    INTRO: THE LATEST POLITICAL CRISIS IN ALBANIA AND THE VIOLENT UNREST THAT ROCKED TIRANA LAST WEEK HAVE HAMPERED EFFORTS BY U-N AND PRIVATE RELIEF AGENCIES TO AID THE THOUSANDS OF ETHNIC-ALBANIAN REFUGEES FROM SERBIA'S WAR-TORN KOSOVO PROVINCE. CORRESPONDENT DOUGLAS ROBERTS REPORTS FROM THE NORTHERN ALBANIAN TOWN OF SHKODRA.

    TEXT: LAST WEEK, JUST WHEN THE ALBANIAN CAPITAL ERUPTED INTO VIOLENCE, A NEW FLOOD OF REFUGEES FROM KOSOVO CROSSED INTO THE COUNTRY. TWICE DISPLACED, THESE REFUGEES -- UPWARDS OF FOUR-THOUSAND OF THEM -- HAD GONE INITIALLY TO MONTENEGRO, BUT THE AUTHORITIES THERE ORDERED THEM EXPELLED. THEY WERE LOADED ON BUSES AND DROPPED OFF AT AN ISOLATED BORDER POST A FEW KILOMETERS NORTH OF TIRANA.

    AID AGENCY OFFICIALS WERE AWARE OF THE INFLUX, BUT WITH ALBANIA IN CHAOS, THERE WAS NOTHING THEY COULD DO. ALESSANDRA MORELLI IS A FIELD OFFICER FOR THE U-N REFUGEE AGENCY.

BUT WHEN AID AGENCY REPRESENTATIVES FINALLY REACHED THE TOWN A FEW-DAYS AGO, THEY FOUND SOME OF THE KOSOVARS HUDDLING ON THE ROOF OF SHKODRA'S TELEVISION STATION AND OTHERS SLEEPING ON POOL TABLES IN A LOCAL BILLIARD PARLOR.

    AID AGENCY OFFICIALS SAY THEY ARE BEGINNING TO COME TO GRIPS WITH THIS LATEST INFLUX FROM KOSOVO. BUT IN ALBANIA, NOTHING IS EASY. TO BRING SUPPLIES TO THE NORTHERN TOWN FROM TIRANA IS A THREE-HOUR DRIVE OVER A NARROW, POT-HOLED ROAD THAT MUST RANK AMONG THE WORST IN EUROPE.

    BUT THE BIG PROBLEM FOR AID AGENCIES IS ALBANIA'S CHRONIC LAWLESSNESS. RELIEF AGENCY WAREHOUSES IN TIRANA AND ELSEWHERE HAVE BEEN REPEATEDLY LOOTED. AND IN THE NORTH, WHERE THE GOVERNMENT EXERCISES NO REAL CONTROL, ROVING BANDS OF GUNMEN FREQUENTLY HIJACK AID AGENCY VEHICLES.

    THERE ARE GROWING FEARS OF A MAJOR NEW INFLUX, WITH MORE THAN 100-THOUSAND KOSOVARS DISPLACED BY THE FIGHTING CAMPED AROUND A TOWN JUST A FEW KILOMETERS NORTH OF THE ALBANIAN BORDER. HIS REPRESSION HAS SPAWNED AN ARMED GUERRILLA MOVEMENT SEEKING FULL INDEPENDENCE FOR KOSOVO. .... ALMOST 300-THOUSAND ETHNIC ALBANIANS HAVE BEEN DRIVEN FROM THEIR HOMES. TENS OF THOUSANDS REMAIN TRAPPED IN OPEN COUNTRY, MANY WITH ONLY SHEETS OF PLASTIC TO PROTECT AGAINST THE SNOWS ALREADY FALLING AT HIGHER ELEVATIONS. INTERNATIONAL RELIEF AGENCIES ARE TRYING TO HELP. BUT THEY CANNOT DO SO UNTIL MR. MILOSEVIC CALLS OFF THIS THUGS. ... IF AMERICAN DIPLOMACY CANNOT PERSUADE ALL OTHER NATO LEADERS TO PRESS AHEAD, WASHINGTON SHOULD ASSEMBLE A COALITION OF THOSE WILLING TO ACT. IF NECESSARY, AMERICA SHOULD ACT ON ITS OWN.     INTRO: LEADERS FROM AROUND THE WORLD, INCLUDING PRESIDENT CLINTON, ARE AT THE UNITED NATIONS (MONDAY) FOR THE OPENING OF THE GENERAL DEBATE OF THE U-N GENERAL ASSEMBLY. CORRESPONDENT MAX RUSTON REPORTS.

    TEXT: THE DEBATE OPENS WITH A CALL FROM U-N SECRETARY-GENERAL KOFI ANNAN FOR WORLD LEADERS TO PREPARE CAREFULLY FOR THE OPENING OF THE THIRD MILLENNIUM. HE SAYS THEY MUST HELP THE UNITED NATIONS IDENTIFY A SELECT FEW OF THE WORLD'S MOST PRESSING PROBLEMS AND DEVISE ACHIEVABLE PLANS FOR DEALING WITH THEM. HE IS ALSO CALLING FOR THE UNITED STATES TO PAY ITS BUDGET ARREARS TO THE UNITED NATIONS.

    MR. CLINTON, IN HIS SPEECH, FOCUSES ON THE NEED FOR STRONGER MEASURES TO FIGHT TERRORISM AND TO FORTIFY THE WORLD ECONOMY.

    MORE THAN 180 PEOPLE WILL PRESENT SPEECHES DURING THE TWO-WEEK GENERAL DEBATE, INCLUDING 26 HEADS OF STATES. IN ADDITION TO TERRORISM AND ECONOMICS, THOSE LEADERS WILL DISCUSS THE MIDDLE EAST PEACE PROCESS, AND CONFLICTS IN KOSOVO AND AFGHANISTAN, AMONG OTHER ISSUES. (SIGNED)
