  • [01] VEFA HOISTS THE FLAG IN SHKUP

    The opening up of a subsidiary of VEFA company in Shkup, Macedonia was the cause of a press conference that the company staged at its headquarters in Tirana, recently .

    The inauguration of this subsidiary on September 12, expanded the geography of VEFA holding, already known for its activity and branches in some capitals of the world. According to the President of the company will open way for a powerful economic activity between both countries. There will be goods exchange, bilateral investments as well as other activities. This will be a great advantage for the economy of both countries influencing in this way on the relations between Tirana and Shkup.

    According to the spokesman of the company, the opening up of the subsidiary was greeted by senior authorities and businessmen of Shkup. The Macedonian Parliament and the general opinion received with optimism this event, expressing their readiness to contribute to its continuation.

    Deputy Prefect of Shkup present at the press conference, together with a Macedonian delegation, confirmed "this is the first Albanian company ready to invest in our republic. Introduction of VEFA to our country is very important not only for the economic relations of both countries but also further."

    This undertaking was also greeted by the representative of the Macedonian Bank, who was very enthusiastic on the new co-operation and said that this bank will support the whole activity of this company. Such a co- operation will become even stronger with the opening of a bank on the side of VEFA company, which at the same time is one of the goals of the company. Later, the President of this company answered to journalists' questions. He provided details on the policy and activity this company exercises in Albania. M.Spa.

    [02] ALBANIA TAKES PART AT INTERNATIONAL FAIR IN BARI

    The 60th International Fair "Fiera del Levante" opened recently in Bari with productions from 2 600 various firms, among which also Albanian.

    The Albanian stand displays handicraft productions. It has been organised by the Chamber of Commerce and Industry in Tirana and is installed in the pavilion of the Fair's nationalities.

    The Albanian handicraft goods, produced by AFC, ARTIR, "Dinamo" plant, "Alabaster" and other Albanian companies, have attracted many visitors and directors of firms and enterprises from Bari and other regions of Italy".

    On its fifth day, the fair was visited by representatives sf the Albanian government, Suzana Panariti, minister of Industry, Trade and Transport, Selim Belortaja, Foreign Relations Secretary of State and Ilir Manushi, representative of the chairman of the Council of Ministers.

    Panariti, after a meeting reserved in honour of Albania, granted an interview for the "Tele Norba" TV channel and considered important the relations between Puglia and Albania.

    She stressed the promotion of these relations and expressed the belief that the Italian government would continue to play an important role in their improvement. The president of the Assembly of the Chamber of Commerce and Industry Union, Mehmet Shijaku, visited the fair as well.

    [03] ILO AND ALBANIA EXPAND THEIR COOPERATION

    There are $ 3.3 million that International Labour Organization, (ILO) has earmarked for the Ministry of Labour and Social Affairs to finance two projects: one on the reformation of wage policy and the other on the reformation of organizational structures.

    A delegation headed by Heribert Scharrenbraich, vice director of the organization had a meeting recently with Arlinda Keci, Albanian Minister of Labour and Social Affairs in regard to the implementation of these two projects.

    "I am pleased with the continuation of the projects and the progresses that the ministry has done in field of social protection," Heribert said.

    "Besides the cooperation on these two projects, we will carry on the collaboration with the Organization in three other directions: professional training, strengthening tri-party relations; employees, employers and ratification of international conventions (especially those, which have to do work relations and social protection)" Keci said.

    Delegation was also keen on Ministry's programmes in field of social protection.

    In relation to this, the minister underlined that besides the current programme to protect the poor families, another branch of it has emerged, which has to do with the neediest members of these families. The Government has allocated this year, 3,2 billion leks on social assistance for the poor families. A. Lazaj

    [04] KECI RECEIVES SAN MARINO FOREIGN MINISTER

    Bilateral cooperation in tourism was the main issue in the talk between Albanian Minister of Work and Social Affairs Armelinda Keci and San Marino Foreign Minister Dr Gabrielle Gatti.

    The meeting discussed the training possibility for Albanian workers in tourism and hotel management, culinary and tourism guiding. Both sides agreed to issue and sign in the future an official agreement in this field.

