    TAPE: CUT TWO -- MONTVILLE (0:25) "WHEN A GROUP OR NATION HAS BEEN THE VICTIM OF SOME KIND OF TRAUMATIC AGGRESSION, WHERE THEY'VE SUSTAINED SIGNIFICANT LOSSES, THEY DEVELOP A PSYCHOLOGY OF VICTIMHOOD, WHICH UNDERMINES THEIR SENSE OF JUSTICE IN THE WORLD, BUT IS ALSO SUSTAINED BY THEIR FEAR THAT THE AGGRESSOR WILL TRY AGAIN TO HURT THEM AND CAUSE THEM GREATER LOSSES.     TEXT: MR. MONTVILLE SAYS THE VICTIMIZATION OF NATIONS OR ETHNIC GROUPS DESTROYS THE NORMAL HUMAN DEFENSIVE STRUCTURE. IT EXPOSES THE VICTIMS TO UNRELIEVED ANXIETY ABOUT REAL THREATS TO THEIR EXISTENCE. AND, HE SAYS, IT PRODUCES A NEED FOR CONSTANT DEFENSIVE ACTION -- WHETHER THAT TAKES THE FORM OF CYNICISM, VIOLENCE, OR TERRORISM -- TO ASSURE SURVIVAL IN WHAT IS SEEN AS A RELENTLESSLY HOSTILE ENVIRONMENT. MOST IMPORTANT, HE ADDS, BELIEVING THERE WAS NO JUSTIFICATION FOR THE VIOLENCE AGAINST THEM, VICTIMS FEAR THE PERPETRATOR WILL CONTINUE, OR RESUME, THE VIOLENCE AT ANY TIME. SOME OF THE MOST OBVIOUS EXAMPLES OF THIS PROCESS OF VICTIMIZATION INCLUDE THE STRIFE IN NORTHERN IRELAND, THE ISRAELI-PALESTINIAN CONFLICT, THE GENOCIDE IN THE FORMER YUGOSLAVIA, AND THE VIOLENCE AGAINST ROMA, OR GYPSIES, IN CENTRAL AND EASTERN EUROPE. NONETHELESS, MR. MONTVILLE SAYS, THERE ARE WAYS TO DISMANTLE THOSE DEFENSES BROUGHT ABOUT BY A PROLONGED EXPERIENCE OF VICTIMIZATION.

    INTRO: THE CZECH REPUBLIC'S NEW CARETAKER GOVERNMENT HAS HELD ITS FIRST MEETING SINCE BEING SWORN IN FRIDAY BY PRESIDENT VACLAV HAVEL. AS WE HEAR FROM PRAGUE CORRESPONDENT ART CHIMES, THE MEETING WAS SOMEWHAT ROUTINE AND SOMEWHAT OVERSHADOWED BY A SPLIT WITHIN THE FORMER COALITION-LEADING "CIVIC DEMOCRATIC PARTY."

    TEXT: CARETAKER PRIME MINISTER JOSEF TOSOVSKY PRESIDED OVER THE GOVERNMENT MEETING, WHICH DEALT MORE WITH ORGANIZATIONAL MATTERS THAN WITH SUBSTANCE. THE 16-MEMBER CABINET DID AGREE IT WANTED TO DELAY A CONFIDENCE VOTE IN PARLIAMENT UNTIL AFTER LAWMAKERS VOTE FOR PRESIDENT.

    PARLIAMENT IS SCHEDULED TO VOTE FOR PRESIDENT ON JANUARY 20TH, WHICH MEANS THE VOTE OF CONFIDENCE IN THE NEW GOVERNMENT AND ITS PROGRAM WOULD BE TOWARD THE END OF JANUARY. VACLAV HAVEL IS THE ONLY DECLARED CANDIDATE FOR THE PRESIDENCY, WHICH IS LARGELY A CEREMONIAL POST.

    THE NEW CABINET INCLUDES SOME HOLDOVERS FROM THE OLD COALITION GOVERNMENT, WHICH COLLAPSED WHEN A FUNDING SCANDAL HIT THE CIVIC DEMOCRATIC PARTY OF FORMER PRIME MINISTER VACLAV KLAUS.

