SEVERAL HUNDRED ETHNIC ALBANIAN REFUGEES FLED THE IVAJA AREA TUESDAY. THEY TOLD OF BEING TRAPPED FOR THREE DAYS IN THE FOREST WITHOUT FOOD OR WATER. THEY FLED ON FOOT AND HORSEBACK AWAY FROM THE FIGHTING AS THE YUGOSLAV FORCES SWEPT THROUGH THEIR VILLAGE, SETTING FIRE TO HOMES AND HAYSTACKS. WHEN THE REFUGEES REACHED THE MAIN HIGHWAY, THEY WERE ROUNDED UP BY SERBIAN FORCES. THE MEN WERE PLACED ON ARMY TRUCKS AND DRIVEN TO A LOCAL POLICE STATION. THE ARMY ADVANCE APPEARED TIMED TO SEND A TOUGH MESSAGE TO WESTERN POWERS JUST AS U-S SPECIAL ENVOY RICHARD HOLBROOKE ARRIVED IN BELGRADE TO TRY TO PERSUADE YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC TO ACCEPT A KOSOVO PEACE DEAL. MR. HOLBROOKE IS EXPECTED TO TELL MR. MILOSEVIC ON WEDNESDAY THAT HE MUST CHANGE HIS MIND ABOUT A NATO-BACKED PEACE DEAL FOR KOSOVO OR FACE NATO AIR STRIKES.
