    IN THE CENTRAL K-L-A HEADQUARTERS TOWN OF LIKOVAC, A YOUNG FEMALE REBEL FIGHTER TOLD A TALE OF SURVIVING A FOILED ARMS SMUGGLING ATTEMPT FROM ALBANIA INTO YUGOSLAVIA. MERITA RAMADANI, AGE 16, SAID SHE HAD SURVIVED A DECEMBER FIREFIGHT THAT KILLED MORE THAN 30 K-L-A MEMBERS. SHE WAS IMPRISONED IN THE SERBIAN CITY OF NIS. SHE VOWED TO FIGHT ON AGAINST SERBIAN SECURITY FORCES AFTER CLAIMING SHE WAS MISTREATED BY HER CAPTORS IN PRISON.

    KAREN ZIETLOW, A ROMANIA SPECIALIST AT PLANECON CONSULTANCY IN WASHINGTON, SAYS THE ROMANIAN COAL SECTOR IS A VALUE SUBTRACTING INDUSTRY. THAT MEANS THE COST OF PRODUCING ROMANIAN COAL IS GREATER THAN THE PRICE IT IS SOLD FOR.