    They also talked on the cooperation in the field of social assistance in protection of orphans and incitement of cooperation in the field of private investments in Albania.

    [05] ALBANIAN GOVERNMENT APPROVES STRATEGY OF STATE BANK PRIVATISATION

    Albanian Council of Ministers in its meeting Monday approved the decision "On approval of state banks privatisation strategy."

    This document clarifies government's objectives in the bank privatisation process, defines the criteria strategic investors should realise, methods and phases of privatisation process and the duties that state institutions and foreign advisers should resolve in realisation of this process.

    The government is engaged, according this document, to realise bank privatisation within year 2000, starting with the National Rural Bank and continuing with National Commercial Bank and the Savings Bank.

    Council of Ministers also decided that the Savings Bank should start on November 1, 1996, to give privatisation bonds for the second phase of this program. It also decided that the privatisation bonds of the first phase of massive privatisation may be used even in the second phase of this privatisation which will end in 1999.

    The meeting also approved other decision like: on the opening of the Countability-Finance branch in Gjirokastra University with 24 students, on the financial support for the commercial navy fleet with a fund of 15 million leks by the Restructuring Agency of Enterprises and other decisions.

    [06] TIRANA AND ZAGREB CHAMBERS OF COMMERCE SIGN COOPERATION AGREEMENT

    A delegation of the Chamber of Commerce and Industry, Tirana, headed by the chairman of this institution, Arben Shehi, visited Croatia recently at the invitation of the Zagreb Chamber of Commerce, according to the spokesman of the Tirana Chamber of commerce, Aleksander Papa.

    The delegation also attended the opening ceremony of the Great Autumn Fair of Zagreb and had a brief meeting with the General director of Zagreb's fair, Jurica Pavelic. They dicussed the possibility of a future participation in this fair and mutual cooperation.

    The Albanian delegation also met with senior representatives of Zagreb's Chamber of Commerce.

    At the end of the meetings, ane Agreement of Cooperation between the Chamber of Commerce and Industry, Tirana, and the Chamber of Commerce of Zagreb was signed.

    The agreement stipulates an exchange of business information, mutual company support, encouragement of cooperation, creation of joint ventures and organisation of trade exhibitions.

    Attending the ceremony was also the ambassador of the Republic of Albania in Zagreb, Frano Kroqi, as well as the ambassador of the Republic of Croatia in Tirana, Mladen Juricic.

    The chairman of the Union of the Albanian Chambers of Commerce and Industry, Anton Lekaj, was present as well.

    [07] ALBANIA, RUSSIA SIGN AGREEMENT "ON WATER-BORN TRANSPORT"

    Albanian State Secretary of Transport Arben Babameto and the first deputy Minister of Transport of the Russian Federation, Valeri Levovic Bikov, signed Thursday in the Ministry of Trade, Industry and Transport in Tirana the "Cooperation Agreement on Water-borne Transport" between the two countries.

    Babameto said that "the agreement is realised with the desire of realising water-borne transport between two countries and help international transport on basis of free international trade transportation."

    The Russian deputy Minister said "The newly signed agreement creates favourable conditions and security for both countries sea ports. Previous experts' talks enabled its realisation in principle. Further talks will be realised during a visit Albanian specialist will pay to the Russian Federation soon."

    "We believe that concrete results will be reached with the Russian Federation not only in field of transport but in other fields as well" said Babameto.

    This agreement is a continuity of bilateral Albanian-Russian talks, which aim to establish good relations and further cooperation between two countries in all fields. M.Spa

    [08] CROSSBORDER PROGRAM PLANING AND MONITORING COMMITTEE MEET IN DURRES

    The Planing and Monitoring Committee of the CROSSBORDER Program organised Friday a meeting in Durresi Municipality.

    Also attending the meeting were the European Community Ambassador in Tirana Elio Germano, Director of the Department of Economic Development and Coordination of Foreign Aid Edmond Leka, Chief of Program INTERRET 2 Antonio Bandini, officials of local government in Durres and Vlora (Central and Southern Albania) and others.

