BANJALUKA - The vicepresident and acting president of Republika Srpska (RS) Biljana Plavsic, stated in Banjaluka that an incident in the community of Mahala was provoked by the Mus lims, who, trying to achieve some of their political goals, pene trated the Serb territory. "It was the incursion of armed Muslim men into Serb territory, which was reaffirmed in last night's exhausting talks with general Walker, who will surely submit the right report on this event", stated Biljana Plavsic, following her meeting with deputy U.S. secretary of state John Cornblum, also attended by the RS foreign minister, Aleksa Buha. In refer ring to yesterday's incident in Mahala, Cornblum said to journal ists that there were some problems with people who entered RS, without Serb approval.

ZVORNIK - The RS minister of interior Dragan Kijac, ex pressed his pleasure because the incident in the Mahala community was resolved peacefully, mentioning that IFOR's relocating its check point from Mahala to Cepardi caused the incident. "This IFOR's decision could have provoked unforeseeable consequences and could have resulted in clashes, in the community of Mahala, as in Zvornik", stated Dragan Kijac for SRNA, following his talks with IFOR ground forces commander general Michael Walker.

ZVORNIK - Last night, at around 22:00 hrs, the RS minister of interior Dragan Kijac and the ARRC commander general Michael Walker, reached an agreement resolving a conflict between the Muslims and Serb police, in Mahala, near Zvornik, this was an nounced to SRNA by the Public Security Service. Yesterday after noon, U.S. IFOR soldiers prevented Serb police from carrying out their daily tasks of patrolling in Mahala to which community about 800 Muslim families arrived in the last two days.

BRUSSELS - The Serb Community in Belgium, advised the Serbs in this country to carry out their right to vote in RS on Septem ber 14. An intensive campaign run in this country gave expected results, for the largest portion of the Serbs from RS, presently living in Belgium, decided to vote in RS.

BEOGRAD - The turnout of voters at the majority of polling places in Belgrade appeared to be insignificant, this is a report from presidents of the municipal electoral commissions in Bel grade, this morning, the third day of voting. Their assessment was that refugees from RS and the CroatMuslim Federation, mainly come to polling places to learn about their documents for voting, for they were not mailed ballots.

NOVI SAD - By the third day of voting at the elections in RS and the CroatMuslim Federation, only 30 people voted in Novi Sad and Futog. Upon the complaint of potential voters that they did not receive ballots from Belgrade, the PTT chief Dusko Veseli novic rejected any doubt in inefficiency of the city post office and said that until Wednesday, August 28, he did not get a single delivery with ballot.

PODGORICA - The displaced persons from the RS and the Croat Muslim Federation, who presently live in Podgorica, Danilovgrad, Cetinje, Niksic, Pluzine and Savnik, and who decided to cast their vote in Yugoslavia, can do so on 1, 2 and 3 of September in the Republic Office of Red Cross, in Podgorica.

HAMBURG - An expert from the Institute for Peace Researches in Heidelberg, Joachim Kalke, warned that OSCE, responsible for the implementation of the elections in RS and the CroatMuslim Federation, is offering ever more open support to the Muslims. Kalke stated this in his analysis published in the "Jugoslovenski Bilten" regarding September election in the Dayton Bosnia, in an attempt to give an answer to a question if one should have doubts regarding OSCE neutrality at all, especially in the view of OSCE latest decision to postpone the municipal elections.

BANJALUKA - The Deputy US secretary of state John Cornblum, talked in Banjaluka with representatives of the opposition par ties and on problems connected to September elections in RS and the CroatMuslim Federation. Upon the meeting held behind the door, Cornblum briefly stated that he discussed the newlycreated situation, as well as a need to hold the elections as scheduled.

BANJALUKA - The president of the "Nikola Pasic" Radical Patriotic Front, Bozidar Bojanic, stated in Banjaluka that the postponement of the elections at the local level in RS and the CroatMuslim Federation is aimed at playing down the Dayton agreement and finding solution to the former B-H outside of the mentioned agreement. Bojanic stated at a press conference that it is hypocritical to declare the Serbs responsible for such as decision when it is known that international elements have sever al times made public that it was RS which carried out the most complete preparations for September elections.

LJUBINJE - The primary aim of the Serbian people and the Serbian Democratic Party (SDS) at the upcoming elections is the maintenance of the statehood of RS, in accordance with the Dayton agreement, concluded the Ljubinje mayor Djordje Batinic. "The SDS is the authentic representative of the Serbs and their national interests in RS. We will persist in developing RS independence, but also in creation of conditions for its unification with Serbia and Monte Negro", stated Batinic.

NEVESINJE - The Serbian people and the RS leadership are on a way of the creation of a Serb national state, and this is the way which we must follow, stated he deputy of the RS National Assmelby from Nevesinje, Marko Golijanin. According to him, it is crucial at this moment to preserve the Serb unity and to divert rivalry among political parties.

BANJALUKA - Proff. Smilja Avramov, assessed, last night in Belgrade, that the Serbs on both sides of the Drina must join their efforts to resolve the crisis provoked in the whole of former Yugoslavia by verifying Carington's paper on October 18, 1991, which annulled the former Yugoslavia and startedup the process of the satanisation of the Serbs. While talking at the SDS tribune on the subject "From Lisbon To Dayton", she reminded that a series of documents followed Carington's plan, in which Radovan Karadzic were offering an outstanding plan for the parti tion of the then B-H into three entities, by the dismissal of which documents, the EU and UN made a catastrophic mistake".

BRCKO - The struggle to maintain RS was the main position and interest of the over 200,000 Serb soldiers, this was a mas sage from today's session of the Brckobased Association of Participants of War from 1990. "We gave lives of our best sons for the Serbian state, and we bravely passed the half of the way. We are strong, brave and united to end the struggle for the creation of a Serbian state - an European state", stated the president of the Association, Borislav Bojic.

SARAJEVO - Under the chairmanship of the special envoy of the UN high commissioner for refugees, Soren Jesen Peterson, a meeting of all ministers and heads of commissariats for refugees in the former Yugoslavia, will be held in Milocer, Monte Negro, announced the RS Commissariat for refugees. The RS will be repre sented by minister for refugees and displaced persons, Ljubisa Vladusic and commissary Dragan Kekic. Participants will discuss the regional plan for finding a permanent solution to problems of refugees, populace affected by war and returnees from former Yugoslavia areas.

PARIS - The counterbalance to the U.S hegemony existed as long as the Soviet Union existed, and now the U.S.A. represent the main vector of the mondialism and the main threat to European nations, stated the secretarygeneral of the French National Front (NF), Bruno Megre for Le Mond. "The U.S. model of democracy is a myth and deception, and the U.S.A. are only an instrument to serve the mondialism and materialism", stated a member of the NF Political Bureau, JeanClaude Bardet for the same paper.

TILBURG - In an interview for the Holland paper Alhemen dagblat, vicepresident of the Municipal Board of the Croatian Democratic Union (HDZ) for Western Mostar, Mile Puljic, assessed the MuslimCroat Federation as an artificial creation of the international community. According to him, the Croats in the former B-H must separate themselves from the Muslims and keep their armed forces, the Croatian Defence Council (HVO).
