    INTRO: AN ADVANCE TEAM OF OBSERVERS FROM THE ORGANIZATION FOR SECURITY AND CO OPERATION IN EUROPE HAS ARRIVED IN BELGRADE ON ITS WAY TO KOSOVO. THEY ARE THE FIRST MEMBERS OF A TWO THOUSAND-PERSON VERIFICATION MISSION FOR THE REBELLIOUS SERBIAN PROVINCE. V-O-A CORRESPONDENT ART CHIMES REPORTS. TEXT : THE 13-PERSON ADVANCE TEAM HEADS TO KOSOVO SUNDAY TO BEGIN VERIFYING YUGOSLAV COMPLIANCE WITH UNITED NATIONS DEMANDS THAT SERBIA WITHDRAW ITS FORCES FROM KOSOVO.

    THE UNARMED OBSERVERS ARE EXPECTED TO BE STATIONED IN THE KOSOVO CAPITAL PRISTINA AS WELL AS IN TOWNS AND VILLAGES THROUGHOUT THE PROVINCE. SOME MAY INITIALLY BE HOUSED ACROSS THE BORDER IN NEARBY MACEDONIA.//END OPT//

    YUGOSLAV OFFICIALS THIS WEEK APPROVED THE SENDING OF THE O-S-C-E OBSERVERS AND AERIAL RECONNAISSANCE TO VERIFY YUGOSLAVIA'S COMPLIANCE WITH UNITED NATIONS DEMANDS, INCLUDING WITHDRAWING FORCES FROM KOSOVO AND ALLOWING HUMANITARIAN AID TO REACH (TENS OF THOUSANDS OF) HOMELESS ETHNIC ALBANIANS IN KOSOVO. NATO HAS EXTENDED BY TEN DAYS A DEADLINE FOR YUGOSLAV COMPLIANCE WITH THE U-N DEMANDS, BUT NATO FORCES COULD STILL LAUNCH AIR STRIKES IF THE DEMANDS ARE NOT MET.

    KOSOVO IS PART OF SERBIA, THE DOMINANT REPUBLIC IN YUGOSLAVIA. KOSOVO'S POPULATION IS 90 PERCENT ETHNIC ALBANIAN, AND MOST OF THEM WANT INDEPENDENCE.

    KOSOVO ENJOYED CONSIDERABLE AUTONOMY UNTIL 1989, BUT SINCE THEN HAS BEEN EFFECTIVELY RULED FROM BELGRADE. EARLY THIS YEAR A SEPARATIST GUERRILLA MOVEMENT CALLED THE KOSOVO LIBERATION ARMY BEGAN ATTACKING SERB TARGETS IN KOSOVO. POLICE AND TROOPS MOVED IN TO PUT DOWN THE REBELLION. IN THE PROCESS, HUNDREDS OF PEOPLE WERE KILLED AND A QUARTER-MILLION ETHNIC ALBANIANS WERE DRIVEN FROM THEIR HOMES. (SIGNED)
