    [01] OFFICIAL RESULTS FORM THE FIRST ROUND OF ELECTIONS IN SKOPJE

    Yesterday the electoral City Commission has announced the official details on the candidates for mayor of Skopje which go in the second round of the voting. First on the list is the candidate of the triple coalition, VMRO-DPMNE, DP and MAAK-KP, Risto Penov who in the first round won 39.713 votes, second is the independent candidate Ljupcho Nikolovski -Fufo with 39.622 votes, then follows the candidate of SDSM, Jovica Ugrinovski with 35.625 votes and forth on the list is the candidate of the Liberal Party, Darko Markovich with 20.957 votes.

    According to the official results out of the 25 councilor positions in the City Council of Skopje 8 have been taken by the SDSM, 6 by VMRO-DPMNE, the Liberal and Democrat Party have taken 3 positions each, the Social Party - 2 while VMRO-DP, PDPA and the coalition PDP_NDP have taken 1 each.

    In yesterday's announcement of the electoral City commission it says that in Skopje out of 354.581 voters registered in the electoral list only 183.581 voters have responded to the election.

    In relation to the second round of race for mayor of Skopje yesterday the Socialist Party gave an announcement in which it states that due to the fact that the candidate of this party did not receive the required number of votes for the second round, the City Committee of SPM has decided to give public support to the candidate of SDSM, Jovica Ugrinovski.

    Thus the members of this party in the second round will give their vote to the candidate of SDSM.

    [02] THE EUROPEAN COUNCIL - THE ELECTIONS HAVE BEEN REGULAR PROBLEMS APPEARED THE LISTS

    The Macedonian local elections have been basically regular but there have been a number of problems in the registration of the electoral lists. This was concluded by the delegation of observers of the European Council. According to the `Makpres' agency the report is announced yesterday in Strazbur and it states that there have been certain problems in the electoral lists and this took place in almost all electoral posts. According to the assessments of the observers from the European Council this might influence the results of the elections in certain municipalities.

    `Many citizens were not allowed to vote because their names had not been in the electoral lists, and this problem was mostly obvious in the north-west of Macedonia', it is stated in the report of the observers from the European Council.

    The estimates of the observers from the European Council does not coincide with the estimates of the observers from OSCE who have estimated the elections as regular and democratic. The observers from OSCE, according to `Vecher', have restrained themselves from giving any assessment. In this context the newspaper says that the OSCE report states that 'due to ask of firm evidence it is difficult to make a complete analysis and we are working with facts'.

    [03] VMRO-DPMNE - THE CURRENT GOVERNMENT WILL NO LONGER GOVERN TOTALLY WITH MACEDONIA

    At yesterday's conference the VMRO-DPMNE urged for new parliamentary elections calling on the 180.000 votes won by the triple coalition which is only 20.000 votes lesser that those of the SDSM. According to the leader of VMRO-DPMNE, Ljupcho Georgievski, his party together with the parties of the triple coalition have made e come back in the political scene. The current government, according to Georgievski, will no longer govern with totality in Macedonia no matter what the electoral outcome might be.

    The leader of VMRO-DPMNE yesterday pointed out that in the electoral proceedings thousands of voters had been erased from the electoral lists, a large number of the citizens were not allowed to vote, and there were invalid voting ballots. All these irregularities damages VMRO-DPMNE the most of all the parties, stated Georgievski.

    Giving a comment on the estimates of the observers from OSCE and the European Council who say that there is no evidence that voters have been erased from the lists, the leader of VMRO-DPMNE stated: ' Unfortunately the international observers sometimes have to hold on to their functions. The assessment of the OSCE and the European Council on the elections in 1994 was very clear: the Macedonian government will win, so as to realize the agreement with Greece. Such role of the international organization appears in other countries as well - in neighbouring Albania.

    I believe that soon there will be a change, i.e. a third name for the Republic of Macedonia. According to our sources from New York, it is a question of time when Macedonia and Greece will say that they have not achieved an agreement about the name and will put the blame on the European Council which according to a previous agreement will give a triple name to the Republic of Macedonia. That is why a minimal legitimacy of the current government in Macedonia is necessary'.

