MILS SUPPLEMENTMILS NEWSSkopje, 22nd November 1996[01] THE FINAL RESULTS ON DECEMBER 4thTwo days ago at midnight ended the dead line by which the electoral municipal commissions were supposed to announce the official results of the local elections. As the media inform us the results are handed over to the electoral State Commission which works on the data. The definite official information on the voting for councilors and on the first round of the running for mayor will be known when all the objections are terminated. As it is reported by the media the law predicts altogether 13 days for this which means that the final results of the first round of the local elections will be known until the 4th December.The Liberal Party and VMRO-DPMNE as it is reported by `Dnevnik" have pleaded to the High Court of Appeal with a request the citizens who had not been registered in the first round of elections should be registered in the second. According to the representatives of these parties the Court will be urged to ask for a urgent supplementing of the electoral lists so that 20% of the voters will be enabled to vote in the second round which is a much more real than the attitude of the President of the electoral State Commission - the number of the unregistered voters to be taken into account after the elections. [02] A-1 TELEVISION - POSSIBLE COALITIONS AND COMBINATIONS FOR THE POSITION OF MAYOR IN SKOPJETwo days ago the Town Committee of the Socialist Party in Skopje publicly called on the citizens of the capital who have not given their votes for their candidate in the first electoral round to vote for the candidate for mayor of the SDSM, Jovica Ugrinovski, because the candidate from the SPM did not manage to get in the second round of elections. Yesterday the leader of the Socialist Party of Macedonia, Ljubisav Ivanov -Cingo gave an announcement in which he states that only the Republic Committee of this party, in consistency to its statute, establishes the basis of collaboration with the other parties and that up to now the same had made the decision that the party should independently appear in the first round of the voting. The Republic Committee of the socialists still hasn't got an attitude about eventual coalitions or collaboration in the second round, according to this, as it is stated in the announcement, the City Committee of SPM has broken the statute with a tendency to blacken the name and renown of the party.Yesterday the A-1 Television relying upon sources of the socialist's leadership gave the information that the leader of SPM, Ljubisav Ivanov - Cingo yesterday again negotiated for coalition with the independent candidate for mayor of Skopje, Ljupcho Nikolovski -Fufo. Negotiations about eventual coalition, as it is reported by the A-1 Television, were taking place yesterday between the leaders of the Liberal Party, Stojan Andonov and the leader of the Democrat Party, Petar Goshev. In the talks they agreed upon a co-operation in the electoral race in the municipalities, but they have not agreed upon supporting the liberals for the candidate of the triple coalition, Risto Penov. The liberals in the second round decided to support their candidate, Darko Markovich, who otherwise in the first round has won the 4th position. The A-1 TV also reported that the independent candidate for mayor of Skopje, Ljupcho Nikolovski -Fufo, has negotiated for 5.000 votes from the Albanians in Skopje promising that in return he will demand for a Albanian committee member in the Parliament. The PDP party informs that in the second round it will support the SDSM candidate, Jovica Ugrinovski. The A-1 TV mentioned the another possible coalition for the position of mayor i.e. the independent candidate Amdi Bajram called his voters to give their votes to the independent candidate Ljupcho Nikolovski -Fufo. [03] RISTO PENOV - WINNING THE SECOND ROUND IS NECESSARY FOR THE BALANCE WITH THE CENTRAL GOVERNMENTThe results from the first round show that the citizens of Skopje have chosen honesty, competence and modesty, stated at yesterday's press conference Risto Penov , the candidate for mayor of Skopje from the triple coalition, VMRO-DPMNE, DP and MAAK-KP. Expressing his pleasure about the electoral results Penov stressed that the winning of the second round is necessary for accomplishing balance in the central government and for giving a chance to the representatives of the opposition. Penov yesterday called on massive response in the second round of voting emphasizing that the opposition coalition will not allow another round of irregularities.The leader of MAAK- Conservative party, Strasho Angelovski, stressing that the SDSM has gained confidence only in 17 municipalities said that in Macedonia democracy is winning. According to him the results from the elections show that his party has finally made a come back in the political scene after 6 years of search for its identity. Angelovski also showed optimism that finally at these