In his letter to Bill Clinton, Boris Yeltzin, Jacques Chirak, Helmut Kohl and Tony Blare, Krajisnik said that all evidence should be enclosed to the national judicatures which would be mandated to start public proceedings under the monitoring of the international institutions. "The existing indictments should be thoroughly revised in cooperation with national judicature, in addition to a careful review of all documents and proofs. This would ensure a complete responsibility and cooperation of the national entity judicatures", stated Krajisnik.PARIS - No irony flavoured a citing of a top RS official by the Paris daily paper "Le Mond", for the first time - this being a statement of the president in the B-H Presidency from RS, Momcilo Krajisnik, calling on the judges of the Hague Tribunal to conduct an investigation into war crimes allegations on the former RS president Radovan Karadzic in RS. Also correctly was published the second part the statement that the judges would be provided with a complete documentation and that the Serbian people did not regard Radovan Karadzic as a war criminal, writes SRNA's correspondent Miodrag Jankovic. SARAJEVO - The RS foreign minister, Aleksa Buha, warned that the elections would be seriously endangered if OSCE implemented its new clause on the arrest of the alleged war crimes perpetrators from the Hegue Tribunal's sealed lists on casting their voters at polling stations. "Introducing such principles, OSCE begins implementation of an unallowable and extremely uncustomary praxis. The RS delegation appealed the withdrawal of the clause, which, if implemented, would put the elections to question", specified Buha in his statement for SRNA regarding last night's talks with the OSCE chair Robert Frowick and political director Vladimir Kuznyecov, in Pale. "If such an action becomes a possibility, chaos would be provoked not only at the polling stations where the arrests would take place, but also at all other polling stations", Buha warned. SARAJEVO - The RS defence minister, Milan Ninkovic, informed the delegation of the European Parliament, led by Dutch deputy, Ian Dirik Blau, that RS has fully implemented the military part of the Dayton Agreement, that the RS Army (VRS) restructuring was almost completed and that the arms reduction process would be closed in September. Mr. Blau - who is in visit to RS and Federation to determine the security situation in the region and to assess eventual need for further SFOR presence after its mandate expires - was informed that RS asked the extension of the multinational forces mandate for as long as the "other party threatens with war". SARAJEVO - Deputy RS minister for economic relations with abroad, Slavisa Rakovic, warned in Pale the European Parliament delegation, led by Ian Dirik Blau, of the problems inhibiting the implementation of the civilian part of the Dayton Agreement. Noting that the RS has a limited access to the donors' resources, Rakovic underlined that "in the situation when almost one half of RS populace are refugees, when the unemployment rate exceeds any normal level, it is impossible to receive returnees and ensure them with accommodation, jobs, heal care and other services". BANJALUKA - The RS vice-premier, Djuradj Banjac, talked in Banjaluka with Swedish ambassador to RS and Federation of B-H, Nils Elianson, on an expeditious implementation of reconstruction projects in RS to be sponsored by the Swedish Economic Commission. "This assistance was agreed to in March, during a visit of RS delegation to Sweden", stated Banjac, and added: "we discussed the Law on Central Bank and some aspects of tomorrow's Izetbegovic-Tudjman meeting in Split". DOBOJ - The Public Security Centre in Doboj announced that the multinational forces blocked all roads linking Doboj with other RS areas, early this morning. "The train which departed from Doboj for Banjaluka was stopped on the Grabovica station, five kms away from Doboj, while cars and busses are being stopped and searched and passengers checked their identity cards", the Centre staff stated for SRNA. SARAJEVO - The B-H Council of Ministers will continue its session in Sarajevo to harmonise opinions over the Law on passports and Law on citizenship, which the co-chairman of the Council Boro Bosic said must be "cleared up". The Council of Ministers failed to adopt these two laws at yesterday's session, when the deadline set by high representative Carlos Westndorp for the adoption expired. Westendorp warned sanctions would be imposed against all three parties unless the laws were adopted today. HAMBURG - German decision to suspend diplomatic relations with B-H embassies received an extensive publicity in German media, which point out that the embassies were dominantly staffed by Muslims, and concede that in this case the Serbs bear no responsibility, as high representative Carlos Westendorp confirmed. German foreign minister Claus Kinkel and the commentator of the German paper "Welt", on the contrary, generalise the problem, blaming unnamed "responsible politicians in B-H who failed again to do their homework", but not mentioning the Serbs, thus proving that the criticisms were addressed to the Muslims and Croats. BERLIN - The German daily paper "Sig Deutsche Zeitung" assesses that the Muslims and Croats are to be blamed for a long discussed division of the B- H diplomatic-consular bureaus abroad has not been agreed by the Council of Ministers yet. The Croat and Muslim parties obstruct the work of the Council, for their members cannot agree on this issue, according to the paper. CLEVELAND - Worried over non-implementation of the civilian part of the Dayton agreement, the USA threatened to reimpose economic sanctions and other punitive measures against Yugoslavia unless Yugoslav president Slobodan Milosevic removes the former RS president Radovan Karadzic from the political stage and deliver him to the Hague Tribunal. The "architect" of the Dayton Agreement, Richard Hoolbroke, who is visiting the region together with US envoy Robert Galbard in order to make an upsurge in the implementation of the Dayton agreement, will hand over a "list" of measures and other demands to Milosevic. BANJALUKA - The tenth sequence of the process against Alija Izetbegovic, charged with war crimes against Serb civilians, wounded, ill, and war prisoners, was held in the Main Court in Banjaluka. BRCKO - The delegation of the municipality of Brcko - comprised of president of city assembly Miodrag Pajic, president of the local electoral commission Teodor Gavric and leaders of the Serb political parties to participate at the elections - went to Sarajevo for talks with the members of the Provisional Electoral Commission about the problem of 3,500 disfranchised residents of Brcko. BRCKO - In the Brcko area, 36 political parties from RS and B-H Federation and an independent candidate registered for the elections, while the OSCE Regional Office in Brcko said 21 political party from RS would go for elections. SARAJEVO - The border seams of the former federal Yugoslav republics put together at the celebrated communist-directed "Avnoj session" lately began the authentic state borders. Judging by the present situation, Jajce could easily become a nightmare of another state - B-H Federation. What appears as certainty, which cannot be denied even by the international representatives, is the territorial alteration with global consequences, writes SRNA's commentary by Nenad Tadic titled "Jajce - Second Time?" BERLIN - Houses in flames, one killed and 500 expelled Muslims - these are the results of the factual reality, every day picture of "peace" from the Federation of B-H, the reasons for which should be looked for in Zagreb, writes "Sig Deutsche Zeitung". "All Western attention and the fury are sustained by the Serbs. Such an order is not justified, for the situation in the federation is not any better. The Muslims and Croats do not behave as allies, but rather as foes", conclude the paper and adds: "Money provided for the reconstruction of RS and Federation of B-H should be denied not only to the Serbs, but to Croats, as well". The paper reminds that high representative Carlos Westendorp set an ultimatom to Croat authorities to allow return of expelled Muslims by today. SARAJEVO - The chairman of the B-H Presidency, Alija Izetbegovic, will talk with Croatian president Franjo Tudjman, in Split tomorrow. The former US envoy for the implementation of the Dayton agreement and his successor Robert Galbard are expected to attend the meeting, reports Radio-Sarajevo.
