[01] President Constatinescu starts a two day visit to Brussels
Romanian President Emil Constantinescu is to start a two day visit to
Brussels on Monday. His talks with NATO, EU and WEU officials are expected
to cover Romania's integration into the European economic and security
structures. Earlier, President Constantinescu took part in the Davos World
Economic Forum, devoted to the society of the third millenium, in the
context of a globalized economy. In Davos, the Romanian president had the
opportunity to have talks with European counterparts and senior officials.
He reiterated at a press conference Romania's commitment to NATO
integration. During talks Saturday night with Ukrainian President Leonid
Kutchma, Emil Constatinescu emphasised the need to speed up the signing of
the treaty with Ukraine, as this us one of the conditions Romania must meet
to become a NATO member. To finalise the treaty, Romania needs guarantees
that the Romanian minority in Ukraine is protected. RRI, February, 3rd,

counterpart
Commenting upon the remarks made by the Ukrainian President Leonid Kutchma
in a BBC interview, that Romania has no chance to a NATO integration as
long as it does not settle the problem of the border with Ukraine in a
billateral treaty, the Romanian President Emil Constatinescu told the
Romanian press on Sunday, in Davos, that President Kutchma's views were
similar to those of NATO, being a general criteria, which did not refer
only to Romania. NATO is not willing to have in its stucture countries that
have conflicts or differences with the neighbours and, as any security
organization, favours the admission of countries which bring more security,
instead of those who need security - added President Constatinescu. RRI,

In an exclusive interview with Radio Romania, the Romanian Foreign Minister
Adrian Severin said Romania had no territorial claims on its neighbours. He
pointed out the Romanian-Ukrainian traty still being negociated, with the
Romanian sude expecting the Ukrainian answer. Commenting on Ukrainian
president's interview with the BBC, who doubted Romania joining NATO at
present, Mr. Severin indicated that President Kutchma had used an
inappropriate wording, failing to reflect the real facts. The Romanian
foreign minister added that links between the two countries were not bad
and that they were important for the national security of each of the two

At the end of his visit in Bucharest, Gennadi Seleznyov, the Speaker of the
Lower House of the Russian Parliament, the Duma, pointed out in an
interview with the Itar-Tass News Agency that in spite of some differences
between Romania and Russia on NATO Eastern enlargement the Romanian side
still wishes to boost the development of its relations with Russia. Me.
Seleznyov said there was no connection between Romania joining NATO and the
billateral economic issues. He expressed his hope that Romania and Russia
would end soon the negotiations on the finalization of a political treaty.

[05] Hungarian President is to visit Romania this summer
Hungarian President Arpad Goncz accepted an invitation to visit Romania
this summer. Romanian President Constatinescu made personally this
invitation during the talks with his Hungarian counterpart in Davos, where
the World Economic Forum took place. The visit will probably take place in
June, before the Madrid NATO high level summit, scheduled for June, 8th and
9th. It will be an unprecedented visit for the Romanian-Hungarian post
december 1989 relations. During the last seven years there have not been
any billateral official contacts in Bucharest or Budapest, except for

Weather in Romania will be cold, freezy in the morning and night,
especially in tre North and Center of the country. The wind will blow hard
in the mountains, but its force will decrease in the East. The temperatures
will range between -6 (-18 at the lowest) and +2 degrees Celsius. This
