The Security Council has decided to extend the mandate of the United Nations Observer Mission in Georgia (UNOMIG) until 31 January 1997. Unanimously adopting resolution 1065 (1996) today, the Council expressed deep concern at the continued deadlock in the efforts to achieve a comprehensive settlement of the conflict in Abkhazia, Georgia. The Council reaffirmed its full support of the efforts of the Secretary- General and reminded the parties that the international community's ability to assist them depended on their political will to resolve the conflict through dialogue and mutual accommodation, as well as their full cooperation with UNOMIG and the CIS peace-keeping force, including the fulfilment of their obligations regarding the safety and freedom of movement on international personnel. The Council demanded that the Abkhaz side accelerate significantly the process of voluntary return of refugees and displaced persons without delay or preconditions, in particular by accepting a timetable on the basis of that proposed by the Office of the United Nations High Commissioner for Refugees (UNHCR). The Council condemned ethnically motivated killings and other ethnically related acts of violence. It also condemned the laying of mines in the Gali region and called upon the parties to prevent the practice. The Security Council has also decide to extend the mandate of the United nations Angola Verification Mission (UNAVEM III) until 11 October. Unanimously adopting resolution 1064 (1996) yesterday evening, the Council urged the Government of Angola and the Uniao Nacional para a Independencia Total de Angola (UNITA) to take all necessary steps to complete the formation of the national armed forces and the orderly transition of demobilized troops to civilian life, and to move ahead with formation of a government of national unity and national reconciliation. The Secretary-General returned to New York yesterday following an extended mission abroad, UN Spokesman Sylvana Foa said. Dr. Boutros Boutros-Ghali met with several Senior Advisors, including Mr. Chinmaya Gharekhan, Special Representative to the Multi-lateral negotiations on the Middle-East. They discussed the status quo on the Memorandum of Understanding on the oil-for- food formula in respect to resolution 986 on Iraq, Ms. Foa added. The International Criminal Tribunal, following its decision to issue arrest warrants for Bosnian leaders Karadzic and Mladic, has transmitted warrants through diplomatic channels to all Member States and to Interpol, a UN Spokesman said. It is the responsibility of Member States to execute the arrest warrants, she added. Representatives of Greece and the former Yugoslav Republic of Macedonia have agreed to continue their direct discussions towards the end of August, according to a statement from the office of the Spokesman for Secretary- General Boutros Boutros-Ghali. The representatives met on 11 July with the Personal Envoy of the Secretary- General, Cyrus Vance, in accordance with the Interim Accord of 13 September 1995. During the meeting, their sixth round of talks, the parties continued to exchange views in the context of article 5 of the Interim Accord. "Treating TB where it appears in people living with HIV is an excellent and cost-effective way to make measurable progress against AIDS", Dr. Peter Piot, Executive Director of the newly established Joint United Nations Programme on HIV/AIDS (UNAIDS) says. TB treatment, including the cure of TB in HIV-positive people, is one part of the two- pronged approach needed for addressing the dual epidemics of TB and HIV. The other arm is AIDS prevention, designed to help individuals avoid HIV infection in the first place, he adds. According to a joint UNAIDS/World Health Organization (WHO) report released at the 11th International Conference on AIDS, correct TB treatment using the strategy of Directly Observed Treatment Short-Course can save millions of dually infected patients from dying prematurely of TB. UNAIDS estimates that good TB treatment can give HIV-positive people who develop TB up to two additional years of life. One more United Nations Member State has paid its assessed contributions to the 1996 regular budget of the United Nations, a UN Spokesman said. El Salvador has paid $108,770 in full and the contribution brings the total to 79 Member States and two non-member states that have so far paid their 1996 regular budget assessments.
