NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - The National Assembly of Republika Srpska /RS/ have heard the statements of representatives of RS in joint organs of B&H and assessed it as appropriate expressing the expectations that their more frequent consultations with Assembly, Government and other RS institutions will contribute to the better cooperation and understanding. By this conclusion, accepted by all members of the Serbian Parliament, was concluded the discussion about the third item of Agenda which was particularly marked with the numerous statements of delegates of governing parties which had a series of remarks on statements of RS representatives in joint organs, particularly the representative of RS in the Presidency of B&H Momcilo Krajisnik. In agreement with the chiefs of the delegate clubs the president of the Serbian Parliament Dragan Kalinic scheduled the continuation of the Fifth assembly session for Wednesday, May 20 at 10,00 h AM in Banja Luka. The delegates should then discuss about conducting and control of elections in RS and FB&H, scheduled for September 12 and 13.

BANJA LUKA - The president of RS Biljana Plavsic commenced the more days visit to U.S.A. where, as scheduled, she will inform the Serbian Diaspora about changes in RS, and in New York, as SRNA learns, she will talk with the members of Foreign political board of American Senate about the future of the Dayton peace process. Serbs from all parts of former Yugoslavia who live in New York, on Sunday May 17 will prepare the gala-dinner in the exclusive restaurant in honour of president of RS, while for May 18 in the morning is foreseen the work breakfast with American senators.

SARAJEVO - The president of the National Assembly Dragan Kalinic required from the High International representative for B&H Carlos Westendorp urgently to learn and announce the real truth about yesterday's inspections which the members of SFOR conducted in the top state institutions in Pale. "Regarding that OSCE and Office of the High Representative recognised the legality and legitimacy of the new National Assembly of RS, from you I exclusively require to protect this high Home in the future from such and similar humiliations by the military and police forces" - is said in the Kalinic's letter to Westendorp. The president Kalinic qualified the yesterday's event as "unallowable provocation counted for different kinds of pressures towards the delegates of RS in the moment of discussion about the very difficult and delicate political issues".

BERLIN - In Berlin will be held the international conference "The economic forum of RS" at which the republican delegation will be held by the premier Milorad Dodik, and in its composition will be the vice-president of Government and minister of economy DJuradj Banjac and minister for refugees and displaced persons Miladin Dragicevic. This gathering is closed for public, and at 13,20 h was anticipated the press conference.

SARAJEVO - At the international seminar of diplomacy, at which the particular attention will be paid to the functioning of the ministries of the Foreign Affairs in complex and multiethnical states, which tomorrow starts in the capital of Norway Oslo, in the B&H delegation will participate the representatives from RS. The Serbian seven members delegation will be lead by the minister counsellor Gordan Milinic, the chief of the Administration for analytics, planning and informing in the Ministry of Foreign Affairs of the Council of Ministers of B&H.

BIJELJINA - The vice-president of Government of Republic of Serbia and president of the Serbian Democratic Party Vojislav Seselj assessed last night in Bijeljina that the issue of return of refugees in RS is very complex. "In principle there exist harmonised willing of all parties for return of refugees, but the problem is how to realise that in the practice, and who would finance that" - stressed Seselj while being guest in the programming "Without pardon" of the private "BN" Television. The leader of the Serbian Radicals stressed that must be avoided the variant which would lead to reiterated war, and according to him the best variant would be exchange of property, which is anticipated by the Dayton Agreement too.

DOBOJ - In 235 Serbian homes and in the Orthodox churches in the region of Majevica and Ozren are being held the commemorations for the members of the former Yugoslavian People's Army /JNA/ killed in perfidious way by Moslem and Croatian extremists in Tuzla at Brcanska Malta. On that day 235 soldiers, mainly youngsters and one part of reservists were killed in the attack on the colon of JNA which was with drawing from this city. As the investigation determined, the order for attack on that only legal army in B&H was given by the top officials of the Party of democratic action /SDA/. The order for killing soldiers, was for sure determined, gave the then and current mayor of Tuzla Selim Beslagic.

BELGRADE - The president of FR Yugoslavia Slobodan Milosevic and the representative of the Serbian Albanians Ibrahim Rugova will meet in Belgrade without the foreign mediation to consider the possibility of overcoming the problems in Kosovo and Metohija. The leader of the Serbian ALbanians Ibrahim Rugova will hold, in Belgrade's hotel "Hiyat" at 15,30 h, after the talks with president of FRY SLobodan Milosevic, the press conference - SRNA ;earns in the American Embassy in Belgrade. It is not known where Milosevic and Rugova will meet and the time when the talks will start.

PRISTINA - In the building of the Technical Faculties in Pristina, according to the Agreement on normalisation of education in Kosovo, should start the lectures separately, in different shifts, for Serbian and Albanian students. The ministry of education of Serbia has brought the decision according to which the Serbian students and professors must leave that building, because, as explained, the rationalisation of space.