    FOUR MEMBERS OF A REBEL FACTION OF THE CIVIC DEMOCRATIC PARTY ARE IN THE NEW GOVERNMENT, AND MR. KLAUS SAYS THE FOUR SHOULD EITHER QUIT THE CABINET, OR QUIT THE PARTY.

    THE DEEP DIVISIONS AMONG THE CIVIC DEMOCRATS INDICATE THIS MONTH'S CONFIDENCE VOTE IS ANYTHING BUT A SURE THING. THE NEW GOVERNMENT INCLUDES FINANCE MINISTER IVAN PILIP, A HOLDOVER FROM THE PREVIOUS GOVERNMENT, AND A LEADING MEMBER OF THE ANTI-KLAUS FACTION OF THE CIVIC DEMOCRATIC PARTY.

    MR. PILIP AND TWO OTHER MEMBERS OF THE NEW GOVERNMENT WALKED OUT OF A PARTY EXECUTIVE COUNCIL MEETING MONDAY IN A DISPUTE OVER THEIR STATUS.

    THE GOVERNMENT CRISIS COMES AT A KEY TIME FOR THE CZECH REPUBLIC. THE CZECHS ARE ABOUT TO BEGIN NEGOTIATIONS ON JOINING NATO AND WERE RECENTLY NAMED IN THE FIRST GROUP OF COUNTRIES LIKELY TO JOIN AN EXPANDED EUROPEAN UNION.     FOR THE PAST FOUR MONTHS, VIOLENCE HAS BECOME A DAILY OCCURRENCE IN THE DRAB DORMITORY TOWNS BUILT TO ACCOMMODATE IMMIGRANTS AND FRENCH SETTLERS RETURNING FROM THE FORMER NORTH AFRICAN COLONIES IN THE 1960S.

    OVER THE WEEKEND, IN THE CENTRAL CITY OF SAINT ETIENNE, 20 CARS WERE DESTROYED BY FIRE AND STORE WINDOWS WERE SMASHED IN. LAST MONTH, AFTER TWO YOUNG MEN WERE KILLED BY POLICE BULLETS, A DISTRICT IN THE CITY OF LYON AND A SOUTHERN PARIS SUBURB SUFFERED RIOTING EVERY NIGHT FOR A WEEK.

    IN MORE THAN 20 TOWNS ALL OVER FRANCE, BUS DRIVERS HAVE STAGED STRIKES OVER THE PAST TWO MONTHS BECAUSE THEY HAVE BEEN THE TARGETS OF MANY ATTACKS. YOUTHS HAVE TAKEN TO STONING BUSES OR EVEN THROWING MOLOTOV COCKTAILS AT THEM.

A FORMER BOSNIAN CROAT, PRISON CAMP COMMANDER ZLATKO ALEKSOVSKI, IS ACCUSED OF ALLOWING BOTH THE MISTREATMENT AND KILLING OF MUSLIM PRISONERS. FROM THE HAGUE, GILLIAN SHARPE REPORTS.

    TEXT: AFTER EIGHT MONTHS WAITING IN A UNITED NATIONS CELL BLOCK, 38-YEAR-OLD ZLATKO ALEKSOVSKI IS ABOUT TO HEAR PROSECUTORS PRESENT THE EVIDENCE WHICH THEY SAY PROVES HE IS A WAR CRIMINAL. HE WAS, THEY ALLEGE, COMMANDER OF THE KAONIK DETENTION CAMP, 65 KILOMETERS NORTHWEST OF SARAJEVO. HUNDREDS OF MUSLIM PRISONERS PASSED THROUGH THE GATES THERE; SOME WERE MURDERED, OTHERS, TORTURED, SOME FORCED TO DIG TRENCHES UNDER FIRE OR USED AS HUMAN SHIELDS.

    AT AN INITIAL COURT APPEARANCE MR. ALEKSOVSKI GAVE THE SAME ANSWER TO ALL THE CHARGES AGAINST HIM.

    AS I SAID A FEW MOMENTS AGO, I PLEAD NOT GUILTY TO ALL THE COUNTS. I CONSIDER MYSELF COMPLETELY INNOCENT.

