[01] KOSOVA ALBANIANS BANNED FROM USING ALBANIAN LANGUAGEPRISTINE, NOV 14 (ATA)- An ordinance issued recently by the Serb administration running the Kosova "Electric-economy" bans the Albanian workers from using the Albanian language, the Union of the Independent Trade Unions of Kosova said at a news conference.The ordinance warns the Albanian workers that the non implementation of this ordinance will result in their dismissal from work. Such measures have also been taken in a series of other enterprises of Kosova which are put under Serb control. The number of the Albanian workers dismissed from work so far is estimated to reach 145. 000. b.j/p.ta/kled/lm/k Albanian Telegraphic Agency[02] "PREUSSAG" TO GET 80 PER CENT SHARE IN ALBANIAN CHROME INDUSTRYTIRANA, NOV 13 (ATA) - The Albanian government has decided to sell 80 per cent of a major part of its chrome industry to the German industry "PERUSSAG", spokesman of the Mineral and Energy Resources Ministry reports."PERUSSAG" has planned to invest up to 80 million dollars in the Albanian chrome industry as opposed to 50 million dollars. On this basis, the final contract is drafted to update Albanian chrome mines and the chrome processing plants. /s.sh/kled/mt/z/ Albanian Telegraphic Agency[03] QUAKE TREMORS IN SOUTHERN ALBANIATIRANA, NOV 14 9ATA)- On Thursday at 04.03, local time, the Seismological Institute recorded an earthquake with a magnitude ML 4.7 on the Righter scale, with the epicenter located in the Albania-Greece border area, near Leskovic, Southern Albania.The quake measured 5 degrees EMS-92 in Leskovik and Permet, 4 degrees in Delvine and Konispol and 3-4 degrees in Saranda. No reports on damages are available . s/sh/kei/lm Albanian Telegraphic Agency[04] SP ASKS CONSTITUTIONAL ASSEMBLY FOR CONSTITUTION AND ELECTIONSTIRANA, NOV 13 (ATA) By Agim Baçi: After the meeting with the Social Democratic Party and Democratic Alliance, and after the statement that the Socialist Party is ready to cooperate with other parties on the constitutional issue, the SP Presidency convened Wednesday to discuss and show its draft regarding this problem."The drafting and approval of the constitution by a Constitutional Assembly elected by general voting and run of new parliamentary elections based on the new constitution within 1997 is the way to solve the political- institutional crisis established after the elections of May 26," says a press release from the SP offices. Among three links previously declared by socialists as necessary to "normalize" the life in the country, one is considered already accomplished. The press release reports that "after the accomplishment of the first link, that of local polls, two other links remain to be solved" (which means drafting and approval of constitution and new parliamentary elections). The socialists consider the elections of October 20 sometimes free and fair and sometimes irregular. Socialists Fieri district counselors are reported today to have boycotted the first confrontations making the elections of district council chairman and secretary impossible. The SP organized recently a serious of discussions on grassroots and districts regarding the responsibilities for its deep loss in the local elections. /pas/mt/k Albanian Telegraphic Agency[05] MEETING OF DEMYC EXECUTIVE COMMITTEE TO BE HELD IN TIRANATIRANA, NOV 14 (ATA) - The 71-st meeting of the Executive Committee of DEMYC (Democratic Youth of the European Community) will be held in Tirana from November 14-17, 1996, DP Youth Forum reports.19 European youth delegations with 35 representatives have confirmed their participation in the seminar and meeting of DEMYC. This is the first activity of this kind organized in Albania by a party or a political forum. DPYF is a full rights member in DEMYC since May 1995. The activity will be attended by the DEMYC President, member of the Swedish Parliament Frederik Reinfeldt, Secretary General, the Austrian Mathias Peterlik, deputy chairmen, the Finish Mika Nykanen, the Greek Stavros Papastavrou and the Spanish Belen Urena. The DEMYC authorities and the delegations will hold meetings with senior officials of Albania and Democratic Party. The companies "Vefa Holding", "Xhaferri", "Magic Bingo" and motel - restaurant "Chateau Linza". /kei/mt/Z/ Albanian Telegraphic Agency[06] RUGOVA'S PEACEFUL POLICY PREVENTING BLOODY CONFLICT IN KOSOVA - BrusekTIRANA, NOV 13 (ATA)-Austrian ex-deputy chancellor, Erhard Brusek, who is visiting Kosova at the head of a military delegation, said in Pristine that "the peaceful policy of Dr. Rugova has prevented the bloody conflict in Kosova", the Kosova Information Center reports.Brusek, who currently is director of the Institute on the Danube and Central European countries, accompanied by Austrian ambassador to Belgrade, Michael Veninger, met today with the President of the Republic of Kosova, Ibrahim Rugova. Brusek said that the peaceful policy of Rugova and of the Kosova people is considered in Austria a policy which has avoided the bloody conflict in Kosova. He added that the delegation he heads has come to Kosova to closely familiarise itself with the situation and see to the possibilities of solving the Kosova issue. "These are not elections. Republika, under the headline :"Usuries pull dollar out of the lair", carries the article entitled: "Even the state against usuries?". Regarding this topic the paper carries opinions of foreign currency specialists. The paper also carries a pronouncement of the President of the Independent Trade Unions of Albania, Valer Xheka, on the efforts of DP deputy Hajdari to take over the post of the chairman of this trade union. Lajmi i Dites covers the meeting of President Berisha with writer Ismail Kadare under the title:"We all feel proud of you". The paper carries a report on the privatisation vouchers which can also be bought by foreigners. Rilindja reports on the meeting of President Rugova with and Austrian delegation and British diplomats held Wednesday in Pristina. The paper publishes the article "New structure in privatization of enterprises", regarding