The Security Council has lifted arms restriction imposed on the government of Rwanda, one year ago. In a statement issued by the Chairman of the Security Council Committee on Rwanda, States were no longer required to notify the UN Security Council of exporting arms or related material to the government of Rwanda as of 1 September 1996. The government of Rwanda would not need to notify the UN Security Council of any imports of arms and related material. The statement, however, noted that the arms embargo would remain in place for non-governmental forces operating within Rwanda. The sale and supply of arms and related material was also prohibited to persons in neighbouring states, who have the intention of using such arms within Rwanda, the statement said. The Security Council of the future should be composed of all regions of the world, participants at the annual conference of non-governmental organizations (NGOs) told the forty-ninth annual DPI/NGO Conference in New York. Calling for an end to the power of veto, held by each of the five permanent members of the Security Council, delegates said regional organisations should be encouraged to take up some of its peace-keeping and peacemaking functions. Delegates welcomed the recent practice of being briefed by the Security Council President. The Conference stressed the right of civil society -in the form of non- governmental organizations- to be involved in the actions of the United Nations. The Government of Burundi has asked the United Nations to diffuse the crisis created by the sanctions imposed on that country by the states of the Great Lakes region. The permanent representative of Burundi met with the UN Secretary-General on Wednesday, the Secretary- General's Spokesman Sylvana Foa said. The Permanent Representative told the Secretary-General that the situation in his country was catastrophic and he deplored the fact that the embargo was harming the most vulnerable parts of the population, the Spokesman said. She said the Secretary-General assured the Ambassador that the UN was doing its best to increase humanitarian assistance to Burundi and supported efforts towards the realisation of national reconciliation in Burundi. The Prime Minister of the Republic of Yemen has thanked the United Nations for working towards a settlement of the dispute between that country and Eritrea over the Hanish Islands. In a meeting with the UN Secretary-General, the Prime Minister expressed the satisfaction of his government over the positive role played by the United Nations Secretary- General since his visits to both countries last December. He requested UN electoral assistance in preparing for, and observing the Parliamentary elections scheduled to take place on 27 April 1997. Ten Palestinian journalists, from broadcast and print media are to participate in a training programme, to be organized by the United Nations Department of Public Information (DPI). The exercise is part of the UN's efforts to help the Palestinian people build and strengthen their media capability. The journalists would be briefed by UN officials and would be provided with full media facilities to report on UN activities. The eight-week programme begins at UN Headquarters on Monday 16 September. Saudi Arabia has become the 88th United Nations Member State to pay its 1996 regular budget dues in full. It contributed $ 7, 831, 456 as part of its Treaty obligations.