    [04] THE LIBERAL PARTY - IRREGULAR VOTING IN 289 ELECTORAL POSTS

    The Liberal Party has pleaded to the electoral City Commission about the irregularity in the voting in 289 electoral posts, this was stated yesterday by the president of this party, Risto Ivanov. As a part of the pleading Ivan pointed out that at certain electoral posts in the communities Centar and Kisela Voda in Skopje there has been a surplus of voting ballots in relation to the names registered in the lists, and in one post after the voting ballots without a serial number have been found. In order to procure regularity in the second round of elections the Liberal Party yesterday urged for sending invitations and thus those who will not receive an invitation will have the right to ask for it from the High Court of Appeal. In reference to the merging of the parties in the second round Ivanov pointed out that this option will be taken into consideration by the municipal organizations. About the medium presentation of the pre-electoral campaign the liberals yesterday criticized the Macedonian Radio and Television, and the party will urge interpolation of this house's manager in the Parliament.

    [05] PDPA - LEGITIMIZATION OF THE REAL AND CONSTRUCTIVE POLITICS OF THE PARTY

    We have appeared at the local election in order to legitimize the real and constructive politics of the PDPA party, stated the spokesman of this party, Alajdin Derimi.

    Analyzing the elections, the spokesman of PDPA emphasized that his party objects the deprivation of his party from its logo from the electoral lists during the silence. According to Demiri the objective of today's press conference is to take down the mask from the' synchronized anti albanian politics of the Macedonian government and a small group of Albanians'. Derimi points out as evidence the irregularities in the municipalities Saraj, Kondovo, Studenichani, Centar, Chair and Gazi Baba as well as the villages Morane, Svilare, Batnici and Kopanica where `the voting was obstructed by the members of the PDP as well as the secret police.'

    The leader of PDPA, Menduh Tachi, yesterday pointed out that besides the pressures PDPA has achieved to procure 170 councilor's positions or 67% of the votes of the Albanians unlike the PDP which has only 120 positions.

    [06] ENDING SOME BILATERAL AGREEMENTS WITH ITALY

    The State Secretary in the Italian Ministry for Foreign Affairs, Piero Fasino during the one day's visit in Macedonia with the vice-secretary of the Macedonian Ministry for Foreign Affairs, Ognen Maleski yesterday signed a Memo for technical collaboration and help from Italy to Macedonia in the amount of 2 million dollars. According to the Macedonian Television a mutual concord for ending some bilateral agreements was signed. The high official from Italy yesterday was admitted by the President of the Republic, Kiro Gligorov, the Prime Minister Branko Crvenkovski, the Minister for Foreign Affairs, Ljubomir Frchkovski and the president of the Commission for Foreign Affairs by the Macedonian Parliament, Ilinka Mitreva.

    At yesterday's press conference Fasino emphasized the excellent relations between Macedonia and Italy, pointing out the Italian readiness to support Macedonia in its establishing closer relations with the EU. According to Piero Fasino the agreements about avoiding the double taxation and the airline transport between the two countries are practically prepared. Fasino stressed that the signing of these agreements is due soon. He also emphasized the that Italy is interested in investing into building the infrastructure in Macedonia as well as in the small and medium firms and the building of the corridor No.8 that connects Brindizi through Albania, Macedonia and Bulgaria with Turkey. In the talks with the Macedonian authorities it is agreed to make a deal by which the visa regime will maximally be relieved.

    [07] AN INVITATION FOR A SESSION OF THE NORTH-ATLANTIC ASSEMBLY IN SKOPJE

    The delegations of the 42nd annual session of the North- Atlantic Assembly in Paris as well as the members of its permanent Committee yesterday received the letter from the president of the Macedonian Parliament, Tito Petkovski, which included the invitation for one of the spring sessions of the North-Atlantic Assembly to take place in the year 1999 or 2000 in Skopje. This letter caused a great interest with the participants of the session as well as with the President of the North-Atlantic Assembly, Karsten Fogt. In the letter of the vice- president Petkovski among the other it is estimated that the eventual holding of the session in Skopje would be a good opportunity for the delegations of this Assembly to get acquainted with the Republic of Macedonia and thus dive a sufficient support in the realization of its peaceful determinations.

    [08] IN THE BEGINNING OF NEXT YEAR A NEW BRITISH AMBASSADOR IN MACEDONIA

    The new British ambassador in Macedonia will be Woodman Dickinson who at the beginning of next year will replace the Ambassador of the United Kingdom, Toni Milson. As it is reported by the `Makfaks' agency the British ambassador Woodman Dickinson is a 41 year old diplomat with a career in the British Foreign Office who has been performing diplomatic missions in Ankara and Dublin.