the news conference held Wednesday in the Ministry of privatization. Albania paper under the headline "Sudja - the cause of crisis in Middle East" carries the article "Usuries - dirty political speculation". Some of the articles published on the page of the black chronicle are: "Prosecutors and judges back to school", "Trial against bankers fails again", "Five military men under accusation". He voiced the conviction that the two parties have many directions to cooperate in the field of defence. In the plenary bilateral talks Zhulali said that cooperation with Poland in the field of defence is of interest. With regard to the present situation in Kosova, Zhulali underlined that there can be no solution to the problems in former Yugoslavia without a solution to the Kosova question. They also agreed for the visit of a group of Albanian businessmen in the Slovak Republic, in which representatives from the Albanian Centre for Foreign Investment Encouragement will also take part. ake/jz/xh/Z/ Albanian Telegraphic Agency[16] WITHDRAWAL FROM ELECTION COMMISSION IS UNACCEPTABLE - HedrichTIRANA, OCT. 4 (ATA) - By Eva Allushi: The Parliamentary State Secretary in the German Federal Ministry of Economic Cooperation and Development, Klaus Jurgen Hedrich said in a news conference today that withdrawal of members of election commissions is unacceptable."The opposition should bear responsibility for the May 26 elections because the participation in the election commission is a social duty," said Hedrich. He added that "it is the electorate the one which takes decisions for the fate of the country and not political parties. Who boycotts elections boycotts democracy." During parliamentary elections on May 26, the members of the opposition parties in the voting commissions withdraw from elections three hours before they were over. "This is also a support and encouragement for Albania on the road of its integration in NATO and the Western European Union." "Along cooperation in all other fields, the cooperation with Germany in the military field has been a very important factor in the reformation of the Albanian Army," said President Berisha.I may say to you with pleasure that this is a qualitative cooperation in the interest of military education, the Partnership for Peace and many other aspects of this field." We assure you that you have our support in all your efforts." ake/jz/xh/ Albanian Telegraphic Agency[19] COMMISSION SOCIALIST DEPUTY CHAIRMEN DO NOT APPEAR TO GET MATERIAL BASIS FOR VOTING PROCESSTIRANA, OCT 19 (ATA)- By A. Frasheri, The socialist deputy chairmen in the commissions of several polling stations have not appeared at the municipality commission to get the necessary material basis for the voting process.The PCEC has been informed that in several cases, the commission deputy chairmen have not appeared to obtain the material basis from the polling station commission presidencies," the PCEC announces. On the same problem the PCEC has received on October 18 a complaint signed by the SP secretary, Namik Dokle, in which the SP presidency complains against "several illegal procedures of the commission". In his protest Dokle "accuses the Local Government Secretariat and its head, Njazi Kosovrasti, of issuing instructions to avoid the deputy chairmen from the process of obtaining the material basis". The protest also accuses the PCEC chairman, Nestor Tereska, of " not respecting the electoral law, although informed, and of becoming collaborator at the beginning of the manipulations. In order to evade his responsibility, in his meetings with foreign observers, he creates the alibi that the commission PS deputy chairmen and members have not been on duty and have not carried out their task to obtain the material basis". The protest of Mr. Dokle is dated October 18, when the receipt of the material basis for the polling stations had not yet started. The PCEC chairman, Nestor Tereska, said that all the commission members condemned the act of Mr. Dokle, considering it absurd and irresponsible. One of the PCEC members said that:"seeing the date the Dokle's complaint was issued, the SP uncovered involuntarily several of its plans, which it began to apply on October 19, one day before the elections, to create the idea of irregularities". All the various foreign observers teams, in their numerous meetings conducted, have made evident that the performance of the central commission and government has been very good and consider this a full guarantee for fair elections, conform the Albanian electoral law. The Centre Pole representative in the PCEC, Pajtim Bello, regarded Dokle's complaint as completely wrong. Also the SP representatives in the PCEC criticised this irresponsible act of Mr. Dokle. One of the SP members in the commission said:"Dokle's acts are not worth considering and discussing". All the commission members, also the socialist ones, considered unnecessary both a long meeting of discussions on Dokle's complaint and a respond to this complaint. Several PCEC members said that "It seems Dokle is not aware of the presidency's decisions". They said that :"It seems that even the seminar held several days ago by the SP presidency aimed at instructing the deputy chairmen on today's act". The PCEC discussed Dokle's complaint in its meeting, and through a statement, signed by chairman Nestor Tereska, deputy chairman Besnik Baraj and secretary Fiqiri Kupe, reaffirms that the instruction issued by the PCEC for this purpose should be rigorously implemented. "If one of the members of the polling station commission presidency is absent, he should be replaced immediately, by decision of the commission, preserving the government coalition-opposition relation and the materials should be obtained at any cost," the PCEC says in its announcement. The announcement stresses that "the commission through this announcement reports that, anyone who becomes an obstacle in the electoral process will bear responsibility according to penal and administrative provisions of the law "On the elections to the local government bodies".