SARAJEVO - Neither on the second day of IPTF's inspection "on conducting the civilian law in 10 objects in Pale", which secures unusually great contingent of SFOR troops, along with the logistics of numerous armoured combat vehicles, the deputy commander of IPTF Jan Sandell could not explain for SRNA the target and details of action. He expressed the regret because, as he said, he is not authorised to talk about this inspection and sent a SRNA reporter to find information in the Office of SFOR or spokesman of IPTF in Sarajevo.

SARAJEVO - The representatives of SFOR command informed the General Staff of Army of Republika Srpska /VRS/ about the inspections of the facilities of the state institutions which his and members of IPTF are conducting yesterday and today in the wider area of Pale. As was confirmed for SRNA in the General Staff, the representatives of SFOR had sent them the official circulation letter in which is stressed that it is the "regular inspection" and that VRS has no reason to defend itself or to interfere.

BANJA LUKA - The spokesman of IPTF for the region BAnja Luka Alun Roberts expressed in the name of UN Mission in Sarajevo the contentment with the achieved results of yesterday's, as he said. "routine control in Pale" and reminded that in the inspection of the offices of police, Government and VRS at 10 localities was not found any forbidden weapons. "I am content with the cooperation of the local police in Pale during the control" - stressed Roberts at the press conference in Banja Luka.

SARAJEVO - The presidency of B&H at the session in Serbian Sarajevo supported the candidature of the Kingdom of Netherlands for the seat of international Crime Tribunal, about what the final decision will bring the Diplomatic conference in Rome from July 15 until 17 - was announced from the Cabinet of the president in the Presidency from RS Momcilo Krajisnik. The Presidency expressed the disapproval with the inappropriate stance of the delegation of the Council of Ministers during the recent visit to the Kingdom of Sweden and assessed that the delegation did not acted in accordance with the earlier determined platform. According to the earlier determined practice and order of signing the international contracts, the Presidency of B&H has decided today that the contract with the European Bank for Development and Reconstruction would sign Momcilo Krajisnik.

BANJA LUKA - The president of the Alternative Government of RS Dubravko Prstojevic sharply criticised, at the press conference in Banja Luka the work of the Parliament of RS, stressing that it is the inappropriate way of behaviour of one number of delegates. Opposite to these critics, Alternative Government of RS is welcoming the departure of president of RS Biljana Plavsic to U.S.A. and assesses that this was a good move for strengthening the relations with this state, as well as for connecting of Serbs from Diaspora with RS.

BANJA LUKA - The Democratic Party for Banja Luka and Krajina /DSBK/ expressed the deep concern for the destiny of RS because of the way of work and shown arguing tones in the discussions of delegates on the three days session of the National Assembly of RS in Banja Luka. "The national delegates, divided into the left and right side of the hall, we which most seriously draw attention on the fact that the hatred has never lead anybody to the target, but it could lead to disappearing of RS" - is said in the opened letter of DSBK to the delegates.

DOBOJ - The Centre of the Public Security /CJB/ DOboj announced that it cannot guarantee the security to the Moslem returnees, which announced the re-settling in Svjetlica for tomorrow, because the announced process did not pass the regulated procedure about return of refugees. In the announcement is stressed that such assessment was presented on the official meeting of the chiefs of CJB with the commander of SFOR in B&H, U.S. general Eric Shinseki.

PRISTINA - The organised groups of Albanian terrorists performed last night more attacks on the police patrols and family houses of Serbs, while only the material damage was made, without human casualties - reports the SRNA correspondent from Pristina. The greater terrorist group of Albanian separatists opened last night around 22,00 the fire from the machine guns and bazookas on the police check-point in the village Rakos near Srbica. The police, between which members nobody was wounded, responded on the fire.

ATHENS - The Greek media is expressing the fear that the main obstacle to the today's negotiations in Belgrade between the president of FR Yugoslavia Slobodan Milosevic and leader of Serbian ALbanians Ibrahim Rugova could be self-styled "Liberation army of Kosovo". The daily "Katimerini" supports this conclusion by the data that from March until now the number of members of this organisation increased from 150 on 12,000 terrorists, well trained and equipped for guerrilla war.

SKOPJE - On Friday, May 19, on Skopje aerodrome Petrovec will land for the first time the U.S. aircraft Awax for reconnaissance-spying flights and present its abilities that on the height of 9,000 meters it can register the flying objects in the distance of 400 kilometres, According to the official data, the aeroplane will stay in FYRM seven hours, three being used for demonstration of its capacities.

KRAGUJEVAC - By laying down the wreaths on the monument of the great Serbian army commander Radomir Putnik and Festive Academy in the Home of Army of FR Yugoslavia in Kragujevac was marked the 80 anniversary of the breach of Thessaloniki front.

KOZARSKA DUBICA - The world programme of food which allocates the aid to the citizens of the category of refugees, displaced persons and in need population will decrease its aid in the region of the municipality Kozarska Dubica for 50% - stated for SRNA the director of the Centre for Welfare work in this municipality Ljuban Krnjajic.

DOBOJ - The director of the Regional museum in Doboj Dobrila Bjelic stated that 22,000 of exhibits of this museum is in the critical condition, out of which 5,000 cannot be kept without urgent intervention and restoring. At the press conference in Doboj she stressed that such condition of exhibits is the consequence of technically inappropriate premises in which the exhibits are being kept and deficiency of financial resources for renewal of the expert's protective works.

