Valter Hailekner from Austria, and Margerita Lavranece from England, was held Tuesday in the grounds of "Marin Barleti" library of Shkodra district, northern Albania.The motivation of awarding the title was: "For the extraordinary technical and material contribution given on the restoration of Shkodra town." The decision to award this title was taken by the municipality council of the city. /a.ke/kei/mt/ Albanian Telegraphic Agency[02] CONSTITUTIONAL ISSUE IS LINKED WITH PARLIAMENTARY ELECTIONS-SPTIRANA, NOV 13 9ATA)- By A. Baci,The Secretary General of the Socialist Party (SP), Rexhep Mejdani, considers that the constitutional issue cannot be separated from the demand for new elections. It is not only the DAP and SDP but also other parties with which the SP can cooperate, he says. "We are once again discussing tomorrow in the presidency meeting our options about the constitution and elections", Mejdani said. At a meeting yesterday the SP, DAP and SDP favoured the drafting of a constitution by a Constitutional Assembly. The SP presidency is expected to meet on this issue tomorrow. "We will cooperate with other parties, as well, but without separating the issue of the constitution from that of the elections", Mejdani said in an interview with ATA. "We respect the resolutions and recommendations of the U.S. State Department and the European Parliament on the solution of the political- institutional crisis. We will also consider the views of other parties on these issues, to see what forces are we going to cooperate with," said Mejdani. Meanwhile the chairman of the Democratic Party (DP), Tritan Shehu, has said that "the decisions are taken by the political force representing the majority". "The U.S. has agreed to DP's options", Shehu has said. In the meantime the SP is engaged in an all party analysis. "This analysis is not merely about the local elections result but also about the real situation of the party", newspaper Zeri i Popullit says on November 12. The paper also speaks of "double-faced socialists who not only have not engaged themselves in favour of the campaign but have turned out against socialists candidates, and in some cases they have gone so far as to call for voting in favour of the DP candidate". lm Albanian Telegraphic Agency[03] EXHIBITION OF PEOPLE'S PAINTER INAUGURATEDTIRANA, NOV 12 (ATA) By Flora Nikolla: The exhibition People's Painter Agim Zajmi was inaugurated Tuesday evening in Tirana on the occasion of his 60-th birth anniversary.Albanian President Sali Berisha, who attended the opening ceremony of the exhibition said that "the Albanian painting has made great and important progress during these years and has been able to represent with great dignity the artistic and creative genius of our nation as a whole". "The exhibition of Agim Zajmi is not only his achievement, but undoubtedly one of the achievements of our painting as a whole," said Berisha. In Zajmi's exhibition, professor in the Academy of Fine Arts in Tirana, winner of several national prizes in painting and scenography, are included over 70 works in painting and scenography. Zajmi has exhibited his painting in several places of the world like in France, England, Greece, Turkey, Austria, Egypt etc. His works are in the collection of the National Arts Gallery in Tirana, as well as distributed in different countries of the world. Agim Zajmi is also President of the pan-national Figurative Artists Association Tirana based. /a.ke/kei/mt/ Albanian Telegraphic Agency[04] POLICE HAVE NOT HINDERED TRADE UNION RALLY - ministryTIRANA, NOV 12 (ATA) - Police have not and will not prevent any rally of trade union or political force, the announcement of the Interior Ministry spokesman says.The Interior Ministry's announcement explains the response of Tirana Police Commissariat 3 to Azem Hajdari regarding his demand to hold a rally in the "Martyrs of the nation" boulevard, in front of the UITUA headquarters. The announcement considers the request conform the law and the commisariat's response does not mean that the rally is not allowed but it explains the reasons why the rally cannot be held in this central boulevard. The ministry explains that if the rally is held in the demanded place "the vehicles' and citizens' movement will be obstructed", thus, the ministry offers squares or other suitable environments to hold the rally. The ministry's spokesman says that police commissariat and Hajdari have agreed to hold the rally at the "Asllan Rusi" sports hall. Democrat deputy Hajdari pretends to be UITUA's president after an "emergency" conference held in Durres with the participation of only four representatives having UITUA's mandate. The UITUA's current president, Valer Xheka, and other UITUA members have not recognised Hajdari as president of UITUA and have regarded the Durres conference as "organised by individuals without mandate". a.ke/kei/lm/Z/ Albanian Telegraphic Agency[05] KOSOVA IN KORNBLUM-MILOSEVIC MEETINGTIRANA, NOV 13 (ATA)-The U.S deputy secretary of State on Balkan affairs, John Kornblum, met at the beginning of the week with Serb President Slobodan Milosevic. They mainly discussed the implementation of the Dayton Accord, and, in this framework, also the Kosova issue, radio Deutsche Welle reports.In his meeting with reporters Kornblum said that the U.S. will support the political dialogue between Albanians and Serbs but it has no special plan on resolving the Kosova issue. He said that U.S. diplomats are debating