    MR. ALEKSOVSKI WAS FIRST ARRESTED BY THE CROATIAN AUTHORITIES IN 1996. BUT THEY REFUSED TO HAND HIM OVER, SAYING HE WAS IN POOR HEALTH. THE CASE TOOK ON A WIDER SIGNIFICANCE, AND WHEN THE UNITED STATES THREATENED TO BLOCK CROATIA'S INTERNATIONAL LOANS, MR. ALEKSOVSKI WAS FINALLY PUT ON A PLANE FOR THE HAGUE.

    OF THE 19 PEOPLE IN CUSTODY ON WAR CRIMES CHARGES, 13 ARE ETHNIC CROATS. CRITICS IN THE REGION SAY THIS IS PROOF THE COURT IS BIASED. THAT'S NOT THE OPINION OF ZARKO PUHOVSKI, WHO BELONGS TO A MONITORING GROUP CALLED THE HELSINKI COMMITTEE FOR HUMAN RIGHTS IN CROATIA. BUT MR. PUHOVSKI DOES THINK THE COURT IS WHAT HE CALLS SLOPPY AND UNPROFESSIONAL AT TIMES.

    WHAT WE NEEDED WAS FOR THE COURT TO BE SOME KIND OF SUPER-EGO, TO SHOW THE COURTS IN YUGOSLAVIA, IN BOSNIA AND IN CROATIA HOW THEY HAVE TO DEAL WITH THE LOCAL CRIMINALS -- CRIMINALS OF WAR. A TRIBUNAL IN THE HAGUE, ACTING IN A WAY THAT I COULD USE TO COME TO SOMEONE IN ZAGREB OR KARLOVAC AND SAY, "LOOK, THIS IS THE WAY YOU DEAL WITH CRIMINALS OF WAR AND I DON'T EVEN SEE THIS TO BE VERY HONEST."

    BUT FOR MOST PEOPLE IN WHAT WAS YUGOSLAVIA AND BEYOND, THE ALEKSOVSKI TRIAL WILL BARELY BE NOTICED. THE NUMBER OF JOURNALISTS ATTENDING COURT PROCEEDINGS HAS DIPPED DRAMATICALLY AS INTEREST IN THE DAY-TO-DAY OPERATION OF THE TRIBUNAL WANES.

    THE BUSINESS OF PUTTING ON TRIAL THOSE INDICTED ON CHARGES OF WAR CRIMES MAY HAVE BECOME ROUTINE, BUT IT SHOULD NOT BE, SAYS TRIBUNAL PRESIDENT, GABRIELLE KIRK MC DONALD.

    THIS TRIBUNAL IS FOCUSED ON THE FORMER YUGOSLAVIA, BUT IT REALLY GOES BEYOND THAT BECAUSE WE HOPE TO DETER OTHER STATES FROM GETTING IN THE SITUATION THAT THE FORMER YUGOSLAVIA WAS IN. SO PART OF THE JOB IS TELLING OTHER STATES, "LOOK WHAT HAPPENED IN THE FORMER YUGOSLAVIA. WE DON'T WANT THAT, YOU DON'T WANT THAT, DO YOU?"

    DETERRENCE IS, OF COURSE, BASED ON A REALISTIC CHANCE OF BEING BROUGHT TO ACCOUNT FOR ONE'S MISDEEDS. ON THAT SCORE, 1997 WAS A GOOD YEAR FOR THE TRIBUNAL IN THE HAGUE. FOR THE FIRST TIME, NATO TROOPS ARRESTED WAR CRIMES SUSPECTS AND 10 BOSNIAN CROATS SURRENDERED, ALTHOUGH THREE WERE LATER RELEASED FOR LACK OF EVIDENCE. 1998 PRESENTS THE TASK OF BRINGING THESE PEOPLE TO TRIAL, QUICKLY AND FAIRLY. BUT THE BIGGEST CHALLENGE OF ALL IS THE ONE WHICH HAS FACED THE TRIBUNAL FROM THE VERY BEGINNING. FIFTY WAR CRIMES SUSPECTS -- INCLUDING FORMER BOSNIAN SERB LEADER, RADOVAN KARADZIC AND HIS MILITARY CHIEF, RATKO MLADIC -- REMAIN FREE. (SIGNED)
