SARAJEVO - The Dayton B-H Council of Ministers held a session in the Muslim part of Sarajevo. The agenda was not announced, but the Council was expected to work out Rules of Procedure, certain terms of which have not been agreed to yet.

SARAJEVO - The co-president of the Council of Ministers from RS, Boro Bosic, assessed that the Council will have a significant role, provided that the principle of equity is honoured. In his reaction to a statement of the second co-president of the Council, Haris Silajdzic, that it would be better did not Council exist at all, Bosic stated for tomorrow's edition of the Serb "Oslobodjenje" that, "it is another matter if someone cannot realise its ambitions within the Council". He added that the Council of Ministers copes only with the issues from the Dayton B-H competence, while other more relevant issues remain in competence of the entities.

ZVORNIK - The Serb police, escorted by the IPTF, entered into the village of Dugi Do, the third village in the municipality of Zvornik settled by the Muslims. The opening of the Serb Police station in Dugi Do was agreed to by the head of Zvornik police, president of the Dugi Do community and deputy commander of the SFOR multi-national division, general George Kesy.

SARAJEVO - The Dayton B-H will receive ECU 27 million for implementation of the projects from agricultural sector, and ECU 25 million for the water industry, stated the director of the RS Institution for the Water Industry, Uros Hrkalovic. Upon the initiative of RS minister of agriculture, forestry and water industry, Djojo Arsenovic, Hrkalovic talked with special representative of the European Commission, Mr. David Hardman on the current issues from the agriculture and water industry sector.

SARAJEVO - The RS minister of industry and energy, Milorad Skoko, talked in Pale with chief coordinator of the British Government in the Dayton B-H, Mr. Spencer, on modalities of allocation of financial assistance for the reconstruction of electroenergy system. According to him, they pledged for more effective implementation of aid programme related to RS. "We discussed the implementation of the Programme for Energy Distribution, worth $ 4 million, and funds for reconstruction of termopower plant 'Gacko', worth $ 3 million", explained minister Skoko.

BANJALUKA - The president of the Serb Party of the Krajina and Posavina, Predrag Lazarevic, stated in Banjaluka that his Party would do everything to prevent other RS political parties from making candidacy in the Federation. "It would be fatal move for us. We call on them to say in RS in order to save our country", stated Lazarevic at a press conference.

BANJALUKA - The status of the Serbs in Srem-Baranja District is worrying, and disputes over their problems might cause new Serb exodus, announced the Serb Intellectual Forum in Banjaluka. The international community bears a great portion of responsibility, and it should not give in to aggressive Croatian policy. The Forum believes that responsible representatives of the international community are not doing enough in respect of creation of conditions for the Serbs to stay in the District permanently.

ZAGREB - The Croatian president, Franjo Tudjman, announced April 13 is a final date for elections for the Upper House of the Croatian Assembly. Thereby the initial date is prolonged for a month, reports DPA.

ATHENS - Peace in the Dayton B-H is not endangered by the Serbs and their relations with the Federation, but by growing intolerance between Croats and Muslims, whose conflicts in Mostar are just "fuelling the fire in the Balkans", assess Greek media.

WASHINGTON - The US Defence Department denied claims of the British "Daily Telegraph" that the USA, France and Great Britain make plans to abduct indicted war criminals in the Dayton B-H and their delivery to the Hague Tribunal, reports DPA. The spokesman of the Pentagon, Kenneth Bacon, says "the three countries have no plans for seizing the indicted persons, because it is responsibility of police, and SFOR has no status of police forces, under the Dayton agreement".

HAMBURG - The member of the German Parliament, Ule Jelpke warned in its statement for the liberal paper "Neues Deutschland" that "The Dayton agreement did not eliminate, but aggregated the hatred in the Dayton B-H.

SARAJEVO - SFOR, UN, UNHCR, OSCE and representatives of the High Representative Office held their regular press conference in Pale, at which they condemned Croat-Muslim clashes in Mostar. ITPF are conducting an investigation into the clashes in order to determine whether local authorities were involved in the recent events in Mostar, in which one person was killed, and about 20 seriously and lightly injured.

MOSTAR - The UN spokesman in Sarajevo, Aleksander Ivanko, stated that seven Muslims were expelled from their apartments in the western, Croatian part of Mostar, and that this activity continues, despite warnings of the international community. UN Mission formed a working group comprised of international policemen who will investigate the attacks by Croat extremists at

Muslims who tried to visit graves of their relatives in the Croat part of the city.

BUGOJNO - Unidentified persons plundered four Croat houses in Bugojno on Monday/Tuesday night, and expelled their owners, reports Croatian Radio- Herzeg-Bosnia, adding that no injuries were caused while the property is destroyed.

AMSTERDAM - NATO countries are spending three time more funds for armament than all their potential enemies together, revealed an unnamed US institute for armament programme analyses, report Dutch media. Only in 1994, NATO invested 470 billion dollars, while its potential rivals - Russia, China, Cuba, Iran, Iraq, North Korea an Vietnam - invested 160 billion dollars in total.