whether the U.S. will be only observer or will directly engage in resolving this issue. However, the U.S. will insist on political dialogue. The meeting was warned of last week during the stay of the U.S. diplomat on Human Rights and Democracy, John Shatuk, in Belgrade. After his meeting with Milosevic, Shatuk declared that Kornblum would mainly concentrate on the Kosova issue and possibilities for its solution. After the end of Kornblum-Milosevic talks, the Serb President's cabinet issued a generalised report which says almost nothing on the talks' details. The report says that "the issues examined had to do with the stability and progress of inter-state relations in the Balkans". In front of the residence of Serb president Milosevic, Kornblum also made a statement saying that America was interested in stability and peace in this region as well as in the development of Yugoslavia into a democratic state. He said that "neither of the sides in Bosnia were observing the Dayton accord consistently". Korblum said that "the Yugoslav elections have also been discussed". Asked by reporters whether they had discussed regarding Karadzic, Mladic, and the Kosova issue, Kornblum said that :"The Kosova issue was negotiated hastily". ag/sk/pas/lm/Z/ Albanian Telegraphic Agency[06] CHAIRMEN OF MUNICIPALITY COUNCILS OF DISTRICTS ELECTEDTIRANA, NOV 13 (ATA) By S. Gjordeni and P. Zekthi: The new council of the Durres district emerging from the local polls of October 20, convened Tuesday.The meeting elected new chairman of the district council the pedagogue Mehdi Tatani, mechanical engineer, by the consensus of the majority, with only three votes against, out of 33 counselors who were present. 35 members are elected in the new district council. From these, 22 are DP representatives, 9 of the SP, 2 of the RP, 1 of the Centre Pole and one of the National Front. It was also elected the new Presidency of the this council, made up of 7 persons, with 6 members of DP and one from RP. The first meeting of Durresi municipality council was held on the same day to elect its new chairman. Out of 20 participants in the voting process, 19 voted for the DP candidate, Sabri Mullaliu, while only one voted against. Regarding the election of the deputy mayor, Abdulla Ndreu, he was elected by 15 votes for. *** The new Presidency of Elbasani district council was elected Tuesday, with chairman Ilir Balliu. The newly elected council of the Elbasani district is made up of 35 persons, of which 19 are of the DP, 12 of the SP, 2 of the CP, one of the RP and one of the National Front. *** In the first meeting of the municipality council of the Permeti district (southeastern Albania) in which 6 political forces were represented: DP, SP, RP, CDP, HRUP and CP, in electing the deputy chairman, the socialist candidate did not win even the votes of his party. In the elections held Tuesday for the chairman of the district council and municipality councils of Permeti and Kelcyra, won convincingly the DP candidates, respectively Edmond Theodhori and Aliq Muceli. The Secretariat of Local Government has prepared a draft with some amendments in the law "On organizing and functioning of Local Power bodies", in order to make local bodies function better. The state secretary for local power, Njazi Kosovrasti, told ATA that "these amendments increase more the competencies of the local power and better define the competencies for both levels of local power. Kosovrasti added that this draft is seen and appreciated by the experts of the Council of Europe. The elections for the chairmen of the district councils must end within November 15. /jz/mt/Z/ Albanian Telegraphic Agency[07] BUREAUX OF RECONCILIATION AND ARBITRAGE ARE ACTIVELEZHA, NOV 12 (ATA)- By Z. Pergega, The bureaux of reconciliation and arbitrage have begun operation at the Labour and Social Affaires Department in the Lezha district.The offices, with two representatives each, employer and employee, and run by the professional relations inspector and a jurist, have been created by decision of the Council of Minister last April. The reconciliation office is duty bound to prevent and solve the collective conflicts rising between the employers and employees, regarding the working conditions and the implementation of the collective labour contracts. The paper entitles its editorial: "Process on the double-faced in the SP". On the third page the paper carries an interview with the Secretary General of the Democratic Party, Besnik Gjongecaj.Under the title:"Grassroot Socialists accuse the centre" the paper carries an article saying that the loss of the SP in the May 26 and October 20 elections is due to the close link of the SP with the criminal 50 year- old-dictatorship. Under the title "Albania, serious and active partner in the partnership for peace initiative", the paper reports on the official visit of Defence Minister Zhulali to Poland. Zeri i Popullit reports on the elections to the municipal council in Tirana in the article entitled: "Meksi shows the empty pockets". The paper makes an analysis of the SP presidency meetings in districts under the title:"The analyses' effectiveness reflected in practice". "Earthquake in the usuries' market", is the title of an article in the newspaper Republika regarding the arrival of the IMF delegation to Tirana. The paper reports on the first meeting of Tirana's municipal council. "The war of seals and law offside", the paper says regarding the latest events in the