    INTRO: THE UNITED STATES TOOK ANOTHER STEP TOWARD BOMBING YUGOSLAVIA SATURDAY, AS DEFENSE SECRETARY WILLIAM COHEN DISPATCHED HEAVY BOMBERS FROM THE UNITED STATES TO A BASE IN BRITAIN. THE MOVE PUTS THE LUMBERING BOMBERS --- AND THE 120 CRUISE MISSILES THEY CARRY --- MUCH CLOSER TO TARGETS IN KOSOVO.

    TEXT: AT THE BOMBER'S HOME BASE IN LOUISIANA, STAFF SERGEANT DALE YATES SAYS THE B-52'S ARE DESIGNED TO HAUL THEIR HIGHLY ACCURATE MISSILES CLOSE ENOUGH TO HIT YUGOSLAV MILITARY TARGETS, BUT STAY OUT OF REACH OF AIR DEFENSES.

    NATO IS DEMANDING THAT YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC STOP ATTACKING ETHNIC ALBANIANS IN THE SERBIAN PROVINCE OF KOSOVO. THE ALLIANCE ALSO DEMANDS THAT PRESIDENT MILOSEVIC START TALKS WITH THE REBELS, ALLOW REFUGEES TO RETURN HOME AND ALLOW AID TO REACH THE NEEDY. (SIGNED)

    INTRO: U-S ENVOY RICHARD HOLBROOKE HAS RETURNED TO KOSOVO (TODAY, SATURDAY) FOR TALKS WITH ETHNIC ALBANIAN LEADERS AS HE CONTINUES A FINAL EFFORT TO REACH A DIPLOMATIC SETTLEMENT IN THE KOSOVO CRISIS. V-O-A CORRESPONDENT ART CHIMES REPORTS FROM THE KOSOVO CAPITAL, PRISTINA.

    TEXT: SATURDAY'S TALKS FOLLOW A LATE NIGHT MEETING WITH YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC IN BELGRADE. AS USUAL, MR. HOLBROOKE DECLINED TO GO INTO DETAIL, BUT HE SAID THE TALKS WERE SERIOUS AND THE SITUATION IS SERIOUS.

    UNLESS THERE IS AN AGREEMENT BY BELGRADE TO IMPLEMENT UNITED NATIONS DEMANDS INCLUDING A WITHDRAWAL OF SERB FORCES FROM KOSOVO, NATO IS WARNING OF AIR STRIKES TO FORCE COMPLIANCE.

    MR. HOLBROOKE RETURNS TO BELGRADE LATER SATURDAY FOR ANOTHER SESSION WITH PRESIDENT MILOSEVIC.

    THE CRISIS BEGAN MORE THAN SEVEN MONTHS AGO WHEN SERBIA BEGAN A CRACKDOWN ON GUERRILLAS OF THE KOSOVO LIBERATION ARMY. THE REBELS HAVE BEEN FIGHTING FOR AN INDEPENDENT KOSOVO, WHERE 90-PERCENT OF THE POPULATION IS ETHNIC ALBANIAN.

    SERBIA OPPOSES INDEPENDENCE, AS DOES THE INTERNATIONAL COMMUNITY. KOSOVO ENJOYED CONSIDERABLE AUTONOMY UNTIL 1989, BUT SINCE THEN THE PROVINCE HAS EFFECTIVELY BEEN RULED FROM BELGRADE.

    MR. HOLBROOKE'S NEGOTIATIONS WITH YUGOSLAV OFFICIALS ARE FOCUSING ON U-N SECURITY COUNCIL DEMANDS INCLUDING AN END TO VIOLENCE IN KOSOVO, WITHDRAWAL OF SERB FORCES, FREE ACCESS FOR HUMANITARIAN AGENCIES AND THE RETURN OF REFUGEES TO THEIR HOMES.

    MONTHS OF FIGHTING IN KOSOVO DROVE MORE THAN A QUARTER-MILLION KOSOVO RESIDENTS FROM THEIR HOMES. TENS OF THOUSANDS ARE STILL LIVING OUT IN THE OPEN, AFRAID TO RETURN HOME. THOUSANDS OF HOMES AND FARMS HAVE BEEN SERIOUSLY DAMAGED OR DESTROYED. THE PLIGHT OF THE REFUGEES HAS TAKEN ON INCREASED URGENCY AS THE HARSH BALKAN WINTER APPROACHES.

AND THAT IS NOT WHAT WE'RE HERE FOR. WE'RE HERE TO FIND A TOTALLY VIABLE, CREDIBLE, VERIFIABLE AND IRREVERSIBLE COMPLIANCE WITH THE U-N RESOLUTION.

THE U-S AMBASSADOR TO NEIGHBORING MACEDONIA, CHRISTOPHER HILL, IS STAYING IN KOSOVO TO CONTINUE TALKS WITH THE ETHNIC ALBANIANS HERE.

    IF THE SHUTTLE DIPLOMACY FAILS, NATO COULD DECIDE WITHIN DAYS TO ORDER MILITARY STRIKES AGAINST YUGOSLAVIA. BUT WHILE THE UNITED STATES AND SOME OTHER MEMBERS ARE COMMITTED TO THE ATTACK IF NECESSARY, SOME OTHER NATO ALLIES, INCLUDING ITALY AND GREECE, ARE RELUCTANT TO PROCEED WITHOUT A GO-AHEAD FROM THE U-N SECURITY COUNCIL. RUSSIA, WHICH OF COURSE IS NOT A NATO MEMBER, HAS THREATENED TO VETO ANY SECURITY COUNCIL RESOLUTION AUTHORIZING AIR STRIKES ON YUGOSLAVIA.