election the opposition coalition will totally take the government of the state on a local level. [04] `PONDIKI' - `A NEW SCENE' AFTER THE LOCAL ELECTIONS IN MACEDONIAIt is not sure whether the mediator Sajrus Vens, calling upon the fact that the name Republic of Macedonia will internationally be strengthened, will suggest Skopje to be recognized under its constitutional name or will suggest a complex name, reports the Athens weekly `Pondiki'. The paper estimates that Skopje is not so eager to end the negotiations in New York because it is solely interested in the development of the economic relations with Greece.It also estimates that after the local elections that Skopje's tenacity might be strengthened because VMRO-DPMNE and the Democrat Party have grown larger in the elections and their 'nationalist mayors are strengthening the climate of tenacity'. At the end `Pondiki' concludes that the leadership in Skopje will most probably use those results of the elections which create `a new scene' and by that it will strengthen its tenacity on the question of the name. [05] A COMPROMISING DECISION ON THE MINISTRY MEETING IN SOFIAA delegation of the Macedonian Ministry for Traffic and Connections lead by the Minister, Dimitar Buzlevski is staying in Sofia for the meeting of the ministers for traffic of the country members of the Central European and the Black Sea initiative, this was informed by the media.The meeting is held in function of the all-European conference for traffic which is to be held the next year in Helsinki, and the subject of the talks in Sofia are the possibilities of development of the regional transport net. In organization of the meeting, as it is reported by the Macedonian Television, it is predicted the countries to be presented only by their flag and the name of the minister, while the names of the countries will not be mentioned in the documents which will be adopted. The Greek delegation as well as the delegations of the other 20 country members have estimated this approach of the organizer as reasonable. [06] A DELEGATION OF THE EUROPEAN PARLIAMENT WILL VISIT MACEDONIA ON SUNDAYThe German Prime Minister and member of the Demochristian group in the European Parliament which presides with the commission for relations with the countries from south- east Europe, Doris Pak, in Monday is expected to arrive in Skopje with a delegation of the European Parliament, reports `Nova Makedonia'.Exactly one year ago the European Parliament has commissioned Doris Pak to make a report on the political- economic situation in Macedonia which at that time had signed the Temporary deal with Greece in New York, reminds 'Nova Makedonia'. The report was elaborated after a few day's visit in Macedonia and its positive contents was taken as a supplementary argument for a easier acceptance of Macedonia in the frames of the PHARE program. The subject for discussion in Skopje between the Macedonian authorities and the delegation of the European Parliament, according to `Nova Makedonija' will be the situation in Macedonia since the first round of the local elections, the political situation after the coming of the liberals in the Government, the Greek-Macedonian relations and the situation with the Albanian minority. [07] MACEDONIA IN THE 11TH POSITION ACCORDING TO THE ANALYSIS OF THE EUROPEAN BANKAccording to the participation of the private sector in the gross-national income, Macedonia is in the 11th position among 25 countries in transition, estimates the European Bank for development after the analysis of the course of transition in the countries which have changed their social-economic system. As it is reported by `Dnevnik' Macedonia is placed within the group together with Croatia, Armenia, Grusia, and Kirgistan and according to the analysis best mark s have Estonia, Slovakia, Hungary, Albania and Bohemia where the private sector in the gross-national income amounts between 70 and 75 %.[08] THE NICKEL PRODUCTION DECREASESThe Balkans' producers of nickel are still having troubles besides the greater interest of the investors from the West, and the production is decreasing - reports the English magazine `Metal Bulletin'.According to the information given by this magazine, in Macedonia the nickel production in 1993 amounted to 4.500 tons, while in 1995 it was reduced to 2000 tons. According to the estimations the Macedonian `Fenimak' this year is supposed to produce 2.500 to 3.000 tons of nickel. Noting that the nickel production situation is similar in SR Yugoslavia, the magazine writes that the world nickel traders have complaints about the Serbian and Macedonian producers who ask for incredible prizes although the goods are of a dubious quality, the metal is full of admixtures. [09] THE MACEDONIAN TRUCK DRIVERS ANNOUNCE TO BLOCK THE BORDER WITH SR YUGOSLAVIAThese days the independent syndicate of the Macedonian transports MAKAMTRANS have given away a warning that unless the new transport gauging fees for transport through the SR Yugoslavia are not redrawn the Macedonian truck drivers will block the border. This reaction of the syndicate, as it is reported by `Dnevnik' comes from the recommendation on the part of the Yugoslav Customs to add new fees for the Macedonian truck drivers and from the fact that the Yugoslav authorities do not recognizing the TIR-carnets.