Independent Trade Unions. Lajmi i Dites reports on the elections to the presidency of the Tirana district council and municipal council. Under the title:"Agreement of bilateral cooperation", the paper reports on the visit of Albanian Defence Minister to Poland". Rilindja reports on the meetings of Kosova President Rugova with high officials of the U.S. Embassy in Belgrade. The paper also reports on the meeting of the officials of the Albanian Foreign Ministry with leaders of the Democratic League of Kosova. The paper publishes on the first page the article "Manipulations of the Serbian losers". Albania paper publishes on the first page in capital letters a pronouncement of the Deputy Finance Minister Sheferedin Shehu about his meeting with the IMF delegation under the title "Shehu: IMF has not come here for the usuries". The editorial "The press and the invented 'phenomena'" treats two problems, that of usuries and of the future of Hajdari as a trade union member. The paper runs in the third page the article "Kelmendi hands over the ribbon of Mayor". Dita Informacion publishes an exclusive interview with Premier Meksi under the title "We will talk latter about usuries". The paper publishes the opinion of Apollon Bace regarding a letter of Pranvera Hoxha addressed to the Tirana Court under the title "The tribute that freedom pays to freedom". "Usuries answer to IMF: 50%" Koha Jone reports under the headline "IMF delegation: We would like to meet companies of usuries". Under the title "City hall, the strong proof of Brojka", the paper runs an article regarding the new Tirana Mayor Albert Brojka. The paper carries an interview with the President of the Union of Albanian Independent Trade Unions, Valer Xheka under the title "Hjadari plays government's game". "The race of usuries, interest rates very high" is the article published by Gazeta Shqiptare, with regard to usuries. /eva/pas/lm/mt/k Albanian Telegraphic Agency[09] PRESIDENT BERISHA MEETS WITH WRITER ISMAIL KADARETIRANA, NOV. 13 (ATA) - The President of Albania, Sali Berisha, today had a meeting with the writer, Ismail Kasdare, the President's Press and Information Office reports."Your membership in the Academy of Moral and Political Sciences of the Institute of France is a marked event in the life of the Albanian nation which has pleased all the Albanians wherever they are," said President Berisha to Kadare. "We all are proud of you and your contribution not only to the Albanian but also to the international culture and literature. The appreciation for your work is at the same time an appreciation of the values, culture and tradition of Albania, a brilliant crowning of the contribution that you and the greats of our nation have made to the western civilization, therefore the Albanians have been and will always be grateful to you." The Ambassador of Palestine made a panorama of the developments in his country, the problems which the Palestinian people are facing at present in their efforts for the realisation of peace as a strategic question in the region. Arbnori expressed to the Palestinian Ambassador Albania's support for the Palestinian people, always holding that contradictions between Palestine and Israel should be solved only through dialogue. ssh/kled/xh/sh/ Albanian Telegraphic Agency[11] SHKODRA: HISTORIC CAVES IN MALESI E VERIUT UNDER DAMAGESHKODRA, NOV. 13 (ATA) - By Myfit Malja: During the period of transition and until now, many historic caves in the Malesi of Dukagjin, Tropoja and Malesi e Madhe, in Puka (Northern Albania) have been damaged by local people and foreign tourists.In order to protect their livestock from falling into caves with vertical entrances, shepherds have filled them with stones and beams. Foreign tourists too, without asking to cooperate with associations of Albanian speleologists, are accompanied by local people they meet by chance and have broken and taken pieces of precious stalagmites and stalactite as well as dolomitic flowers. With regard to this concern, the environmentalists' association, Ylber, centered in Shkodra, has decided to protect some of the caves, among which that of Gajtan, in which traces of the prehistoric man are thought to have been found. The association will prepare a guide book and leaflets to be distributed to inhabitants living round caves so that to make them conscious of the values of the caves. ake/eva/xh/sh/ Albanian Telegraphic Agency[12] FOREIGNERS TOO HAVE THE RIGHT TO BUY AND USE PRIVATIZATION VOUCHERS IN ALBANIATIRANA, NOV. 13 (ATA) - By M Noti: "Judicial or physical subjects, Albanian or foreign, without any distinction, have the right to buy and use privatization vouchers in Albania, said in a news conference today the deputy minister of Finances and Privatization, Uran Veseshsta and the chairman of the National Privatization Agency, NPA, Niko Glozheni.The change of the law for the transformation of state-run enterprises into trade companies entitles the Ministry of Privatization the right of representing the owner of the state property. There are several alternatives and ways to be followed for the privatization of strategic sectors, in which, besides telecom, electric energy and aqueducts, oil and mines are also included. In the mean time, the form of privatization for the rest of state share packages has been defined. Promising a continuous process of privatization, Glozheni spoke about statistics of the Agency for 1996 among which 2 700 contracts that have been signed.
