  • [01] "VELIJA" FOUNDATION DECLARES CONTEST ON JOURNALISM

    TIRANA, NOV 18 (ATA)- By F. Nikolla, Albanian Cultural Foundation "Velija" declared today the yearly contest on journalism.

    Three prizes (from 500 to 1000 dollars) will be awarded for the best stories in culture, published during 1996 in the Albanian media.

    Sources close to this foundation report that all Albanian journalists are invited to take part in this contest. They can present a story treating national cultural issues published during 1996.

    It is the second time a competition of this kind is organised which will declare its winners during a traditional evening with Albanian journalists by the end of December.

    Last year the first prize was awarded to reporter and poet Andi Bejtja, who is also head of the contest's jury for this year.

    "Velija", the first Albanian private cultural foundation, which started its activity two years ago, has declared this year the International Literary Contest "Kadare", worth 20 000 dollars, and the National Literary Contest "Velija" in prose and poetry, worth 5000 dollars. s.sh/kei/lm/e

    [02] BERISHA HAILS KONSTANDINESKU'S ELECTION PRESIDENT OF REPUBLIC OF ROMANIA

    TIRANA, NOV 19 (ATA)- The President of the Republic of Albania, Sali Berisha greets Mr. Emil Konstandinesku on his election President of the Republic of Romania.

    "I was delighted to hear the happy news of Your election President of Romania. On this occasion I express You and the friendly Romanian people my congratulations for the merited victory and wish You successes in running the country and your people.

    I express my high estimation for the Romanian people, who, through their vote for You, showed in the best way the determination to promote and improve the democracy in their country and its full integration with Europe.

    [03] ACCUSED OF "ARKOND" PROCESS ASK IMMEDIATE RELEASE

    TIRANA, NOV 18 (ATA)- By E. Allushi, The accused of fraud, Irfan Camaj, Ferit Kastrati and Mehmet Bushi, already made known with the "Arkond" process, issued in Monday's trial a statement addressed to the chairman of the High Council of Justice, the Tirana Court and press bodies asking their immediate release.

    The statement demands "their immediate release and the continuation of the work for the realisation of the $75 million worth of credit by the Nigerian Bank, a credit to be released from this bank on account of the accused".

    The trial continued with the administration of evidence, in which the witnesses testified regarding the contracts reached and the non observation of their deadlines by the three defendants.

    Accused of fraud and trust abuse, Mehmet Bushi, Urfan Camaj and Ferit Kastrati have signed 436 contracts with citizens deceiving them regarding the firm's initial capital and the way of obtaining the money.

    "We will secure a credit worth $75 million from a Nigerian bank", was the formula of fraud by the defendants, who during this time have not carried out any convincing trade activity to assure their clients.

    In April this year, the National Information Service (SHIK), denounced at the judicial bodies the fraud of the "Arkond" firm, which, in the form of usuries, had taken from hundreds citizens from Vlora and other districts of Albania some 2.5 million dollars, which together with the interests amount to five million dollars. kled/lm/E

    [04] ALBANIANS FEEL PROUD OF KADARE'S GREAT WORK - Berisha

    TIRANA, NOV 19 (ATA)- By S. Sharrexhi, On the occasion of the admission of writer Ismail Kadare as member of the France's Institute - The Academy of Moral and Political Sciences, Albanian President Sali Berisha gave a reception at the Palace of Brigades on Monday.

    Attending were figures of art and culture, writers, poets, artists from all fields, heads of Diplomatic Corps accredited to Albania and other guests.

    Also present were the speaker of the Albanian Parliament, Pjeter Arbnori, Premier Aleksander Meksi, Deputy Premier and Foreign Minister Tritan Shehu, French ambassador to Albania Patrick Christmant and others. Berisha said that the decision of the Academy of Moral and Political Sciences of France to welcome Kadare to his elite is the greatest honour done to the Albanian literature in all of its history.

    As regards Kadare's relation to freedom, Berisha underlined the fact that Kadare has written great works, living under one of the most savage dictatorships in Europe.

    Berisha also expressed gratitude to France which became a second homeland for Kadare, a second birthplace of Kadare's works.

    On this occasion Berisha also congratulated the translator of Kadare's works, Isuf Vrioni.

    [05] EXPERTISE: ELIMINATION OF DOSSIERS WAS NOT A COMPETENCE OF A SINGLE PERSON

    - From the trial of former senior officials of Sigurimi -

    TIRANA, NOV. 19 (ATA) - By Eva Allushi: "The chief had the right to set up commissions of expertise and not to order the elimination of documents," said experts in yesterday's trial for Irakli Kostallari, former chief of the National Information Service (NIS) and Vladimir Hysi, former Interior Minister, accused of having eliminated secret documents of the defunct State Security (Sigurimi.) The session analysed two orders for the elimination of secret documents in the districts of Librazhd, Elbasan, Tepelene and Gramsh.

