[01] OWNERS OF "KOHA JONE" DO NOT AGREE - Zeri i PopullitTIRANA, JULY 15 (ATA) - Albanian press published, Sunday, a statement of Aleksender Frangaj, editor in chief of "Koha Jone", where he announced his "divorce" with his collaborator and joint owner Nikolle Lesi.The "Zeri i Popullit" newspaper carries Frangaj's statement where he sais that he was forced to definitely separate with Nikolle Lesi as joint owner of the "Koha Jone" newspaper and firm because of "the continuous extraordinary expenses of the firm administrator Lesi." First because of the grave economic-financial situation due to incompetent direction and secondly because of the large debts which seriously endanger the continuity of the paper and because of unreasonable firing of the talented journalist and editors, not for professional motives but for absurd personal ones, Frangaj said. "After consulting most of my colleagues, I am forced to take this decision of separting with Lesi, who by considering the paper a kiosk, leaves no future to it." Separtion from Lesi, for me and my colleagues means to further continue our five-year work. We shall continue to offer our honest contribution with no complexes for the press and free word in Albania, concludes his declaration Frangaj, according to "Zeri i Popullit." kled/fh/k Albanian Telegraphic Agency[02] SOCIALIST LEADER IS NOT ISOLATED - spokesmanTIRANA, JULY 15 (ATA) - Fatos Nano, leader of the Socialist party (SP), is not prevented to communicate with others under the prison regulation, a spokesman of the Ministry of Justice said.Nano enjoys all the rights of communication like every other prisoner, the press release said adding the usual communication has been interrupted only three days for technical reasons. The spokesman said that from July 15 the communication with the prisoners of the Benca prison will function normally. The left-wing newspapers have reported recently that Nano will not communicate with anyone for 45 days. Nano has sent a motion to his party from the prison which was turned down by the party board. He has always communicated with media during all the time in prison. "The increase of guards and armaments in the Benca prison, according to the left-wing press, is a military fantasy of the authors of these articles," the press release of the Justice Ministry said. Nano, is in jail for corruption and falsification of documents in connection with the Italian aid to Albania at a time when he was prime minister in 1991. kei/ak/k Albanian Telegraphic Agency[03] OUR DEPUTIES SHOULD ENTER PARLIAMENT - "Omonia" leaderBC-OMONIA-DEPUTIESTIRANA, JULY 15 (ATA) - "Our deputies should enter the new Parliament" said Sotir Qiriazati, leader of "Omonia" after a meeting of the General Council, newspaper "Dita Informacion" wrote Sunday. The General Council after a meeting of its presidency decided to summon from 28-29 September, the General Conference of the organisation. Omonia is expected to enter the local elections under the Human Rights Union Party (HRUP) umbrella. Leaders of Omonia said that they are waiting for the law on local elections before taking further steps. According to the paper a former decision of this organisation to ask from the state declare political purity of Omonia's candidates for Autumn's elections was refuted. The paper clarifies that such a thing was declared very early and adds that the minority is eagerly waiting for the necessary modalities for the local elections. Omonia is an organisation which defends the rights of the Greek minority in Albania. kled/fh/sh/ Albanian Telegraphic Agency[04] NATIONALIST AWARDED MARTYR OF DEMOCRACYTIRANA, JULY 15 (ATA) - The Anti-communist Association of Formerly Politically Democrat Persecuted and the Commission of Scrutiny of Figures organised on Sunday a commemorative ceremony to award the post-humous order "Martyr of Democracy" accorded by the Albanian President Sali Berisha to Sami Dangellia, a nationalist from Devolli, southern Albania.He was considered by his prison inmates, including the Speaker of the parliament Pjeter Arbnori, "the grandfather of prisons." Leke Dosti addressing the ceremony on behalf of the Association cited Dangellia's 44 years of isolation calling him an unyielding anti-communist. Deputy Uran Butka pointed out some moments of Dangellia's patriotic activity as a fighter in the ranks of Balli Kombetar and later as activist in anti-communist rebellions in prisons. Butka stressed his anti-communist contribution to the historical revolt of Spac after the failure of which the hero of prisons was sentenced for the fourth time and died in prison in 1988. A representative of the Association's subdivision spoke on behalf of the democrat persecuted of Devoll. The Albanian Speaker Arbnori, an inmate of the martyr, awakened his memories evoking the figure of Dangellia. His reburial was organised Sunday at noon. kled/ak/sh/ Albanian Telegraphic Agency[05] DAP LEADER URGES U.S. EMBARGO ON ALBANIATIRANA, JULY 15 (ATA)-One of the Democratic Alliance Party (DAP) leaders, Gramoz Pashko, urged the U.S. politicians, present at