NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic, stated in Banjaluka that "there is nothing new, nothing which is not already regulated by the Dayton Agreement". After her meeting with high representative, Carl Bildt, president Plavsic said "the decision is being reviewed by an experts team who analyse every single provision and word", and underlined that "RS is vitally interested for the resolution of this issue." She added that the document, when read out completely resembles the Dayton agreement and that "nothing particular can be found in it that is not already obligatory for RS and others".

SARAJEVO - Serb deputies in the RS National Assmelby announced, following their consultative meeting held in Pale, that RS was not completely satisfied with the decision of the Arbitration Commission for the disputable part of the inter-entity boundary line in the area of Brcko. "Weak points of the Award of the Arbitration Commission are, first of all, too high authorisations of supervisor and a short supervision period, and within it a possibility of revision of the decision if arbiter evaluates that one of the parties is not compliant with principles of the Dayton agreement in the area of Brcko. That is the very reason we expect authorities in the Federation of B-H to provoke incidents in order to extract modification of this Award by the Tribunal before one-year supervision expires", says the joint communique of Houses of Representatives of the Serbian Democratic Party (SDS), Alliance for Peace and Progress (SMP) and Serbian Radical Party (SRS).

BRCKO - The high representative of the international community, Carl Bildt, stated in Brcko that "practically nothing has changed" in regard of the application of RS laws in this area. At a press conference, he specified that the main task and authorisations of the supervisor would be to "ensure implementation of a part of the Dayton agreement regulating the issues of freedom of movement, return of refugees and implementation of the free and fair local elections under international supervision". According to him, several supervisors will be named for the area of Brcko, with US chief supervisor.

BRCKO - The decision of the Arbitration Tribunal is opposed to the Dayton agreement, and neither RS nor Brcko are satisfied with it, stated the president of the Brcko Municipal Board of the Socialist Party for RS, Petar Djokic. The international community just prolonged the uncertainty for another year and brought in an additional worry, because it is an obvious experiment with a new organisation of life in this area, explained Djokic.

BANJALUKA - The president of the Democratic Patriotic Block (DPB) Predrag Radic, believes that the international community brought this decision for Brcko having in mind that any other solution could have provoked conflicts.

BEOGRAD - The Serbian Radical Party (SRS) warned that the decision of the Arbitration Commission for Brcko area is "only a partial solution" and that it contents "numerous dangers" in the coming period. In its communique, the SRS claims the international community wanted to keep Brcko a potential point of conflicts between RS and the Croat-Muslim Federation.

BEOGRAD - The prolongation of a final solution for Brcko for a year and very high authorisations to the US supervisor for Brcko proves that the international community gave in to Alija Izetbegovic's blackmails, assess the Congregational National Party (SNS), and concludes that "Brcko is a city of a vital interest for RS and it cannot belong to the Croat-Muslim Federation".
