with the support of the media.

    The office of the Budapest based Regional Environmental Center (REC) in Tirana, also took part in the training of the non governmental ecologists. pas/lm/Z/

    [02] EX-SENIOR OFFICIALS ACCUSED OF ELIMINATING FILES REJECT EXPERTISE

    TIRANA, NOV 19 (ATA) By Eva Allushi: Ex-Interior Minister Vladimir Hysi and former chief of National Information Service (NIS), Irakli Kocollari, charged with destroying permanent archive documents, said Tuesday the documents ruined had temporary storing deadlines.

    "The order we have given had nothing to do with the dossiers' elimination, but with some documents with temporary storing deadline", confessed the defendants before the judges in Tirana Court during the trial, with regard to the charges brought against them by the Attorney General's Office, represented by prosecutor Arjan Sulstafa.

    Referring the period when he was investigator in the Korca district, Kocollari claimed that he had never tortured the detained. With regard to this accusation, in yesterday's session two witnesses from Korca provided testimony, who confessed that the defendant had exercised violence against them.

    Meanwhile, in the previous session, the experts gave a qualified opinion regarding an order issued by both defendants on December 24, 1991, to eliminate some type of documents with permanent storing deadline.

    "The senior official had the right to set up the expertise commissions but not to order the elimination of documents", was the opinion given by the three experts.

    Referring to the said order, the experts conclude that it is only the central expertise commission that has the right to decide whether a document should be eliminated and not the senior official. /kei/mt/Z/

    [03] ALBANIAN FILM "COLONEL BUNKER" PRETENDS TO OSCAR

    TIRANA, NOV 20 (ATA)- The film "Colonel Bunker" of the Albanian film producer, Kujtim Cashku, is among the 39 films pretenders to the Oscar prize which have been presented to the Film Academy in Los Angeles, several Albanian newspapers say Monday referring to Washington Post.

    Brehat, President of the French company "BBB produksion", cooperator in the film realisation, has prepared the film and presented it for contest.

    The first film selection will be made on December 4 for the five best films to contest on February 11 next year for the Oscar prize, Albania says.

    Casku's film, an Albanian-French-Polish cooperation, presents the "world of bunkers", communist regime in the artistic camera.

    "Certainly I have tried not to refer merely to the statistic point of view, in a country like Albania with over 3.5 million inhabitants and 400 000 bunkers. From the figurative point of view, every family had a bunker", Cashku says with regard to the film.

    Before arriving to Los Angeles, the film was send to Montreal of Canada, where it was for the first time chosen in an A series festival, and then in the international festival in Salonika and Strasbourg European festival. kei/lm/Z/

    [04] BLOOD CIRCULATION AND LUNG DISEASES, MAIN CAUSE OF MORTALITIES IN ALBANIA

    TIRANA, NOV 19 (ATA) - The diseases of blood circulation are the main reason of mortalities in Albania, reports Republika paper today, referring the latest study of the Ministry Health and INSTAT. According to this study, in each 100 000 inhabitants, 1001 die during a year as a result of blood diseases, which are some 10 per cent higher than the average of Europe. Mortalities caused as a result of blood diseases reach the level of 32 per cent from cerebral haemorrhage, 37 per cent from cardiac insufficiency and 20 per cent from the infarct of myocardium.

    The immediate changes in the way of Albanians' living after 1990 are defined as the main causes for these diseases.

    The diseases of the respiratory system cause during a year the mortality of some 254 persons for 100 000 inhabitants. The main cause of these mortalities is phneumonia faced in 32 per cent of the cases. While 47 per cent of the total number die from the tomors in the digestive and respiratory system.

    According to the study, mortalities caused by trauma, accidents, poisoning. Over 20 per cent of these kinds of mortalities are caused by murders and poisoning. Some 24 per cent of mortalities are caused by accidents. At the same time some 287 mortalities per 100 000 inhabitants are caused by undefined diseases. During a year in Albania, 19196 mortalities take place of which only 10 per cent in hospitals. /jz/mt/Z/

    [06] BRITISH ANALYST JAMES PETTIFFER APPRECIATES ALBANIAN UNIVERSITY OF TETOVA

    TIRANA, NOV. 20 (ATA) - Mr James Petiffer, British analyst, connoisseur of the Balkan affairs and scholar of the Albanian question told BBC that he was surprised by the seriousness and commitment of the teachers and students of the University (in the Albanian language) of Tetova, not recognized by the Macedonian authorities.

