The head of the team who negociated the Romanian-Ukrainian Treaty,
secretary of state with the Romanian Foreign Ministry Dumitru Ceausu held a
press conference on Thursday on this document to be signed by the
presidents of the two countries on June the 2-nd. Dumitru Ceausu said that
the treaty showed Romania's interest in strengthening the independence and
sovereignty of Ukraine and its assertion as a democratic and prosperous
state. Ceausu also said that the document includes provisions referring to
to the Romanian minority in Ukraine and the Ukrainian minority in Romania,
whose rights are thus guaranteed. "It's high time we made up with all our
neighbours and accepted the political and territorial realities determined
by the world wars of this century", Dumitru Ceausu pointed out. RRI-RADOR,

[02] A WTO official is visiting Romania
"I am happy to be in Romania, because your country is an important member
of the World Trade Organization", stated ambassador Warren A. Lavorel,
Deputy Director General of the World Trade Organization at the Bucharest
confernce on the role of the organization in the promotion of international
trade exchanges. "A member of GATT - now WTO - since 1971, Romania is an
example of a country which passed from a command economy to a market
economy and its membership is telling for the efforts made along this line",

[03] Press conference at the Romanian Ministry of Education
Romanian education minister Virgil Petrescu has told a press conference the
number of places for higher education in Romania (including the military
one) for the school year 1997-1998. Detailes were given on the project to
amend the education law, stress being laid on education in the language of
ethnic minorities and on the reform of the education system. He also made
known the measures to reduce the personnel in the field of education, in
keeping with current number of students as well as social protection
measures established through negociations with the trade unions. Speaking
about Romania's re-birth through education, the minister also announced the
granting through a PHARE Programme until the year 2000, of ECU 20 million
to be used for a better integration of our educational system into the

[04] Developing Romanian-South Korean relations
"Romania is the second most important partner of South Korea in Central
Europe, South Korea being the second biggest investor in your country", the
South Korean minister of trade and energy Chang Yuel-lim now on a formal
visit to Romania said during his meeting with prime minister Victor Ciorbea
in Bucharest on Thursday. The guest said that the South Korean investment
in Romania amounted to USD 285 million while the two-way trade exchanges
stood at USD 530 million. The Romanian prime minister expressed the
goverment's wish that the South Korean businessmen would be present in
Romania in even larger number as there were many opportunities of

[05] NATO debates
The foreign ministers of the 16 NATO Member States meeting in the
Portuguese city of Sintra have agreed on the setting up of a Council of
Euro-Atlantic Partnership. The official purpose of this initiative is to
lend a new dimension to the poltical and military cooperation between NATO
and the 28 partner states, Central and East-European countries. The new
Council of Euro-Atlantic Partnership will replace the old North-Atlantic
Cooperation Council set up in 1991 with a view to establishing a dialogue
between the Alliance and its former Warsaw Pact opponents. Moreover, the
new council will provide political tutelage for the activities within the
Partnership for Peace launched in 1994. On Friday, the 16 NATO foreign
ministers will suggest to the 28 partner states the establishment of this
new NATO Council. In his speech at NATO's ministerial meeting, American
secretary of state, Mrs Madeleine Albright spelled out the US priorities
for the new NATO members and insisted that the countries which will not
join NATO in the first wave be assured that the doors of the Alliance would
stay open. In her opinion, only the new democracies that have already
overcome the most difficult obstacles of reform and have shown they can
entirely fulfill their obligations as NATO members must be admitted to the
Alliance. Attending the Sintra meeting, Romanian foreign minister Adrian
Severin will put forward Bucharest's arguements in favour of a positive
answer to its application for NATO membership in the first wave. It is
highlight in Romania's demarches which have gained momentum after the 1996
elections for capitalizing on the trump cards entiteling our country to
become a NATO full member. Our correspondent to Sintra also reports that on
Thursday, NATO secretary general Javier Solana and Ukrainian foreign
minister Guennadi Udovenko signed a charter defining the future relations
between the two states within a special partnership. RRI-RADOR, May 30
[06] Censure motion against Ciorbea Cabinet
The Romanian Party of Social Democracy has filled in a censure motion in
Romania's Parliament today. The main opposition party considers the motion
as an alarm signal about the way in which the Ciorbea Cabinet is carrying
out its activity. The leaders of the RPSD say that this first motion,
signed by 140 MPs from the opposition, will probably be followed by another
one. The standing bureaux of the two Houses in the Romanian Parliament have
decided that the motion be introduced on Tuesday, June the 3-rd and
submitted to parliamentary debate on Friday, June the 6-th. RRI,RADOR, May

Weather in Romania remains cold and rainy in most of the country. In
mountain regions and in the North even snow falls are forecast in the next
days. Temperatures will range from 5-6 centigrades in the morning to 18