    The issues discussed in this meeting were implementation of programs of this Committee for Albania until now and their perspective.

    Roland Ollie, Director of the Committee for Albania said that the most important project for 1994 in the East-West corridor, or the road Durres-Kapshtica.

    Another project foresees the opening of three other points in the Albania-Greece border. So "Tre Urat" point is projected to begin in January 1997, that of Konispoli in April and improvement of Kapshtica Customs House in July, next year.

    Another important project this Committee is closely following is the East-West corridor. All documents are prepared and in March, next year, it will open the auctions for the start of the works.

    The agenda of the future projects was also presented. It was worth some ECU10 million.

    After being approved by the Italian-Albanian Committee this sum should be approved by the meeting of the Managing Committee of the Program which will be held in Brussels in October. Until the end of 1999 the sum accorded by the CE for different projects in Albania will be some ECU27.2 million.

    [09] PRESIDENT BERISHA RECEIVES SCHARRENBRAICH

    I am very pleased for the great support you have offered to Albania, said Albanian President Sali Berisha to the deputy Director General of the International Labour Organisation Herbert Scharrenbraich, in a meeting Friday in the presidency, said President's Press and Information Office.

    "The cooperation between your organisation and the Albanian government has been very successful," said Berisha adding that "The social dimension will be one of the fundamental priorities of Albanian government."

    Scharrenbraich underlined the success of two previous projects and stressed that cooperation with Albanian government will be widened in the field of professional preparation, strengthening of three party relations and ratification of international conventions.

    [10] ALBANIAN COASTAL AREA ATTRACTS FOREIGN AND LOCAL OF INVESTORS

    The investors' capitals for the development of tourism in Albania are being concentrated on the coastal areas, Tourism Ministry sources report.

    Based on the ministry's projects, the coastal area is divided into priority zones for the development of toursim. The projects include the setting up of tourist villages and hotels.

    Besides fifty million dollars invested by foreign companies and firms, another 105 million dollars mainly for the development of toursim in these zones are being released.

    According to the director for the encouragement of tourist investment, Arjan Skenderi, over 20 million dollars of investment carried out and underway only by foreign companies, are changing the view of the coastal area in the vicinity of the Kavaja city.

    Two Italian firms have received license to turn Ksamil into a preferred tourist zone, based on the projects and a capital of 50 million dollars.

    An Austrian firm is studying in detail the Ionnian coast from Llogara to Qeparo.

    Alongside foreign investment in the development of coastal tourism, the investment of the Albanians themselves in these areas is increasing.

    The inhabitants of these areas are turning their houses into small hotels hosting local and foreign tourists, securing a large income. A.Gjata

    Albanian Prime Minister Aleksander Meksi received Monday morning Foreign Minister of San Marino Gabrielle Gatti and the delegation he heads in a visit to Albania.

    Meksi said that he considered important the increasing of bilateral contacts and finding out of the cooperation fields. He said that these fields may be tourism, telecommunication, banks and others.

    "I think that the first step is the creation of a joint commission, which will concretely define the field of cooperation between Albanian and San Marino" said Meksi and adding that "of interest is even the multi party cooperation in the context of international organisations."

    "We have expected with interest the visit to Albania and have considered it an important starting point for concrete and successful cooperation" said Gatti.

    He expressed his admiration for the development of democracy in Albania and his readiness for cooperation in the fields which would serve Albanian and San Marino's interests.

    He invited Meksi for a visit to San Marino which, as he said, "will serve to finding out and deciding of possibile bilateral cooperation."

    [12] ISRAEL INTERESTED IN HELPING ALBANIAN INFRASTRUCTURE

    -Interview with the Israeli Ambassador to Albania-

    Israel's Ambassador to Albania, Yehuda Millo, hold recently a press conference for ATA. During the interview, the Ambassador stressed out the fact that in Israel, although the people might not know anything about Albania, they know the fact that Albanians saved Jewish during the World War II.

    The positive climate is a good point and an infrastructure for further development of the relations, said the Israel's Ambassador. "We don't need to establish such a climate, it already exists", stressed Millo.

