The Security Council on Friday unanimously adopted resolution 1063 (1996) establishing the United Nations Support Mission in Haiti (UNSMIH), until 30 November.

The Support Mission, comprising 300 civilian police personnel and 600 troops will assist the Government of Haiti in the professionalisation of the police and in the maintenance of a secure and stable environment to establish and train an effective national police force.

The Council also expressed support for the role of the Special Representative of the Secretary-General in the coordination of activities by the UN system to promote institution-building, national reconciliation and economic rehabilitation in Haiti.

Expressing the hope that the Government of Haiti and the international financial institutions would agree on the steps necessary to enable the provision of additional financial support, the Council called on all States to support the actions of the UN and the Member States and to make voluntary contributions to the trust fund established to support the Haitian National Police.


The mandate of the UN Peace-keeping force in Cyprus (UNFICYP) has been extended until 31 December.

Unanimously adopting resolution 1062 (1996), the Security Council urged the leaders of the two communities to work with the Secretary- General and the countries which support the mission to establish common ground for the resumption of direct negotiations.

The Council deplored the tragic incident of 3 June in which a Greek Cypriot National Guardsman was fatally shot within the United Nations buffer zone. It called on the military authorities of both sides to respect the integrity of the zone, ensure that no further incidents occur along it, prevent hostile actions, including live fire against UNFICYP, grant the Force complete freedom of movement, and cooperate fully with it.

Stressing the importance of the eventual demilitarisation of Cyprus in the context of an overall settlement, the Council expressed serious concern about recent military exercises in the region, which had increased tension.


UN Secretary-General Boutros Boutros-Ghali arrived in Lyons, France today to participate in the annual G-7 Summit, UN Spokesman Sylvana Foa said. The Secretary-General would discuss the issue of development aid and increasing the efficiency of such aid.

The Secretary-General had written to the G-7 leaders requesting their support for the UN Special Initiative on Africa, which was launched on 15 March. The Initiative brought together the efforts of the entire UN system to meet the critical challenges facing Africa, with particular emphasis on education, clean water, health, food security, and governance.

The Initiative reflects the concerns of the G-7 leaders expressed in Halifax communique of June 1995 on extreme poverty and the marginalisation of the poorest countries, especially in sub-Saharan Africa,the Spokesman said. It also emphasized the need for increased resources for basic social programme and other measures to attack roots of poverty.

It would be the first time a UN Secretary-General had participated in a G-7 Summit meeting, the Spokesman said.


The Conference on Disarmament has ended without an agreement on the comprehensive test ban treaty, UN Spokesperson Sylvana Foa said today.

The treaty has not yet been concluded because of a lack of consensus and the Chairman of the Ad Hoc Committee on the Test Ban Treaty presented a revised text to delegations to take back to their capitals in order to come up with a compromise, the Spokesman said. According to the Spokesman, only few minor issues are remaining and further negotiations will resume on 29 July.

During earlier discussions the meeting heard that the proposed treaty on nuclear test ban should be verifiable, have some chance of entering into effect within a reasonable time-frame, and be a step toward the ultimate goal of nuclear disarmament.


The programme for the return of democracy in Nigeria and the release of detainees will continue in accordance with established procedure, Nigerian Head of State, General Abacha has told Secretary-General's Special Representative and Assistant Secretary-General for Political Affairs Lansana Kouyate. General Abacha said further detainees would soon be released.

The Secretary-General is hoping that the Nigerian authorities would proceed as quickly as possible to carry out the commitments contained in their interim response to the fact finding mission report which was released on 28 May.


Chile and Mozambique have become the 74th and 75th member States to make full payment to the UN regular budget, UN Spokesman, Sylvana Foa, announced today. The contributions of the two member States amount $870,162 and $108, 770, respectively.
The first regional consultation on National Environmental Funds (NEFs) in Latin America and the Caribbean concluded that environmental funds are innovative financing mechanisms used by a growing number of countries to cover recurrent costs of parks and protected areas, conserve bio-diversity and promote sustainable development.

The Consultation, sponsored by the UN Development Programme, UNDP in Cartagena, Colombia, discussed options for establishing environmental funds, technical assistance requirements, resource mobilisation, maximising impact of NEFs and regional communications and networking.
