The United States said it is prepared to move ahead on the Security Council resolution on the oil-for-food-formula with Iraq. Speaking to correspondents on Wednesday, US Permanent Representative Ambassador Madeleine Albright said the United States will be meeting with members of the UN Sanctions Committee to make its point clear. "...We do believe that the important part here is to try to get humanitarian assistance to the people within Iraq; that has been the purpose...and what we have wanted to do all along is to assure ourselves that all the procedures are appropriate", Ambassador Albright said. The Government of Chile on Tuesday signed a two year agreement with the United Nations for the provision of helicopters to support the activities of the UN Special Commission (UNSCOM) and the International Atomic Energy Agency (IAEA), in Iraq. Under the agreement, Chile would provide five UH-1H helicopters and a 41- man detachment under the command of the Chilean Air Force. Replacing the unit that had been provided by the Government of Germany for the last five years, the Chilean detachment would be used in support of the inspection activities in Iraq, transporting inspectors and equipment, as well as providing a platform for aerial inspection work. As a service to the Commission, the Government of the United States would provide the airlift for the Chilean detachment from Chile to the region. The Peace Commission of the Government of Guatemala has concluded a further round of talks with the Unidad Revolucionaria Nacional Guatemalteca (URNG). The two parties agreed to conclude a final peace accord before the end of the year, the Secretary-General's Spokesman Sylvana Foa announced today. The meeting which ended in Mexico City on Tuesday was also attended by a UN moderator. The two sides, according to the Spokesman, "will continue consideration of a current item on the agenda of the peace negotiation on the Strengthening of Civilian Institutions and the role of the Army in a Democratic Society." The UN High Commissioner for Refugees (UNHCR) has reported a new eruption of fighting in Chechnya. Citing UNHCR reports, the Secretary General's Spokesman Sylvana Foa said another 3, 400 people have arrived in Dagestan from Chechnya. Some 85 000 people reportedly fled Chechnya to get away from the fighting. The Agency is putting in place contingency stocks for 10 000 people. Oman has become the 84th Member State to pay its assessed contribution of $445,081 to the UN regular budget, the Secretary- General's Spokesman Sylvana Foa announced today. Just over a hundred member States are still to pay their regular budget assessments in full. The International Day of the World's Indigenous People will be celebrated on 9 August. The second observance of the International Day is an event honouring and celebrating all indigenous peoples. The planned activities for the day include a World Sacred Pipe Ceremony and a Panel discussion at the UN Headquarters. Indigenous leaders and elders from around the world will gather to lead the ceremonies and deliver messages of peace. "Breast milk is the sole truly universal food for the entire human species, the Director-General of the World Health Organisation (WHO), Dr. Hiroshi Nakajima said. Endorsing World Breast Feeding Week 1996, Dr Nakajima said until recently breast milk served as a vital link for nutrition and survival across the entire span of human existence. " Thus from both an evolutionary and a developmental perspective, preserving breast-feeding where it is the practice, restoring it where it is not, and creating an environment that enables mothers and babies to breast-feed merit the unreserved support of every community and all its members," Dr Nakajima said. He added that all mothers should be enabled to practise exclusive breast- feeding and all babies should be fed exclusively on breast milk from birth to four to six months of age.