    Asked about the main direction of the bilateral cooperation in the economic field, Millo answered that Albania is most interested in the infrastructure. Millo added that even in the field of agriculture, we have held a number of seminars. "Besides agriculture, the relations will be extended in other fields as well, like education, health, public administration", he said.

    Regarding other meetings held with Albanian top officials, the Israel's Ambassador told there were held very fruitful meetings with Foreign Minister Shehu and Defence Minister Zhulali. "We, including our President, are very pleased about the progress achieved in our bilateral relations, like in economic, political, cultural, as well as in the field of private enterprises", stressed Millo. He pointed out that it exists a general positive feeling of the Albanian administration, headed by President Berisha, to support the relations between Israel and Albania. R.Floqi

    [13] ALBANIA TO START POLIO VACCINE FOR ADULTS

    Albania plans an urgent immunisation campaign for adults against the deadly polio virus which has already claimed eight lives, officials said.

    "The first stage of the campaign will start in October, vaccinating anyone under 50, and it will be held over 10 days simultaneously throughout the country," said Jorgo Kosta, a Health Ministry official.

    "Some 3.5 million doses paid for by the European Union and other countries will be used in the first stage. The second stage will begin a month after that," Kosta added.

    The polio outbreak, which has spread among adults, has killed eight people, with another 66 reported to have contracted the virus, Kosta said.

    The epidemic began in April in northwestern Albania and then reached the capital Tirana and other parts of the country.

    [14] U.S. TO PROVIDE 100 000 DOLLARS FOR ALBANIAN ENVIRONMENT

    TIRANA, SEPT 23 (ATA)-By M.Kora,

    The U.S. Environmental Protection Agency (EPA) is donating 100 000 dollars for the Albanian environment. They are administered by the Budapest based Regional Environmental Center for Eastern and Central Europe (REC).

    "Divided into three stages, the environmental programme began to be applied last May with the "environmental policies and their influence on the social-economic factors", with the study of an imaginary polluted city, compared with the former metallurgical plant of Elbasan," the coordinator of this programme at the Environmental Protection Committee and REC, Elida Metaj.

    The second stage took place last week in Hungary as a training course for 22 Albanian and Hungarians, specialists of regional environmental centres in districts and of the Environmental Protections centres, as well as journalists and hygienists, the manager of the world programme at EPA, Franchesca Di Cosmo, said.

    The trainees, to be selected by foreign observers, will train others in completing the second part of the programme in Albania, in December this year.

    "When the 100 000 dollar programme is over, a monitoring center is planned to be set up, putting into operation an environmental network for the Albanian governmental and non-governmental environmental associations", said the coordinator of the environmental justice at EPA, Rexhi F.     [15] KOSOVA IS NOT INTERNAL AFFAIR OF SERBIA-senior official

    PRISTINA, SEPT 24 (ATA)- Ambassador Armin Rits, charged with International Relations, Political and Security Affairs at the Swiss Foreign Ministry, has considered the Kosova issue an "international problem preoccupying the international community". He turned down Serbia's claims to present this issue as its own internal affair, the Kosova Information Center reports.

    Rits, who held talks at the Swiss Foregin Ministry with a delegation of the Kosova Liberal Party, headed by its chairman, Gjergj Dedaj, stressed that "Kosova is not an internal affair of Serbia, as it pretends to present it before the world, but an international problem which has preoccupied the International Community".

    In continuation he said that :"Serbia will not be accepted in the international structures unless the Kosova issue is resolved" and that "a permanent and extended OSCE mission will return to Kosova soon".

    Rits also spoke of other forms of the international presence, which, he said, would help avoid conflict, and of the peaceful solution of the Kosova issue and the necessary democratic developments all over the region. P.Ta/lm/Z/

    [16] FRPDSH CONVENTION APPROVES RESOLUTIONS

    TIRANA, SEPT 24 (ATA)-The 4th National Convention of the Democratic Party Youth Forum of Albania (FRPDSH), which held its proceedings on Tuesday, approved three resolutions.

