The Secretary-General has learned with dismay of the massacre in Burundi, of more than 300 civilians over the weekend, according to UN Spokesman Sylvana Foa. The slaughter of women, children and the elderly in Bugendana is just the most recent of a long line of incidents that underline the urgent need for regional and international efforts to restore peace and stability in Burundi, she added.

The Secretary-General condemns in the strongest possible terms, these wanton killings and those who carry them out, Ms. Foa noted. He calls on the parties to the conflict in Burundi to cease their acts of violence immediately and to cooperate fully with all those who are seeking an end to this vicious cycle of atrocity and counter-atrocity.

The Secretary-General conveys his deepest condolences to the families of the victims, he urges all parties to show restraint and he expresses the hope that a proper investigation will be carried out by the Burundi authorities, she said.


President Alyaksandr Lukashenka of Belarus has informed Secretary- General Boutros Boutros-Ghali of his country's initiative to give up its nuclear missiles and to try to create a zone free of nuclear weapons in central and eastern Europe, UN Spokesman Sylvana Foa said today.

She noted that President Lukashenka, in a personal letter delivered by the Permanent Representative of Belarus, Ambassador Alyaksandr Sychou, requested the Secretary-General's views and assistance on the initiative. Ms. Foa said Dr. Boutros-Ghali has promised Belarus all the help at the Organization's disposal.

The Spokesman expressed the hope that Belarus' initiative would succeed. She recalled that nuclear-free zones were already in existence in Africa, south Pacific, Latin America and in Antarctica.


The World Food Programme (WFP) has today started airdrops from C- 130s into southern Sudan. According to UN Spokesman Sylvana Foa, the Agency today managed to drop 32 metric tonnes of food reaching some 30,000 people. She praised the effort and noted that this is the first time in ten months that WFP has been able to do C-130 airdrops into southern Sudan, where there are between 500,000 and 700,000 people in desperate need.

Ms. Foa said WFP has been given assurances now that the airdrops will not have a time limit.


The Secretary-General regrets that, due to his heavy schedule, he is not able to attend the ministerial meeting to be followed by the summit of the Economic Community of West African States (ECOWAS), which began Monday 22 July in Abuja, Nigeria, UN Spokesman Sylvana Foa said today. Dr. Boutros- Ghali has designated James Jonah as his Special Envoy to head the United Nations delegation to the meeting, she added.

The Spokesman noted that the Secretary-General took this opportunity to wish ECOWAS every success in promoting peace, stability and economic development in West Africa.


The situation in Liberia is calm, according to reports from the United Nations Observer Mission in Liberia (UNOMIL), UN Spokesman Sylvana Foa said today. However, factional violence persists in places such as Bomi and Grand Hope Cape Mount Counties, she added.

Ms. Foa said UNOMIL and representatives of the international community issued a statement on Saturday calling on the Council of State to observe the Olympic Truce and on the (United Liberation Movement of Liberia for Democracy) ULIMO leadership to publicly declare a ceasefire so that the humanitarian agencies could deliver assistance to civilians who have been trapped by the factional violence and are in desperate need.