    [09] THE REFINERY `OKTA' WILL START WORKING ON 15TH DECEMBER

    The machinery of the `OKTA' refinery in Skopje which have been out of work for more than a month will start working on 15th December, this is reported by the A-1 Television informing that the conclusions of yesterday's meeting between the representatives of the Economy Minister with the representatives of `OKTA' and `Makpetrol'. As it is cited these two firms have already agreed upon importing one tanker oil of 60.000 tons and the refinery starting from 15th December will daily refine 3.500 tons of oil which is 2 and a half times more than the daily needs in Macedonia.

    Calling upon the sources from the Economy Ministry, the A-1 Television yesterday gave the information that the variant of decreasing the taxes in the structure of the oil prize in Macedonia is discarded and in the foreseeable future there will be no interventions in the prize of the oil derivatives.

    [10] THE DECISION OF THE CONSTITUTIONAL COURT ON THE REFERENDUM FOR ASSOCIATE PARLIAMENTARY ELECTIONS IN ONE MONTH

    In exactly one month the Constitutional Court of Macedonia will decide upon the initiative for the conclusion of the Parliament which refused the proposal for a referendum for associate elections. This, reports the Macedonian Television, was concluded at yesterday's session of the Court.

    The Constitutional Court yesterday refused the initiative of the World Macedonian Congress to estimate the Law for ratification of the temporary agreement between Macedonia and Greece made in New York on 13th September last year. As it is stated, the Court has assessed that the international agreements are not acts within the jurisdiction of the Constitutional Court but for their contents in the procedure of ratification the state's Parliament is authorized . From a formal judicial aspect on 24th January this year upon the same initiative the court debated and decided not to start any proceedings because it had estimated that the Parliament has the legal grounds to decide on the ratification of international agreements.

    Reasons for the denial of the representative of SKM, Todor Petrov, are the unconstitutional signing of the agreement by a person who had no active legal and constitutional legitimacy for its signing and thus naming Macedonia as a second party or FYROM and this is not according the referendum in which the citizens have voted for an independent and sovereign state of Macedonia.

    [11] ` Vancho Dimitrov from Kochani has invented the automobile of the 21st century'

    From 6th till 13th November in Brussels was held the 45th World Fair of Innovations -'Brussels Eureka 96'. Exactly 750 exhibitors from 40 countries presented themselves with about 1 200 innovations. This fair was sponsored by `the authorship of Brussels', the major world city of innovations mainly directed towards technology. Of particular importance at the fair `Brussels Eureka 96' were the innovations in the field of ecology. The fair was opened by Jo Chabert, the Economy Minister of the main region Brussels (the Belgian federation consists of three regions: Flandria, Valoni and Brussels - the capital) and the mayor of Brussels, Gui Coudel. High diplomatic members were present at the fair such as: the President of the Industry and Defence Committee and Russian Minister of Industrial Policy, Mr. Kadiev, the Ambassadors of Spain, Russia, NR China, the Council of Morocco and the representative of the king of Morocco, Hasan the Second, and Jovan Tegovski the Macedonian ambassador in Brussels.

    The official Macedonian delegation was presented by our Minister of Develop-ment and the general manager of the Institute for Protection of the Industry Property, Georgi Filipov, the innovators: Vancho Dimitrov, Hristian and Ivan Mickoski, Mitko Burshliev, Rade Talevski, Tome Tagasovski and Trajche Kupenkov.

    On 12th November, the day when the awards were given away, within the high competition Vancho Dimitrov received the `Grand prix' award. The commission which made the decision upon 5 strict criteria: creativity, social importance of the invention, the possibility of commercialisation, the ecological aspect and the paying, gave the first prize to our innovator for his invention ` an automobile with a system for absorbing exhaust gases'.

    This exclusively important project made by Vancho Dimitrov (who works for the Insurance Institute `Makedonija' in Kochani, by profession an mechanic) presents a real revolution in the automobile industry. The automobile of the 21st century highly matches the projects for the ecosystem, even 6 years ago, from 27th July 1990 when he protected his patent in Belgrade. That same year he was noticed at a manifestation of patents in Germany where he surprised the automobile experts when he turned down the offered 300.000 DM for the purchase of the patent because Dimitrov considered the prize insufficient for such an invention.

    The invention was set forth with Dimitrov's own car by which he had travelled to Brussels.

    During our meeting with the official Macedonian delegation, the manager of the Institute for Protection of the Industry Property, Georgi Filipov, said:

    `This invention is of great importance to the world in general because it finally solves one important segment in the protection of the environment. Now it is necessary to find interested automobile industries which will commercialise the invention. The mass production of Vancho's invention asks for a great deal of time, maybe even 10 years because it will be necessary to change the production departments in this industry.'