    The first resolution calls on the Albanian youth to take an active part in the electoral process and vote for the DP candidates "because they are the best candidates and have the programme and real possibilities to respond to the youth's interests". The resolution calls on all the Albanian electorate to powerfully support the DPA in the October 20 local elections.

    The second resolution appreciates the government's and parliament's engagement in the fight against crime, unemployment, drug, prostitution and other phenomena. The convention considers positive the ongoing initiative for contacts of dialogue and cooperation with all the young political forces that recognise and respect the legislation in force.

    The convention evaluates the steps of rapprochement with the Euro- Socialist youths, recognising and respecting their contribution to a young social-democracy launched by the latest SP congress.

    The third resolution denounces the oppression and violence in Kosova, the denial and the trampling underfoot of the national and human rights of the Albanians living in their own territories in former Yugoslavia (Kosova, Montenegro). The resolution demands the correct solution of the Albanian national issue without which there is no and will be no stability in the Balkan region.

    The FRPDSH considers as a way-out the dialogue between the Albanian legitimate representatives and the authorities in the presence of a third party to ensure the application of the agreements to be signed.

    In this context the resolution hails the agreement between President Rugova and the Serb side on Education in Kosova.

    The FRPDSH backs the legitimacy of the Kosova University as a right sanctioned by the international charters and commits itself to strengthen the relations with the Albanian youth organisations, the DLK, Albanian parties in Macedonia and Montenegro. s.sh/pas/lm/Z/

    [17] "ANTI-DRUG" ASSOCIATION APPROVED

    TIRANA, SEPT 25 (ATA) -By E. Xhajanka, The Ministry of Justice approved Tuesday the foundation of anti-drug association.

    The association, headed by a doctor, includes over 200 students from various faculties, doctors and officials from the Ministry of Labour and Emigration members of this association.

    Albania has recently been used by traffickers as a bridge to smuggle drug into various countries. The war in Yugoslavia has favoured this traffic even more.

    A national rehabilitation center for drug addicts, the first of this kind in Albania, became active in Kamza town, the Tirana district outskirts.

    The aim of this association is to fight against drug traffickers and addicts. According to its data, in Albania there 10 000 drug addicts, of whom 5 have died. /kled/mt/Z/

    [18] FRIEDRICH EBERT FOUNDATION CELEBRATES 5TH ANNIVERSARY IN ALBANIA

    TIRANA, SEPT 24 (ATA) -By Eva Allushi The celebration of 5th anniversary of the German public foundation "Friedrich Ebert" in Albania opened in the German Embassy grounds in Tirana on September 23 with an exhibition on the life and work of Friedrich Ebert.

    Invited to this activity were representatives from Albanian organizations and institutions with which this foundation has been cooperating with Albania since 1991.

    The activities on this occasion continued also today with a conference on the future of mankind.

    The representative of this Foundation in Albania, Sokol Mici, will hold a round table today evening on the future challenges and the possibilities of non-governmental organizations to face them. /jz/mt/Z/

    [19] ALBANIA PARTICIPATES IN "INTERNATIONAL DAYS OF MEDITERRANEAN '96"

    TIRANA, SEPT 24 (ATA)- By Aljosha Keko A delegation of the Tirana Chamber of Commerce and Industry payed an official visit to Marseilles, invited by the chairman of Marseille-Provence Chamber of Commerce and Industry, Henri Roux-Alezais, spokesman of this institution Aleksander Papa, reports.

    After the talks held, they signed the Protocol-Agreement between the two chambers.

    Shehu briefed on the achievements of Albania and informed of the possibilities created by the Albanian legislation for foreign investment.

    Roux-Alezais, after bringing the French experience, expressed his readiness to help the Albanian counterpart in all fields.

    After signing the Protocol-Agreement, the Albanian delegation was invited to take part in the activity "International Days of Mediterranean '96", which was held from 19 to 21 September.

    The Albanian delegation held separate talks with Christian Samon, President of the Federation of Aggro-Nutritive Industry (FRIAA) for Marseille-Provence area, Jean Coquil, President of the General Chemistry Industry Trade Union, Jean-Daniel Tordjman, delegated for international investments in Paris and others.

