THE MONEY WAS TO HELP REVIVE ECONOMIC GROWTH IN BOTH THE SERB REPUBLIC AND THE MUSLIM-CROAT FEDERATION, AND RE-INFORCE THE PEACE PLAN AGREED TO AT DAYTON. BY CONTRAST, IN THE MUSLIM CROAT HALF OF BOSNIA, MILLIONS OF DOLLARS ARE BEING SPENT ON BRIDGE AND ROAD REPAIR, RE-OPENING HOSPITALS AND SCHOOLS, AND RESTORING THE ECONOMY WHICH IS GROWING AT A RATE OF 50-PERCENT A YEAR. OFFICIALS OF THE WORLD BANK, WHICH IS COORDINATING THE AID PROGRAM, SAY MONEY COULD BEGIN FLOWING TO THE BOSNIAN-SERB REPUBLIC IF OFFICIALS WOULD SIMPLY HONOR THE COMMITMENTS THEY MADE UNDER THE PEACE PLAN. BLANCO WAS KIDNAPPED THIS MONTH BY MEMBERS OF THE BASQUE FATHERLAND AND LIBERTY, OR E-T-A, TERRORIST GROUP.
