DURING THEIR MEETING, THE MINISTERS DECIDED ON THE EVENTUAL ESTABLISHMENT OF A FREE-TRADE AREA IN THE BLACK SEA A DECISION DESCRIBED AS "CRUCIAL" BY TURKISH FOREIGN MINISTER TANSU CILLER, WHO CHAIRED THE MEETING. SPEAKING AT A NEWS CONFERENCE, MRS. CILLER POINTED OUT THAT WITH A COMBINED POPULATION OF 400-MILLION AND TOTAL TRADE VOLUME OF 350-BILLION DOLLARS, THE BLACK SEA REGION OFFERED HUGE ECONOMIC OPPORTUNITIES. MRS. CILLER SAID THAT THE PRIVATE SECTOR HAD A VERY IMPORTANT ROLE TO PLAY IN TERMS OF HELPING INTEGRATE THE ECONOMIES OF THE BLACK SEA COUNTRIES -- MANY OF WHICH WERE STATE-DOMINATED PRIOR TO THE COLLAPSE OF THE SOVIET UNION. JOINT PROJECTS DISCUSSED BY THE MEMBERS COUNTRIES INCLUDE ONES IN THE FIELDS OF TELECOMMUNICATIONS, TRANSPORT AND ENERGY. WESTERN BUSINESS EXECUTIVES PRESENT AT THE CONFERENCE SAID THEY BELIEVE THAT ENERGY WILL PLAY A CENTRAL ROLE IN LINKING THE ECONOMIES OF THE BLACK SEA COUNTRIES. POLITICAL ANALYSTS SAY RUSSIA WILL LIKELY PLAY A KEY ROLE IN THIS RESPECT, BECAUSE OF ITS VAST ENERGY RESOURCES. RUSSIA IS ALREADY THE PRINCIPAL SUPPLIER OF NATURAL GAS IN THE REGION. THE U-S LEGAL SYSTEM IS PARTICULARLY EFFECTIVE IN SUCH CASES BECAUSE OF A LAW IN FORCE FOR MORE THAN 200 YEARS.