    Members of the Albanian delegation stressed in these meetings the great progress made in Albania during the years of democracy, paying attention to the privatization of economy.

The paper writes about the nine former senior officials of the communist dictatorship who were sentenced Tuesday to 183 years altogether in jail, and publishes the article "Trade Union plays 'poker' with the government".

    Poli i Qendres carries the article "The European Council warns again: We will not tolerate another new electoral farce". In another article it asks whether the candidates of the local elections will have immunity. It publishes the article "the organized crime threatens the citizens".

    Rilindja publishes the article "Albanian socialists must be back to Parliament". It also publishes the articles Kosova is a major issue" and "Will the Greek promises for the Albanian emigrants come true?".

    Tribuna carries the article "Mejdani, (SP Secretary General) attacks F. Nano (SP leader) in the election campaign in Durres. The paper publishes the article "We demand victory to keep the promises".

    Albania carries the editorial "Strasbourg: punishment of the left wing opposition". It also highlights the SP election campaign in Durres district entitled "Mejdani (SP Secretary General): We do not fight to win". Albania publishes the article "Stop to tolerance towards crime".

    Koha Jone carries out the article "Tirana under stones and fire", on 2000 persons who protested Tuesday in Lapraka (Tirana quarter) about the dismantling of the houses". It also publishes the article "DP withdraws: ballot papers under supervision".

    Sindikalisti paper writes about today's meeting between experts of the Union of the Independent Trade Union and the government".

    [22] CRIMINAL NEHAT KULLA UNDER ARREST

    TIRANA, SEPT 25 (ATA) - Special forces of Interior Ministry in collaboration with police forces of Commissariat No 1 in Tirana besieged and arrested Wednesday at 3.30 a.m. the criminal Nehat Faik Kulla, in the house of another citizen from Tirana, spokesman of Interior Ministry said.

    Police troops were hunting down Kulla for months. He was charged with committing grave crimes like the killing of a person in Durres, kidnaping another one and lastly of killing two policemen, the brothers Gezim and Besim Neziri on August 22, 19996 at the place called "Kafja e Remes" (at the outskirts of Tirana).

    This person has been sentenced six times for easy wounding, attempts to kill, raping and twice for killings. ake/jz/fh/sh/

    PRISTINE, SEPT (ATA) By B Jashari - The Ambassador of the Federal Republic of Germany in Belgrade Vilfred Gruber with his collaborators arrived Tuesday in Pristine, for a two-day visit to Kosova.

    The German diplomat will meet President of Koosva Dr Ibrahim Rugova and with representatives of political parties, of educational bodies, of the human rights protection council and other organisations.

    Gruber yesterday visited the Pristine University where was received by its Rector Prof Dr Ejup Statovci.

    TIRANA, SEPT 25 (ATA) By F Nikolla - Teodor Laco Albanian Minister of Culture and Women, Fitim Gerxhalliu President of company "Gjallica", official sponsor of Miss Europe and Enver Idrizi karate world champion are Albanian members of the jury of Miss Europe beauty pageant which is due to be held at the end of this week in the Palace of Congresses in Tirana.

    Sources from the organisational office of this spectacle said that the jury is made up of 16 members, and the biggest number of them belongs to Albanians.

    The other members of the jury had been appointed by other countries and belong to different fields of activity. The list of them includes Valery Kriss from Estonia, Roger Zeiler and Danielle Belasco from France, Daniela Shapiro from Israel, Georges Prevelakis from Greece, Domenique Frosberg from Sweden, Nikolai Kostin from Russia, Pert Himberg from Finland, Pietro Falcuno from Italy, Detlef Tursies from Germany, Ozcan Sandikcioglu from Turkey, Cecilia Muller de Kock from Belgium and Guy A. Lindt from Switzerland.

    [25] ALBANIA GETS NEW CREDITS BY INTERNATIONAL FINANCIAL INSTITUTIONS

    TIRANA, SEPT 25 (ATA) By M Noti - Two new projects of foreign credits, one for the electric power distribution and transmission and another one for the development of the private sector will be officially signed at the beginning of October, said Albanian Ministry of Finance.