NOVI SAD - The Regional Board /OO/ of the South Backa district of the Serbian Radical party /SRS/ of Novi Sad assessed the yesterday's invasion of SFOR troops into the seat of National Assembly of Republika Srpska /RS/ and Office of the president form RS in the Presidency of B&H Momcilo Krajisnik as the heavy violation of Dayton Agreement and provocation of Serbian people. "It is the deliberate action, which aim is to stir up the reaction of Serbs in order to justify eventual postponement of September's parliamentary elections in Federation B&H and RS", said for SRNA the coordinator of municipal board of this party Sasa Miric.

BELGRADE - The former commander of UNPROFOR for B&H the French general Philip Morion stated in an interview for Belgrade's weekly NIN that are not correct and completely are completely wrong the Western interpretations that the break down of the former Yugoslavia is the consequence of the Serbian force and will. "Of course, Serbs did not leave the federation. I have personally always rejected the thesis about the Serbian responsibility. The responsibility is on all parties...", concluded general Morion, who wrote two books about his mission in B&H - "Too believe and to dare" (1993) and "The soldier's word" (1996).

BRUSSELS - The World congregation of Serbs /SSS/ warned that Croatia, one of the ethnically most cleansed states in the world, do not leave any hope in victory of justice and law during the trial to the former commander of the "ustasha's" eradication camp Jasenovac Dinko Sakic, so they require from Argentina to deliver Sakic to FR Yugoslavia or Israel. In the letter sent to UN, EU, U.S.A., Russia, Hague Tribunal and world public SSS reminds that "the case Sakic should be considered in the framework of the national rights and, that most probably, Croatia in this moment is very inappropriate for solving such a sensitive issue".

BELGRADE - The president of the Fund for humanitarian rights Natasa Kandic stated in Belgrade that this organisation already in May last year delivered to the Hague Tribunal the evidence by which is confirmed that the former chief of the Ministry of internal affairs of Montenegro Pavle Bulatovic, 1992, deported the refugees from B&H. In the statement for SRNA Kandic explained that in this case the state delegation of Montenegro informed the International prosecution in Hague during the last year's official visit to the Tribunal.

BELGRADE - At the beginning of next week could meet His Holiness patriarch of the Serbian Mr. Pavle with the presidents of FRY, Serbia and Montenegro Slobodan Milosevic, Milan Milutinovic and Milo Djukanovic. The Montenegro president did not answer officially yet on the patriarch invitation, but, as the close assistant of Djukanovic said for SRNA in Belgrade he has no anything against that meeting.

BELGRADE - The first meeting of the president of FRY Slobodan Milosevic and the leader of Albanians from Kosovo Ibrahim Rugova was finished in Belgrade around 13,30 h with the joint conclusion about the necessity of lowing down the tensions on Kosovo. According to the announcement from the Cabinet of the President Milosevic forwarded to SRNA, the president of FRY is for "the joint future and life with equal rights for all people in Kosovo'.

PODGORICA - The vice=president of Socialistic People's Party /SNP/ of Montenegro Predrag Bulatovic stated in Podgorica that the meeting of the president of FRY Slobodan Milosevic with the leader of the ALbanians from Kosovo Ibrahim Rugova in Belgrade represent the beginning of the dialogue which is necessary for solving the Kosovo problem. Bulatovic thinks that by these talks Milosevic's and FRY policy are fully affirmed, because in that way is fully valorised the referendum by which is rejected the foreign interference.

THESSALONIKI - The Greek Government expressed the contentment with the Holbrooke's success to bring for the negotiation table president of FRY SLobodan Milosevic and leader of Kosovo Albanians Ibrahim Rugova. The government thinks that this meeting is of the special importance, because it contributes to easing the crisis in the region, but also stresses its known stance that it respect the state borders and sovereignty of states, but and the political and human rights of all citizens.

MOSCOW - In Moscow with the particular attention is observed the meeting of president of FRY Milosevic and leader of Serbian Albanians Rugova, and Moscow radio and TV informed without comments that the talks had started. It is said only that it is the first meeting, which could mean the beginning of the dialogue for regulating the situation in Kosovo.

PODGORICA - The president of Montenegro assembly Svetozar Marovic stated that the dismissal of the Government and premier Radoje Kontic is the last attempt of president Milosevic to help to Momir Bulatovic and his SNP at the next elections. "We pointed out several times on mistakes of the Federal Government and its weaknesses and we still stick to these assessments and comments. But, we think that the dismissal of government only few days before the elections in Montenegro means indirect influence on its citizens", stressed Marovic in the statement for SRNA.

PODGORICA - Radoje Kontic was on the function of the president of the Federal Government temporarily and there are conditions to be moved and supported the initiative for his dismissal - said the vice-president of Montenegro Predrag Bulatovic. In the statement for SRNa he said that "his dismissal implies also the new election of FRY Government before the parliamentary elections in Montenegro".
