    Summary of the political and economic news in the Turkish press this morning.

    [01] OPERATION IN NORTHERN IRAQ

    The Turkish General Staff is determined to eradicate terrorism in Northern Iraq. Military officials said that cross border operations will continue as long as there is a threat to Turkish security from that region. Around 15,000 troops and more than 100 armoured vehicles have crossed the border into Northern Iraq.

    Iraqi Deputy Prime Minister Tarik Aziz has sent letters to the Arab League, the Islamic Conference Organization and the Non-Aligned Movement, asking them to exert pressure on Turkey to withdraw from the region. The Iraqi Foreign Ministry has condemned the operation and called for an immediate withdrawal of Turkish forces. /All papers/

    [02] SECURITY CONFERENCE

    The 8th International Security and Cooperation Conference" organized by the Turkish Atlantic Council will begin today in Antalya. The main subject of the conference will the "New Security Architecture of Europe". President Suleyman Demirel, the Chief of General Staff, Ismail Hakki Karadyi, Deputy Prime Minister and Defense Minister Ismet Sezgin and State Minister Sina Gurel will attend the conference. /Cumhuriyet/

    [03] FOREIGN EXCHANGE STOCKS AT TOP LEVEL

    Central Bank foreign exchange stocks are at their highest level of $ 19.7 billion. According to the bank stocks have increased by $ 1.1 billion since 12 September and have reached $ 19.7 billion. /Cumhuriyet/Hurriyet_

    [04] ALCOHOLIC BEVERAGES FROM TRNC

    A protocol envisaging importing drinks from the Turkish Republic of Northern Cyprus (TRNC) to Turkey was signed between State Minister Eyup Asik and TRNC Finance Minister Erdal Onurhan. According to the protocol alcoholic beverages produced in Turkish Cyprus will be imported to Turkey through "off-shore trade". /Cumhuriyet/

    [05] TANER, "WE MAY SIGN STAND-BY AGREEMENT WITH IMF"

    On the last day of Turkey-IMF meetings in Hong-Kong an unexpected development was realised between Turkish and International Monetary Fund (IMF) representatives. After the separate meetings with IMC Chairman Michel Camdessus and Deputy Chairman of the IMF, Lary Fisher, State Minister responsible for economy, Gunes Taner said that Turkey might sign an agreement with the IMF. Stating that a new development had started between Turkey and the IMF, Taner said that officials of the Turkish Desk of the IMF will visit Ankara at the end of October and then a Turkish delegation will visit Washington at the start of November to discuss these new developments. /Hurriyet/Milliyet_

    [06] HUMAN RIGHTS PANEL IN DIYARBAIR

    A "Democracy-Law-Human Rights Panel" discussion will start today in Diyarbakir to discuss human rights and anti-law applications around the world. Almost 50 foreign and domestic journalists will attend the panel.

    Chairman of the Norwegian Human Rights Institution, Prof. Tore Lindhalm, Iranian author Prof. Abdulkerim Surus, and Chairman of the Sudanese Human Rights Commission Fethi Muhammedin are some of the foreign speakers sharing in the panel. /Milliyet/

    [07] YILMAZ TO GERMANY

    Prime Minister Mesut Yilmaz will go to Bonn on Monday. During the visit Yilmaz will discuss Turkish-EU relations with German Prime Minister Helmut Kohl and officials. /Milliyet/

    [08] INSULTING WORDS FROM PANGALOS

    Greek Foreign Minister Theodoros Pangalos issued a scathing verbal attack against Turkey in an unprecedented manner. In a statement he made to the New York Correspondent of Mega, a private Greek TV channel, he said that part of the Turkish military and diplomatic establishment considered the Greek borders in the Aegean "controversial".

    Reacting to the scathing verbal attack of Pangalos, Turkish Foreign Ministry made a statament saying "We strongly reject the rude and discourteous statement of Pangalos. The Greek nation does not deserve such a disgrace made in its name." /Milliyet/

    [09] DENKTAS-CLERIDES MEETING

    President of the Turkish Republic of Northern Cyprus, Rauf Denktas and Head of the Greek Cypriot community, Glafkos Clerides, will meet today to discuss security issues. The meeting, held under the chairmanship of the special representative of the UN General-Secretary to Cyprus, Gustave Feissel, does not have an agenda or preconditions. It has been announced that there will be no statament to the press after the meeting. /Milliyet/

    [10] NSC MEETING HELD IN ANKARA

    A National Security Council (NSC) meeting was held under the chairmanship of President Suleyman Demirel yesterday in Ankara. At the end of the meeting it was recommended that the emergency application in Batman, Bingol and Bitlis should be lifted. It was also decided to continue the operations being conducted by the Turkish Armed Forces in northern Iraq. The S-300 missiles issue was another topic on the agenda of the NSC meeting. /Milliyet/

    [11] ALBRIGHT FAILS TO EASE TURCO-GREEK DISPUTES

    US Secretary of State Madeleine Albright met separately on Wednesday with the foreign ministers of Greece and Turkey, but failed to achieve a breakthrough on disputes between the two countries. State Department Spokesman James Rubin told reporters that Albright continued her efforts to facilitate a conversation between the governments on the issues and problems that divide them, but was unable to make the kind of progress obviously hoped for.

    During his meeting with the US State Secretary, Foreign Minister Ismail Cem voiced Turkish anxiety over the fact that Syria was also planning to buy Russian-made S-300 missiles and added that the increase in the number of countries joining the "S-300 club" was a threat to regional security. In a letter sent to the UN, Turkey has expressed its determination to undertake the measures necessary to enhance the security of the country in the face of the S-300 threat. /Sabah/

    [12] CEM'S MESSAGE TO THE EU

    Turkish Foreign Minister Ismail Cem has told his European counterparts that Turkey should not be excluded from the EU enlargement process. Cem stressed that using the Cyprus problem as an obstacle to Turkey's integration with Europe was unjust. The foreign ministers of Spain and Portugal voiced support for Cem. /Sabah/

    [13] DEMIREL INAUGURATES NEW HACETTEPE HOSPITAL UNITS

    President Suleyman Demirel inaugurated Thursday the new general treatment, brain surgery and emergency ward units of the Hacettepe University Hospital. Speaking at the inauguration ceremony, Demirel said a country which was not showing adequate care to its children could not have a bright future and underlined the need for "investment in our future." /All papers/

    [14] FM CEM MEETS ISRAELI COUNTERPART

    Foreign Minister Ismail Cem met with his Israeli counterpart, David Levy, on Thursday periphery to the UN General Assembly in New York. During the meeting the two foreign ministers reviewed theats to the security of the region and opportunities for enhancing bilateral cooperation. /All papers/

    [15] KANDEMIR URGES ACTION AGAINST PRO-PKK ORGANIZATIONS IN US

    In a statement to the "World and I" magazine, Turkish Ambassador to the US, Nusret Kandemir, evaluated Turco-American relations. The ambassador warned Washington once again about institutions and organizations based in the US cooperating with the outlawed PKK terrorist organization. He stressed that in the aftermath of the Cold War era, trade and economy had emerged as new important aspects in Turco-American bilateral relations in addition to traditional cooperation in defense issues. /All papers/

    [16] TURKISH NATIONAL VOLLEYBALL TEAM'S SUCCESS

    The National Senior men's Team will for the first time be playing in the World Championship Finals and has qualified for the European A League, in which 18 countries will take part. After qualifying in matches played in Italy in August, the Turkish National Volleyball team will participate in tournaments beginning in December 1997 for the European title. The outcome of the World Championship will be clear in 1998 in Japan. /All papers/