    Mr Petiffer said that the Albanians have no conditions for secondary and higher education and that they would work intensively to help in this direction. "The existence of this university is a very important factor for the future of democracy in Macedonia," said Petiffer.

    The recent developments with regard to the University of Tetova, according to Petiffer, had left deep traces in the conscience of the Albanians and in their relations with the Macedonian population. Concerning this situation he said: "Things were very difficult in Tetova. All were careful, even when they talked with us. Here are included officials as well. Different communities lived separated from one another and we saw this clearly in Shkup, Gostivar, Oher and other places. A factor of great importance is the release from jail of the rector of this University, Dr Fadil Sulejmani, although such as an imprisonment should not have been made. It is a fact that Macedonian authorities have not recognized this university but the stand towards it is very important for the future of the ethnic relations in Macedonia," said Petiffer.

    "The Albanian youths who want to have university qualifications cannot realise such a thing. There are more students from Africa or Asia in the University of Shkup that Albanian students. This situation should change because all key posts of Macedonia are held by Macedonians, something which will have a negative influence in the future of democracy in the country," said Petiffer.

    Pettifer, who in May this year, in the context of a visit to the Balkans, has also visited Kosova (not for the first time,) said that what strikes one's eye in the Balkan region is the lack of political progress. "For instance, the questions which were discussed in Kosova five or ten years ago, do still exist today," said Petiffer, adding that "this disillusions all those who visit the region." ag/pas/xh/sh/

    [07] ALBANIAN MINISTER OF EDUCATION AND SPORTS IN VIENNA

    TIRANA, NOV. 20 (ATA) - By P Shuteriqi: An Albanian delegation led by Minister of Education and Sports Edmond Lulja will take part in the international seminar "On questions of minority education" to be held in Vienna from 22-23 November, 1996. Also a member of the delegation is the chairman of the Party of Human Rights Union, Vasil Melo.

    The seminar will discuss questions of the education of national minorities in different countries, beginning with preschool institutions to the university. kled/xh/sh/

    [08] DRAFT LAW DEMANDED TO CONTROL USURY IN ALBANIA

    TIRANA, NOV. 20 (ATA) - A group of deputies, by devoting a special attention to usury, today presented to the Parliament the draft law "On the transparence in the activity of usury in which a massive group of individuals are involved in the Republic of Albania."

    The initiating group of the draft asks that a commission be set up with experts in the field of economy, specialists of justice which will find information on the legitimacy of these activities. The information of the commission will be secret.

    The chairman of the commission of economy, Bashkim Kopliku, said that the Parliament and the commission have passed a number of laws which guarantee such activities.

    Initiators claim that it is high time for the draft and rule out influence by IMF in the preparation of the draft law.

    The draft, already approved by the commission of economy, is expected to be examined in a plenary session of the Parliament on November 21, 1996. kled/xh/sh/

    [09] PROSECUTOR'S OFFICE ASK LONG IMPRISONMENT TERMS OF 9 EX-SENIOR OFFICIALS OF DEFUNCT COMMUNIST REGIME

    TIRANA, NOV. 20 (ATA) - By declaring nine ex-senior officials of the communist regime guilty, prosecutors Shkleqim Ganaj and Kadri Skeraj demanded imprisonment terms for P Miska, H Shahu, E Halili, R Iftica, M Kola, M Bushati, Q Bregasi, L Bardhi and J Mihali. In their final saying the two prosecutors declared guilty the nine defendants charged for crimes against humanity in cooperation with one another, and demanded 25 years in prison for R Iftica, 25 for M Bushati, 25 for E Halili, 20 for H Shahu, 18 years for Q Bregasi, 18 for L Bardhi, 16 for J Mihali, 16 for M Kola and 15 years of imprisonment for P Miska.

    Present from the defendants in the hall were Pali Miska, Raqi Iftica, Hysen Shahu and Marash Kola, the rest are abroad.

    As proved by written documents, each of the defendants had signed orders to intern during 1978-1985 whole families and even minors, something which ran counter to the laws of that time as well.

    [10] 13TH CONGRESS OF MOVEMENT OF LEGALITY PARTY

    TIRANA, NOV. 20 (ATA) - By Agim baci: The 13th congress of the Movement of Legality Party (MLP) will be held on November 21, 1996.

    After the victory of the United League (MLP and Balli Kombetar Party) in latest local elections in Shkodra, the MLP has launched the idea of a referendum on the form of the governing, which will also be one of the most important points of the 13th congress. kled/xh/sh/