a ceremony devoted to Greek politician Sofoklis Venizellos in Boston, to push for an economic embargo on Albania to make Tirana agree to fresh elections.Attending the ceremony held on July 10 by the Boston based "World Pan- Hellenic Movement" were chairman of the movement Andreas Athens, Christos Delimaqis, Nikolla Gage, Jorgos Christopullos and other exponents of Hellenism in the U.S.. U.S. congressmen Stany Poyer, Tom Lantosh, Margareth Lang and Gregory Wallance were also present. The ceremony was also attended by a delegation of the Democratic Alliance Party from Albania made up of its chairman Neritan Ceka, Gramoz Pashko and Arben Imami, invited by the organisation. Nikolla Gage, ultra nationalist, known for his ant-Albanian spirit and activity, spoke at the ceremony "on the rights' situation of the Greeks living in Albania". He said that "Albania is far from the international standards as regards respect of the minority rights". Gage is the most extremist inciter of Greek extremist circles, organiser of terrorist groups against Albania and main financier of the Greek MAVI terrorist fascist organization, which has claimed responsibility for the Peshkepia massacre, southern Albania (April 10-1994). In this massacre the commandos of this organisation killed two Albanian conscripts and wounded three others. Gage criticised the latest elections in Albania and said that "the northern epirots have not been allowed to freely express their will in these elections". Gage uses for the Greek minority in Albania the term "northern epirot" which according to the notorious theory of Northern Epirusmeans that the territory from the mouth of Shkumbini (river dividing Northern and Southern Albania) down to the south of Albania is not Albanian and the inhabitants are Greek. Gage accused the Albanian administration of not meeting the international standards for the Greek minority in Albania. "With the whole people being deprived of the right to freely express their will, the Greek minority cannot be an exception," the DAP President, Neritan Ceka, said. Pashko criticised the Tirana government for allegedly persecuting the Greek minority. He stressed that the Democratic Alliance Party is the political force closer to the interests of Greece. "While the Greek Community chiefs in the U.S. spoke at the commemorative ceremony of Venizellos about his figure, Gage held a round table of slanders against Albania, its institutions and urged violent overthrow of the Albanian legitimate institutions," Albania says. The OSCE and above all the Greek administration has hailed the serious steps of the Albanian administration as regards the rights the Greek minority is actually enjoying in Albania according to the international standards. The Albanian-Greek ties have been described by analysts and politicians as model relations of good neighbourliness. Greek Premier Simitis and President Stefanopullos themselves, finding an understanding and serious engagement of the Albanian administration in developing friendly relations, have and continue to contribute to their promotion, considering this a new era in the Albanian-Greek relations. kei/lm/k Albanian Telegraphic Agency[06] "HOUSE OF EUROPE" ASSOCIATION CREATEDSARANDA, JULY 15 (ATA) - By Sh. Hajno: A non-governmental association "Shtepia e Evropes" (House of Europe) was created on July 11 in the premises of the Cultural Centre in Saranda district, southern Albania.Its activity includes information, education and propaganda on the United Europe, making public opinion familiar with its institutions and problems facing people of Europe, aid support and inspiration of friendship between the peoples. Present at the meeting were citizens and intellectuals of Saranda and the Mayor Llambi Gjati, deputy chairman of the International Federation of the Houses of Europe, Vasilis Petropolos, head of the Houses of Europe for the Patra city, Greece, Mrs. Bavarezu and others. Reveka Vasili, lawyer, was appointed the head of the Association for Saranda. Secretary General of the Houses of Europe for Saranda, Ilia Vasili said to ATA that the paper "The Albanian-Greek ancient friendship, an important factor to enter side by side in a United Europe" and other themes were read. Brochures on this institution were distributed. ssh/kei/ak/k Albanian Telegraphic Agency[07] ALBANIAN TEACHERS AND STUDENTS TO VISIT ROMANIATIRANA, JULY 15 (ATA)-Some 35 students and teachers of the History- Philology Faculty of Tirana will visit Romania by the second half of July, Sunday's newspaper Drita reports.The visit is part of the exchange programme in education and culture signed between the Albanian and Romanian governments in Tirana on May 14, 1996, the paper says. The Albanian teachers and students will be guests of the Bucharest University for five days and then of the Oradea University for another five days, the paper says. They will meet Romanian teachers and students and visit historic, cultural and tourist spots in Romania. The visit will help establish direct ties between students of higher education institutions and mutual