    The previous sessions of this trial have thrown light on many other orders and protocols issued and signed by Kocollari and Hysi for the burning and elimination of dossiers of the former State Sigurimi.

    Kocollari is also charged with crimes against humanity because when he was investigator in the district of Korca he has tortured the detained for political motives. Two witnesses from the district of Korca testified yesterday for the psychic, moral and physical violence exerted by Kocollari during investigation. eva/xh/E

    TIRANA, NOV 19 (ATA)- Today's Rilindja Demokratike carries the speech of President Sali Berisha in the cocktail given last night in honour of writer Ismail Kadare under the title:"Kadare's work - the encyclopedia of the Albanian truth".

    The paper reports that according to sources inside the DP parliamentary group: "The dismissal of Azem Hajdari from the post of the chairman of the Parliamentary Commission of Public Order and NIS will be requested".

    The paper adds that several deputies have also asked the dismissal of Hajdari from the DP parliamentary group. The paper quotes the Austrian press on the official visit of Albanian deputy Premier and Foreign Minister to Austria under the title:"Albanians want to return to Europe".

    Zeri i Popullit entitles its editorial:"Facing diversion". "Albanian weapons kill people in Rwanda", the paper says. It quotes the REUTER agency as saying that that documents have been uncovered which speak of Albanian weapons in the death zones in Rwanda and Eastern Zaire.

    "Crime receives blow" is the title of the editorial of the newspaper Republika. The paper carries the article "The usurers' giants quarrel. The political amorality of Albanian parties continues, the paper says under the title: "Six months of lethargy of the DAP.. or the Democratic Alliance Presidency suffers from sclerosis".

    Lajmi i dites covers the meetings of President Berisha with the Executive director of the World Bank, Passacantando, under the title:"World Bank values Albania for high rates of development".

    Rilindja makes coverage of the meeting of President of Kosova Rogova with chairmen of LDK branches under the title "About 30 million dollars of aid distributed in Kosova."

    "Another protagonist of the organization 'Albanian justice revenge,' arrested," writes Albania about the arrest of Gramoz Hatia, a close person of brothers Shyti. The paper says that Hatia might have been involved in actions of violence, theft or killings, besides the stolen ammunition in military unit depots. "Socialists seek the king's return" is another article in this paper.

    "Demagogy of the law on dossiers" is the title of an editorial in Koha Jone. "50 questions for Valer Xhaka" writes the paper under the headline "Seven trade union organizations accuse Xheka of corruption, privilege, plots and splits of the trade union." The paper writes today of a news conference of Azem Hajdari, whom this paper refers to as "President of the UITUA."

    In the feature "Analysis," the paper Dita Informacion has an article "Socialist preference for eastern sweets and for eastern philosophy of Heraclitus."

    Under the headline "Foreign press uncovers the traffic of an arsenal of 2 million dollars," Gazeta Shqiptare carries an article entitled "Albanian arms in Rwanda?" The paper writes that the machine guns and missiles have come out of Albanian ports. "Socialist electorate of Tirana asks discharge of SP chairman Fatos Nano, the number one of Eurosocialist Youth Forum of Albania, Ilir Meta and the member of the General Leading Committee, Luan Hajdaraga, writes this paper in its third page. kled/lm/xh/sh/

    [07] SALONICA-BALKAN CULTURAL CAPITAL FOR 1997

    - Albania to take part in all the activities -

    TIRANA, NOV. 19 (ATA) - By Flora Nikolla: Albania will take part in all the cultural activities due to mark the proclamation of the Greek city of Salonica as "the cultural capital of the Balkans for 1997."

    Sources of the Albanian Foreign Ministry report that "celebrations related to this event aim at a further cooperation in the field of art and culture among the peoples of our peninsula."

    An abstract statue by sculptors of all the Balkan countries will be placed on the eve of these celebrations in the Aegean Sea.

    In this context, "The Women of Troja" will be performed by actors from all the Balkan countries in all the Balkan capitals.

    In the program for the proclamation of Salonica as the Balkan cultural capital for 1997 the Balkan countries will be represented by their individual programs. eva/xh/ e

    [08] DISEASES OF BLOOD CIRCULATION, MAIN CAUSE OF MORTALITIES IN ALBANIA

    TIRANA, NOV 19 (ATA) - The diseases of blood circulation are the main cause of mortalities in Albania, reports Republika paper on Tuesday, referring the latest study of the Ministry of Health and Statistics Institute, INSTAT.

    According to this study, in each 100 000 inhabitants, 1001 die during a year as a result of blood diseases, which are some 10 per cent higher than the average in Europe. Mortalities caused as a result of blood diseases reach the level of 32 per cent from cerebral haemorrhage, 37 per cent from cardiac insufficiency and 20 per cent from the infarct of myocardium.

