    IN CALLING PARLIAMENTARY ELECTIONS NINE MONTHS EARLIER THAN SCHEDULED, THE CONSERVATIVE PRESIDENT SAID ONE OF THE MOST IMPORTANT ISSUES FRANCE FACES IS THE CREATION OF THE NEW SINGLE EUROPEAN CURRENCY, THAT WILL BE CALLED THE EURO.

    A REPORT PUBLISHED IN THE FRENCH PRESS LAST WEEK SUGGESTED THAT THE FRENCH CURRENCY IS UNLIKELY TO BE READY TO JOIN THE EURO UNLESS SOME URGENT MEASURES ARE TAKEN.

    HINTING AT WHAT MAY TURN OUT TO BE A HARSH AUSTERITY PROGRAM TO HELP THE FRENCH FRANC MEET THE EUROPEAN UNION'S CRITERIA FOR ECONOMIC CONVERGENCE, MR. CHIRAC SAID HE FAVORS DEEP REFORM OF THE STATE COMBINED WITH HUGE CUTS IN PUBLIC EXPENDITURE.