acquaintance. kled/lm/sh/ Albanian Telegraphic Agency[08] FREE MEDICAL CHECKUPS BY U.S DOCTORSSARANDA, JULY 15 (ATA) - By Shkelqim Hajno: A group of U.S. doctors started free medical checkups yesterday in the Saint Luka hospital for children in Saranda, Southern Albania. The drugs for the patients will also be given free.In the context of an initiative of the Baptist church of Saranda and their counterparts in the U.S., the group of 22 doctors and some nurses have voiced their will to take part in a medical campaign free of charge. It will also be accompanied by Baptist religious preaches. The leader of the U.S. team Hugo Malaci from Florida and the director of the Saranda hospital Skender Bajrami told ATA that the medical campaign is only the beginning of a long term cooperation with the hospital of Saranda. ake/kei/xh/Z/ Albanian Telegraphic Agency[09] ALBANIAN DEFENCE MINISTER SAFET ZHULALI MEETS WITH GREEK DEFENCE MINISTER ARSENISTIRANA, JULY 15 (ATA) - According to spokesman of the Albanian Defence Ministry, Defence Minister Safet Zhulali had a separate meeting yesterday with the Greek Defence Minister Arsenis. At first Zhulali spoke about the present development of the relations between the two countries in the military field and stressed the need of a further cooperation. He said that the cooperation is going towards friendly relations between the two countries and armies. Minister Zhulali focused on the importance and the values of the "Peace Eagle 96" exercise.The Greek Defence minister Arsenis wished Mr Zhulali for his reappointment to the post of the minister and said that this will serve the further cooperation between the two armies. Mr Arsenis said that "I was impressed by everything I saw, the preparation and the conduct of the multinational 'Peace Eagle 96' exercise. Our presence in this ceremony has given to it a symbolic meaning and shows of the great importance of the Partnership for Peace, said Arsenis. "We will help so that Albania become member of the Alliance as soon as possible and in this way it will make a further contribution to the stability and peace in the region. The two ministers discussed concrete fields for further cooperation in the health sector, qualification, military industry etc. The meeting was held in a very friendly atmosphere. ake/xh/Z/ Albanian Telegraphic Agency[10] ALBANIAN PARLIAMENT SPEAKER MEETS WITH CHARGE D'AFFAIRES OF THE U.S. EMBASSY IN TIRANATIRANA, JULY 15 (ATA) - The Albanian Parliament Speaker Pjeter Arbnori today met with the charge d'affaires of the U.S. embassy in Tirana Douglas Smith on occasion of the completion of his diplomatic mission in Albania.Arbnori focused on some elements of the short term program of the work of the new legislature of the People's Assembly, the appointment of the new government and approval of its program, the preparation of the full legislation for local elections and continuation of the regular procedure for the approval of the new laws. The meeting concentrated on the bilateral relations between the two countries and the spirit of fruitful cooperation which has characterized them at all levels. ssh/kei/xh/Z/ Albanian Telegraphic Agency[11] PEACE EAGLE 96 EXERCISE STARTS TODAYTIRANA, JULY 15 (ATA) - By F Vladi: The multinational exercise "The peace Eagle 96" started today with a ceremony in which troops by eight participating countries paraded in the presence of Albanian senior personalities and high military and civil officials of the participating countries.President Berisha hailed the participating troops in the exercise to be held in the Training Centre of Biza, 75 km north of Tirana. He said that "This exercise, a living testimony to the values of the Partnership for Peace, is a real contribution of the participating countries, of the active member countries of NATO and the partner countries, Albania, Bulgaria, Greece, Italy, the former Yugoslav Republic of Macedonia, Romania, Slovenia, Turkey and the U.S. to peace, cooperation and the stability of the southern Balkans. The exercise is important and part of the process of the intergation of Albania and other partner countries into the North Atlantic Alliance. He added that "in the context of the idea of the Partnership for Peace you are making your contribution to the laying of the foundations of the NATO in other spaces, hence the construction of the stability and peace in this region." Berisha thanked the U.S. Secretary of Defence, William Perry, Albanian Defence Minister Safet Zhulali, the Albanian-American joint staff, all the American commanders and experts for the great work to prepare and plan the exercise and the generous aid by the U.S. party for the construction of the training centre in Biza. "Fruit of the joint work of Albania and the USA is not only the construction of the camping centre and all the necessary premises but especially the setting up of shooting ranges which mark the beginning of the construction of a modern training centre in Biza, " said Berisha. He added that the centre will serve for the training of Albanian troops and those of NATO. About 