[10] SYMPOSIUM FOR THE DEFENSE-PROTECTION SYSTEM OF MACEDONIAOn the 50th anniversary from the founding of the Faculty of Philosophy in Skopje and the 20th anniversary from the founding of the Defense Institute yesterday in Ohrid began a symposium on the subject : `The defense-protection system of the Republic of Macedonia and its perspectives'. At the symposium, as it is reported by the media, about 50 science works should be presented among which `The defense of the democrat state', `The army and democracy', `The national-defense doctrine', `The Balkans in the global strategic concept of the larger forces in the corridor of the 21st century', `The Macedonian defense organizing' etc.The dean of the Philosophy Faculty, MD. Trajan Kcevski who opened the symposium, assessed that the basis of the Macedonian defense is founded with the Constitution and it rests upon three basic pillars, the armed forces, the civilian defense and the collective systems for security. MD. Kocevski pointed out that an important postulate of the Macedonian defense system is the large number of respective staff which with their knowledge and experiences are able scientifically to contribute in the strengthening of the system. It is also emphasized that besides the short period of establishing the defense system of the country the professional assessments say that important results are accomplished in all of the three segments. MILS SUPPLEMENT[11] `Slowly but surely going forward'(`Vecher', 22nd November 1996)The following the social product of Macedonia is expected to be increased for 5 %, the inflation for 2%, the export for 4,5 to 5% while the import will be increased for only 1,5%. These are the global projections of the more important macroeconomics sets which are within the general directions of the economic policy of our state, for 1997, which were adopted by the Government of the Republic of Macedonia two days ago. According to these presuppositions the primary funds the following year will be increased at an average of 10 %, the personal spending of the population will be increased for 1,5 % while the average yearly salaries will be higher for 2,2%. In 1997 it is planned the number of the employed to be increased for 0,7%, and it is presumed that the public income's participation in the social product will be decreased for 43% which in relation to last year's assessments means a 1,4% decrease. -The projections of the social product increase and the inflation are parameters which have already been agreed with the International Monetary Fund and upon their basis will be built the fiscal and monetary-credit policy for the following year. These projections are built in the conditions of ISAF - the arrangement with the IMF which will be the base of the macroeconomics environment for the year 1997 and which in the middle of December will be given to the Government for a final adoption. Till then the established projections will be worked upon in co- operation and consultations with the Finance Ministry working on the budget for the next year, states the Developing Minister, Abdulmenaf Bedgeti. As the Minister point out, in relation to the arrangements with the IMF, there are presumptions of a low inflation unlike our initial considerations which were different . However, the International Monetary Fund finds that the cutting down of the Budget and its projection on a lower inflation degree will lead to a global decrease of the consumption. Thus there will be place for a part of the Budget to be redesigned for the support of export-oriented economic projects. With the global directions of the macroeconomics policy for 1997 a special attention is given to the creation of conditions for the growth of employment. For that purpose a series of measures will be undertaken: procuring a financial support in the forming of the small and medium firms, creating conditions for investments in the commercial economy and incomes of foreign capital above all through mutual investments. The next year priority will be given to the consolidation of the finance system in the sense of procuring a better payment of the public incomes. It should be noticed that in the social funds a policy of accommodating the expenses with the possibilities of their financing will conducted. This means taking measures so as to eliminate the current deficits in the social funds, and possibly the total deficits. In order to decrease the pressure on the income degree in 1997 further reforms in the pensioner's system and the system of medical insurance and will be carried out there will be changes in the working legislature.