    The immediate changes in the way of Albanians' living after 1990, are defined as the main causes for these diseases, - ends the paper. /jz/mt/k

    [09] ALBANIAN SPEAKER TO PARTICIPATE IN ACTIVITY OF ITALIAN-ALBANIAN ASSOCIATION IN ROME

    TIRANA, NOV 19 (ATA) - Albanian Speaker Pjeter Arbnori will participate in several activities organized on November 23-25 by the Italian-Albanian "Besa" association, to make known the Albanian culture all over the world, Parliament press office reports.

    In the continuity of the literary cultural activities, which aimed at enlightening the most well-known figures of the Albanian literature, like Mitrush Kuteli, Fan Noli etc., this time the cultural conference will focus on the literary work of Pjeter Arbnori.

    On this occasion, Arbnori will hold a speech on the Albanian culture and literature nowadays.

    He is also invited on November 25 in the department of the Albanian language in "La Sapienza" University, where will be talked about the writer, man and chief of parliamentarians, Arbnori.

    Arbnori will also hold a speech in the University of Rome on the sufferings of the Albanian intelligence in the communist prisons. /s.sh/kei/mt/k

    [10] ALBANIAN DEFENCE MINISTER MEETS REPRESENTATIVES OF INDEPENDENT TRADE UNIONS OF CIVIL WORKERS OF DEFENCE

    TIRANA, NOV 19 (ATA) - By the request of the Independent Trade Unions of Civil Workers of Defence, the Albanian Defence Minister, Safet Zhulali had Tuesday a meeting with its representatives.

    The chairman of the Trade Union, Jahja Cashku, while discussing the problems encountered in this sector, pointed out the progress of work thanks to the continuous dialogue between the trade union and the ministry.

    Zhulali appreciated the important role of trade unions in the new political situation, its values in the interest of the economic program and democratic developments.

    They expressed during the meeting the mutual interest between trade union and ministry to solve the most delicate problems of the workers.

    At the end of the meeting Zhulali ensured the support for the trade union, and confirmed the resolution to observe the government laws to solve in time the problems of the workers, taking into consideration their rights as well as their possibilities. /s.sh/kei/mt/k

    [11] TIRANA MAYOR ORDERS MINISTRIES TO MAINTAIN FACADES

    TIRANA, NOV 19 (ATA) By Miranda Kora: All ministries should maintain the outer facades, as they take care of the inner places, declared Tuesday for ATA the democratic Tirana Mayor Albert Brojka.

    Nominated only a week ago, Brojka has started his new duty by giving instructions and orders to remove from the green places, after the Scanderbeg monument in the center of Tirana, all kiosks built without allowance, up to the main and secondary streets of Tirana, damaged by the constructions of Telecom and Energetic Cooperation.

    "For all my instructions, there will be weekly reports in Tirana city- hall, in the presence of the chief of the respective section and mine as well", told ATA Brojka, stressing that in case of violating the norms and duties defined by me, as the representative of the local power, I will bring lawsuit against them, protecting the property of Tirana city-hall, the streets and budget institutions. /kei/mt/k

    [12] DEFENCE MINISTRY DENIES ARM SHIPMENTS TO RUANDA

    TIRANA, NOV 19 (ATA) - The spokesman of the Albanian Defence Ministry denied on Tuesday media reports that Albania was implicated in an arm trafficking in Ruanda.

    "There is nothing true in these articles", reports the spokesman through a press release.

    "Albania has never breached the UNO embargo. It has always respected and will respect all the international bodies and their decisions. Albania has never been engaged in smuggling and illegal traffic", Defence Ministry statement said.

    Because of its size and technical potential it is not practical to list Albania among those countries which are active in armament and amunitions sales, the Defence Ministry said. /s.sh/kei/mt/k

    [13] COUNCIL OF EUROPE EXPERTS MEET OFFICIALS OF INTERIOR MINISTRY

    TIRANA, NOV 19 (ATA) - A delegation of the Council of Europe who is visiting Albania, had Tuesday morning a meeting with senior officials of the Albanian Interior Ministry, spokesman of this Ministry reports.

    Albanian Interior Minister Halit Shamata pointed out the great support that the Council of Europe has given to Albania during these years to consolidate the democracy.

    During the meeting they presented and discussed the report drafted by the Council of Europe experts about the system of the Albanian police. This study report is based on the observations held by these experts during their visit from April 19 until May 3, 1995 in Albania.

    The delegation of the Council of Europe experts, besides discussion of the report, familiarized itself with further plans for development and improvement of the Albanian police. They discussed concretely on the ways and fields of cooperation in the future.

    During his visit, the delegation of Council of Europe experts, will exchange opinions and experience with Albanian experts, will widely discuss on the plans of training in Albania and abroad, as well as on the primary needs of the Albanian police in this period. /s.sh/kei/mt/k