2000 soldiers will take part in the exercise which is the greatest held in the Balkans so far. Attending the ceremony were Albanian Defence Minister, Safet Zhulali, Greek Defence Minister Gerasimos Arsenis, Bulgarian Defence Minister Dimiter Pavlov, military high officers from Italy, the former Yugoslav Republic of Macedonia, Turkey and Romania. In his address Minister Zhulali considered the exercise "a triumph of the Partnership for Peace and the joint will." The two commanders of the exercise, major general Jack P Nix, of the American Army and brigade general Vladimir Ismolli of the Albanian Army, addressed those present in the ceremony. Nix considered the exercise "a great step for the stability in the region." During the coming four days, the participating troops will carry out joint operation of peace-keeping character. The forces are grouped in a multinational brigade consisting of two battalions, one Albanian-American and the other Italian, and each of them has four companies. The units in each company consist of soldiers of the same country. This is the greatest exercise conducted in Albania in the context of the agreement of the Partnership for Peace. It also is the fourth multinational exercise for the Albanian army. kei/xh/Z/ Albanian Telegraphic Agency[12] PRESIDENT BERISHA MEETS WITH PRESIDENT RUGOVATIRANA, JU.Y 15 (ATA) - Reports from the Albanian President's press and information office said today that President Berisha met with the President of the Republic of Kosova Ibrahim Rugova today.The two presidents discussed extensively the situation in Kosova and the political and democratic developments in Albania. They appreciated as very important and positive the latest visit of president Rugova to Germany and the growing commitment of Germany to the solution of the Kosova question. The two presidents said that the situation in Kosova continues to be grave and demanded an end to all the acts of violence, provocations and pressure and the withdrawal of the Serbian military-police machine from Kosova, the creation of conditions for the political solution of the question of Kosova. President Berisha and President Rugova held that the Dayton Agreement has created conditions and has made urgent the serious commitment of the U.S.A. and the EU for the beginning of the dialogue for a correct and peaceful solution of the Kosova issue. The two presidents considered as historical victory for the Albanian nation the result of the free and fair elections of May 26. President Berisha spoke with Rugova about the new government, which he said consisted of successful leaders of institutions, individuals with a high level of qualification and renowned people from four political forces. The Government, said Berisha, will carry out major objectives for the acceleration of the reforms, consolidation of democracy, integration of Albania into Europe and will support the solution of the national question. President Berisha said that in its first meeting, the government will decide on the liberalization of the price of bread and other products and the complete compensation of this liberalization for the citizens so that to finally eleminate the speculation created by the control on the bread price and to further increase the price for the wheat accumulated by the Albanian producers. The two presidents hailed the establishment of the dialogue between the Albanian political forces and the latest serious efforts for a reform in the fold of SP. They consider the fuss about the process of elections in Albania as a deliberate act which aims to impair the consolidation of democracy in Albania and the stability in the region. ake/jz/xh/Z/ Albanian Telegraphic Agency[13] ALBANIAN GOVERNMENT LIBERALIZES THE PRICES OF FLOUR AND WHEATTIRANA, JULY 15 (ATA) - By R Floqi: The Albanian new government decided in its first meeting today to "liberalize the prices of wheat, flour and bread and those of liquid gas and kerosene" beginning with July 16.The decision of the newly-appointed government is not a non-social measure but its aim is the extension of the free market considering it the only road for development. Due to this measure, all prices of locally produced agricultural products will be liberalized. "With this measure the government aims to stimulate the production of wheat in the country, to establish the accumulation of this product by private producers," said in a news conference Hasan Halili, former Minister of Agriculture, now minister without portfolio. In May the Government decided to increase the purchasing price of flour by peasants, but the peasants showed no interest to sow wheat with the previous price, 15.7 Lek per kg, and they have actually planted other more profitable products at a time when there is an increase of the wheat price in the world market. The great differences between the selling and purchasing prices and the prices subsided by the state created an unfavorable climate for the import of wheat by the private individuals which prevented the promotion of the reform in the direction of the market economy.