    The sum of ECU12 million represents a credit accorded by European Bank of Investments and will be administered by the Albanian government. It will be used by the Albanian Electric power Corporation aiming to adjust electric power transmission and distribution.

    The other credit of USD8 million of the World Bank will be used by the US Fund of Enterprises, Arab-Albanian Islamic Bank and by other banks of the second level aiming to finance the private sector. kled/fh/sh/

    [26] POLITICALLY SENTENCED ALBANIANS MALTREATED IN DUBRAVA JAIL

    PRISTINE, SEPT 25 (ATA) - Members of Serbian State security forces have maltreated many politically sentenced, reports Centre of Information for Kosova.

    Faik Mahmutaj, a member of the politically sentenced Ismet Mahmutaj, told to the Information Council of the Democratic League of Kosova in Podujeve that these security forces have physically maltreated his brother Ismet Mahmutaj and two other politically imprisoned Faik Ajeti and Sali Mustafa.

    They are tortured under the pretension of new investigations, although they have been sentenced and the investigation procedure has finished. pta/kled/fh/sh/

    [27] MINISTRY OF WORK AND SOCIAL AFFAIRS REVEALS ALBANIAN POPULATION STRUCTURE

    TIRANA, SEPT 25 (ATA) - Albanian Ministry of Work and Social Affairs has recently revealed the structure of Albanian population and employment, writes newspaper "Albania" Wednesday.

    The most recent studies show that Albania has about 3.2 million inhabitants, including immigrants of the last years, and 1.7 million out of the above figure are at the work age.

    By citing statistics, the paper says, that out of this figure 1.54 million are active forces. Students, military and pupils result to be some 0.16 million in number.

    According to statistics 1.18 million are employed in Albania and some 0.15 million are of the state sector, dependent on the state budget and 0.13 million are of the state sector but not dependent on it.

    The paper writes that the private sector in the town has employed 0.15 million while the village some 0.75 million people. Albanians employed abroad are 0.20 million.

    Some 160 thousand people are unemployed in Albania according to statistics and represent some 10.7 per cent of the population of the working age. kled/fh/sh/

    [28] PRESS CONFERENCE OF ALBANIAN MINISTER OF HIGHER EDUCATION AND SCIENTIFIC RESEARCH

    TIRANA, SEPT 25 (ATA) By E Allushi and P Shuteriqi The main topics of a press conference of Minister of Higher Education and Scientific Research Besnik Gjongecaj were changes in the system of Albanian Higher Education and Scientific Research, its reasons, possible consequences and preparation of this system for the new students in the academic year 1996-1997.

    The conference was held in the Scientific library of Tirana University.

    Albanian government, underlined Gjongecaj, is of the opinion that it is high time to open a new era in the higher education and scientific research system, not in the sense of overthrowing what exists but in the integration of universities and scientific research institutions to improve specially the education in the professional field.

    He focused then on the work realised for the integration of two present laws, that of "On Higher Education" and "On Science and Technological Research." Issuing of these laws was assisted by experts from the Council of Europe through an advising mission of the Legislative Reformation Division.

    The work started in Strasbourg on the creation of this platform was appreciated by experts who have declared that Albania ranks among the most advanced countries in the field of legislative reformation on higher education and scientific research compared with other East European countries.

    With regards to the preparations for the new students, Gjongecaj said that in accordance with the Democratic Government Program the number of newly accepted students in our universities is 25 per cent higher than the last year, this year they are 5025 and we have new universities like that of Elbasani, where are 46 per cent students more than last year.

    One per cent of the population in Albania enters the university. This school year has more new branches, faculties and departments.

    He also spoke on the acceptance of new students on basis of competition in all branches of the university and which included even Albanian candidates living abroad.

    At the end, he once more, congratulated the agreement between Serbia and Kosova on the education and estimated as very positive the education relations between Kosova and Albania.

    He answered to questions by the journalists on the support of European Institutions and their offers in the field of higher education and on the equality of our school diplomas with those of other countries. kled/fh/sh/
