    TEXT: ADMINISTRATION OFFICIALS SAY MR. HOLBROOKE'S PURPOSE IN BELGRADE IS NOT TO NEGOTIATE, BUT TO DELIVER A -- STARK MESSAGE TO PRESIDENT MILOSEVIC THAT IT IS TIME TO SIGN THE KOSOVO PEACE DEAL OR FACE THE CONSEQUENCES.

    SPOKESMAN JOE LOCKHART DECLINED TO ADDRESS REPORTS QUOTING ADMINISTRATION OFFICIALS SUGGESTING NATO AIRSTRIKES AGAINST YUGOSLAV FORCES COULD BEGIN WITHIN A MATTER OF HOURS IF THE HOLBROOKE MISSION FAILS.

    BUT HE SAID THE U-S ENVOY WILL BE OFFERING A -- LAST CHANCE -- FOR PEACE IN A SITUATION HE DESCRIBED AS -- SERIOUS AND DANGEROUS.

    PRESIDENT CLINTON, WHO SPENT MUCH OF THE WEEKEND AT THE CAMP DAVID RETREAT IN MARYLAND, SUNDAY TELEPHONED THE LEADERS OF BRITAIN, FRANCE, AND GERMANY TO DISCUSS KOSOVO. HE HAS ALSO SENT A MESSAGE TO RUSSIAN PRESIDENT BORIS YELTSIN -- WHO OPPOSES THE USE OF FORCE IN KOSOVO -- ADVISING HIM NATO IS PREPARED TO ACT.

    RUSSIAN PRIME MINISTER YEVGENY PRIMAKOV BEGINS A VISIT TO WASHINGTON TUESDAY. SPOKESMAN LOCKHART SOUGHT TO DOWN-PLAY THE RIFT WITH MOSCOW OVER KOSOVO, SAYING THAT WHILE THEY DO NOT AGREE ON THE NEED FOR NATO ACTION THE RUSSIANS HAVE BEEN A POSITIVE FORCE IN PRESSING BELGRADE ON THE NEED FOR A POLITICAL SOLUTION.

    SPOKESMAN LOCKHART ALSO MADE CLEAR THAT MR. PRIMAKOV'S PRESENCE IN WASHINGTON WILL NOT EFFECT U-S DECISION-MAKING ON KOSOVO INTERVENTION. HE SAID THE PURPOSE OF INTERVENTION WOULD BE TO DEGRADE THE ABILITY OF YUGOSLAV FORCES TO REPRESS THE KOSOVAR ALBANIANS.

    THE SPOKESMAN ALSO SAID IT WOULD BE UNFORTUNATE IF SENATE REPUBLICANS, AS THREATENED, ACT ON LEGISLATION TO BAR THE PENTAGON FROM SPENDING MONEY ON OPERATIONS IN YUGOSLAVIA WITHOUT CONGRESSIONAL AUTHORIZATION.

    THERE ARE PLANS TO CREATE A HUGE INTERNATIONAL WATER TREATMENT COMPANY. THE VIVENDI (VEE-VON-DEE) COMPANY OF FRANCE WILL ACQUIRE THE U-S FILTER CORPORATION FOR SIX POINT TWO BILLION DOLLARS. THE COMPANIES PROVIDE WATER TREATMENT SERVICES FOR GOVERNMENTS, BUSINESSES AND RESIDENCES.

    CASE, THE U-S FARM EQUIPMENT MAKER, SAYS IT PLANS TO FORM JOINT VENTURES IN RUSSIA TO HELP MODERNIZE THAT NATION'S AGRICULTURAL INDUSTRY. THE COMPANY SAYS IT WILL HELP CREATE AN ENTREPRENURIAL-STYLE AGRICULTURAL SECTOR IN RUSSIA WHICH WILL ATTRACT NEW INVESTMENT.

    A-T AND T SAYS IT PLANS A SEVEN BILLION DOLLAR BOND ISSUE LATER THIS WEEK, THE LARGEST IN THE HISTORY OF THAT U-S-BASED TELECOMMUNICATIONS COMPANY. MUCH OF THE MONEY WILL BE USED TO PAY OFF SHORT-TERM DEBT USED FOR THE ACQUISITION OF TELE-COMMUNICATIONS INCORPORATED, WHICH A-T AND T FORMALLY ACQUIRED EARLIER THIS MONTH.

    THE MICROSOFT CORPORATION SAYS IT WILL ATTEMPT TO SETTLE A LONG-RUNNING ANTI-MONOPOLY CASE AND THE U-S JUSTICE DEPARTMENT SAYS IT IS WILLING TO CONSIDER A SETTLEMENT. THE TRIAL OF THE CASE, IN WHICH MICROSOFT IS ACCUSED OF ABUSING ITS DOMINANCE OF PERSONAL COMPUTER OPERATING SYSTEMS, IS SCHEDULED TO RESUME APRIL 12TH UNLESS A SETTLEMENT IS REACHED.

    U-S BANKING REGULATORS HAVE BACKED AWAY FROM PROPOSED RULES WHICH WOULD REQUIRE BANKS TO MONITOR CUSTOMERS' ACCOUNTS IN ORDER TO DETECT AND REPORT SO-CALLED "UNUSUAL ACTIVITY." THE IDEA WAS TO SPOT ILLEGAL MONEY "LAUNDERING."
