APRIL 30 1997 EVENING
NEWS REVIEW, REPUBLIKA SRPSKA
BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic, and RS
vice-president Dragoljub Mirjanic, talked in Banjaluka with OSCE mission
chief Robert Frowick on the up-coming local elections, with an emphasis
made on the implementation of the elections in Brcko. President Plavsic
specified that "elections in Brcko were the most important issue", and
added that "it is a very sensitive area in RS to which, pursuant to the
Dayton agreement, a large number of refugees will return prior to the
elections. "We took into account undesirable events, and concluded that
preparations must be conducted completely and in accordance with all
regulations, support for which we have in two documents - the Dayton
agreement and Arbitration award", stated president Plavsic.
SARAJEVO - On May 1, two years ago, army and police of the Republic of
Croatia started aggression against Western Slavonija, which was a beginning
of attacks on other parts of the Republic of the Srpska Krajina to the end
of its occupation, which has been almost completed. In the "Flash"
operation, as Croatian aggression was called, over 1,500 people were killed
and thousands of Serb civilians evicted, under eyes of the international
public, while the guarantees of peace in the Vance peace plan -
international community and Yugoslavia - did not even try to prevent the
aggression and crimes against Serb civilians.
BANJALUKA - The Consultation Committee of Political Parties in Banjaluka
announced that in RS and B-H Federation 48 earlier registered and 45 newly
registered political parties and coalitions will take part at September 13
and 14 municipal elections. Political parties are due to submit their lists
of candidates by May 20. The president of the Provisional Electoral
Commission, Robert Frowick, announced the decision on implementation of the
elections would be brought soon, after consultations with supervisor for
Brcko, Robert Farrand.
NEW YORK - The high representative of the international community Carl
Bildt, expressed in his report to the UN Security Council dissatisfaction
with the situation in B-H, and accused the Muslims of the obstruction of
several projects of the economic reconstruction and democratisation,
reports DPA. The German agency says that in a letter to Alija Izetbegovic
sent a few days ago, Bildt objected against Haris Silajdzic, the co-
chairman of the Council of Ministers, blocking the adoption of law on
external debt, foreign trade and customs policy, by refusing to sign it.
Bildt also accused the Muslims of blocking infrastructure projects, because
they did not agree that a portion of World Bank and EU funds go to RS.
BRCKO - Munib Jusufovic, the president of the so-called Muslim municipality
of Brcko, based in Rahac, resigned because he did not agree with the
procedure, announced on April 23 by supervisor Robert Farrand, of return of
refugees to the city.
