SARAJEVO - The Joint Civilian Commission for the Implementa tion of the Dayton Agreement held a meeting today on Mt. Jahorina - the last before September 14 elections - to consider the most urgent issues regarding the holding of the elections in RS and the CroatMuslim Federation. This, the first meeting of the Joint Civilian Commission held in RS, concerned mainly the creation of the favourable security conditions on the day of elections. The meeting was chaired deputy high representative Michael Stainer, and the Serb delegation was led by the RS minister of interior Dragan Kijac and minister of information Dragan Bozanic.

ZVORNIK - A representative of the International Police in Zvornik, Charles Hise, confirmed to SRNA that the operation of arming of Muslim militia in teh villages of Dugi Do and Mahala was run by Naser Oric and Semso Muminovic. He conceded that the Muslims entries into RS were aimed at brining the destabilisa tion into the RS, so as to provide ground for accusations of the Serbs of provoking incidents, with the main objective being the postponement of the election.

ZVORNIK - Authorities in Zvornik and IPTF representatives warned at a possibility of new incidents in Mahala, because the Muslim, who penetrated the village, are rejecting to lay down their arms and abide by RS legislation. At a joint meeting IPTF was said not to undertake any action to prevent the Muslims from brining longbarrel arms and other Dayton-banned military equip- ment into the RS.

SARAJEVO - The vicepresident of the RS Government Velibor Ostojic and representatives of Srpsko Gorazde Municipalities, made an agreement with the IFOR Portuguese Battalion to extend their agreement on ceding the primary school building in Ustipra ca to IFOR. The Agreement expired on August 31, and since the school year has already begun, Portuguese soldiers assumed to provide the municipality will all necessary aid in reconstruction of the primary school building in Kopaci for pupils from Ustipra ca. According to Srpsko Gorazde mayor, Velimir Gigovic, they discussed the continuation of cooperation, especially in the works for which the municipality has neither material nor techni cal capabilities to perform.

SARAJEVO - The head of a Group of Deputes of the Serbian Democratic Party (SDS) in the RS National Assembly, Vojislav Mak simovic, assessed in Trnovo that September elections are crucial for the survival of RS. He stressed that "Serb national state can live only if led by the same people who created it", and added "the SDS is offering qualitative solutions for RS and the fur therance of the Serb national interest."

RUDO - Following his visit to the communities of Miljena, Luke and Berzovica, Dusko Kornjaca, Cajnice mayor, stated that a recent poll conducted in teh area showed that 70 per cent of populace would vote for the SDS. "The reorganisation of economy will be carried out through the employing the most educated experts until September elections, and the symbiosis of all municipal SDS structures will guarantee the Party's brilliant victory", stated Kornjaca.

BEOGRAD - The voting of refugees in Yugoslavia for state bodies of RS and the CroatMuslim Federation is to be closed by 19:00 hrs, when 60 voting places are to be closed. As the OSCE Office announced in Beograd, mailed votes will be valid if their ballots are dated by September 3. OSCE representatives in Bel grade, Zivota de Luka and Anthonio Kakiris, on one, and president of the Yugoslav Commission for Aid to Refugees, Bratislava Mori na, on the other side, announced contradictory data on nuber of refugees who voted.

SARAJEVO - Last night, the RS government adopted the Method ology for the assessment of the economicsocial situation in the RS bordering areas, which methodology includes the interim crite ria for distribution of the aid. The Working Group was assigned to carry out a categorisation of bordering areas and propose emergency measures.

SARAJEVO - The "Professor Dr. O. Oganesian" Orthopaedic Centre will be solemnly opened within the Kasindol General Hospi tal. The Centre will deal with external fixation, and will work as a part of the Sarajevo medical centre. It will use modern surgical methods for curing malformations of extremities caused by wounding during the war.
