    INTRO: ALBANIA'S EFFORTS TO REGAIN INTERNATIONAL CREDIBILITY FOR ITS DEMOCRATIC CREDENTIALS HAVE RUN INTO TROUBLE. V-O-A'S BARRY WOOD REPORTS AN INTERNATIONAL OBSERVER TEAM THAT HAD PLANNED TO MONITOR LOCAL ELECTIONS ON SUNDAY HAS BEEN WITHDRAWN FROM ALBANIA.

    TEXT: THE ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE (THIS WEEK) WITHDREW ITS TEAM OF ELECTION OBSERVERS AFTER A DISPUTE WITH THE ALBANIAN GOVERNMENT.

    THE O-S-C-E IS THE MAIN INTERNATIONAL ORGANIZATION RESPONSIBLE FOR MONITORING ELECTIONS IN POST-COMMUNIST EUROPE. THE ORGANIZATION HAD INSISTED THAT IT HAVE A FULL TEAM OF 37 MONITORS IN ALBANIA, WHILE THE GOVERNMENT SAID NO MORE THAN 15 WOULD BE ALLOWED.

    AS A RESULT, THE O-S-C-E WITHDREW ENTIRELY, SAYING THE CONDITIONS WERE NOT ACCEPTABLE. ON FRIDAY, ANOTHER INTERNATIONAL BODY, THE COUNCIL OF EUROPE, SAID IT DEPLORED THE ABSENCE OF THE O-S-C-E OBSERVERS. HOWEVER, THE HEAD OF THE COUNCIL OF EUROPE DELEGATION SAID THE PRESENCE OF ABOUT 500 OTHER INTERNATIONAL OBSERVERS SHOULD HELP SECURE FREE AND FAIR ELECTIONS.

    THE SUNDAY ELECTIONS ARE FOR TOWN, DISTRICT, AND COMMUNAL REPRESENTATIVES THROUGHOUT ALBANIA. MORE THAN TWO-MILLION PEOPLE ARE ELIGIBLE TO VOTE. ALBANIA'S RULING DEMOCRATIC PARTY, IN POWER FOR FOUR YEARS, NEEDS TO HAVE THE ELECTIONS JUDGED TO BE FAIR TO REGAIN ITS INTERNATIONAL CREDIBILITY. LAST MAY, ALBANIA HELD PARLIAMENTARY ELECTIONS WHICH MANY OUTSIDE OBSERVERS CALLED DEEPLY FLAWED. THE RULING DEMOCRATIC PARTY WON THAT ELECTION WITH A LARGE MAJORITY. SEVERAL OPPOSITION PARTIES, ALARMED AT IRREGULARITIES, WITHDRAW HOURS BEFORE VOTING ENDED. THE MAY ELECTION TOOK PLACE AMID CONSIDERABLE TENSION AND OCCASIONAL VIOLENCE. THIS WEEK, ALBANIAN POLICE ROUNDED UP MEMBERS OF AN ALLEGED TERRORIST GROUP. ONE OF THOSE ARRESTED IN CONNECTION WITH A FATAL CAR BOMBING EARLIER THIS YEAR WAS A SON-IN-LAW OF ALBANIA'S FORMER COMMUNIST LEADER ENVER HOXHA.

    ALBANIA'S FORMER COMMUNISTS, NOW GROUPED IN THE OPPOSITION SOCIALIST PARTY, ALLEGE IRREGULARITIES IN REGISTRATION FOR THE LOCAL ELECTIONS. HOWEVER THE PARTY SAYS IT IS CONFIDENT OF WINNING AND WILL NOT WITHDRAW.

    THE UNITED STATES AND THE EUROPEAN UNION HAVE TOLD THE ALBANIAN GOVERNMENT THAT THEY WILL BE WATCHING THE VOTING CLOSELY AND REGARD THE LOCAL ELECTIONS AS A TEST OF ALBANIAN DEMOCRACY. (SIGNED)

    INTRO: AFTER YEARS OF SOVIET RULE FOLLOWED BY POST-SOVIET CIVIL STRIFE, AZERBAIJAN IN THE CAUCASUSUS IS UNDERGOING A STRIKING ECONOMIC REVIVAL, FUELED MAINLY BY THE PROSPECT OF VAST AMOUNTS OF OIL BENEATH THE CASPIAN SEA. PLENTY OF PROBLEMS LIE AHEAD, BUT AZERBAIJANIS APPEAR TO HAVE MORE CONFIDENCE TO FACE THEM. VOA'S ED WARNER REPORTS.

    TEXT: IN CONTRAST TO EARLIER TRIPS TO BAKU, CAPITAL OF AZERBAIJAN, THERE IS NO SHOOTING IN THE STREETS, NO ARMED REBELLION, NOT EVEN THE THREAT OF ONE. BAKU APPEARS AT PEACE.

    NOW IT IS DEMONSTRATING ANOTHER KIND OF ENERGY: AN EXPLOSION OF ENTERPRISE. LOOK DOWN ALMOST ANY STREET IN THE MANY BLOCKS NEAR THE WATERFRONT. STORES, CAFES, RESTAURANTS ARE OPENING UP TOO FAST FOR AZERIS TO KEEP TRACK OF THEM ALL. STREET VENDERS OFFER A RANGE OF GOODS NOT SEEN IN BAKU FOR DECADES. WORKMEN ARE BRISKLY RESTORING STATELY IF CRUMBLING BUILDINGS OF A BYGONE, MORE OPULENT ERA.

    IN OTHER WORDS, SAY AZERIS, THEIR CITY IS COMING TO LIFE AGAIN AFTER THE LONG SOVIET SLUMBER. WHAT HAS INSPIRED ALL THE ACTIVITY? LARGELY THE VISION OF BLACK GOLD, THE EXPECTATION THAT IN A YEAR OR SO OIL WILL BEGIN TO FLOW FROM THE VAST RESERVES BENEATH THE CASPIAN SEA TO THE OUTSIDE WORLD. AZERIS SAY THEY WILL GET RICH ALONG WTH THE MANY FOREIGN OIL COMPANIES. SO LET US GET STARTED NOW. OIL, HOWEVER COPIOUS, WILL HARDLY SOLVE ALL OF AZERBAIJAN'S INDUSTRIAL AND ENVIRONMENTAL PROBLEMS. THE DEPLETED COUNTRYSIDE IS NOT SHARING IN THE BAKU BOOM. OPPOSITION GROUPS GRUMBLE THAT THE FOREIGN COMPANIES ARE GETTING TOO GOOD A DEAL AT THE EXPENSE OF AZERBAIJAN. STILL THE GROWING CONFIDENCE IS HARD TO SUPPRESS.

    THAT GOES FOR OUTSIDERS, TOO. "CONSIDER THIS THE NEW CASABLANCA," SAY SOME ADVENTUROUS EXPATRIATES LURED TO BAKU BY THE GLAMOUR, INTRIGUE AND NO END OF GET RICH QUICK SCHEMES. "BAKU? THERE IS NOTHING LIKE IT," SAYS STEVE REMP, THE OUTSPOKEN CHAIRMAN OF REMCO OIL COMPANY WHO HAS VISITED THE CITY 85 TIMES.

    BUT CAN RUSSIA SPOIL THIS HAPPY VISION WITH ITS TRADITIONAL MEDDLING IN THE CAUCASUS? AZERIS ARE WARY BUT NOTE SOME EASING OF PRESSURE FROM THE GREAT POWER TO THE NORTH. IT IS NOT SO INSISTENT ON STATIONING TROOPS IN AZERBAIJAN, DISTRACTED AS IT IS BY MOSCOW'S TURBULENT POLITICS AND THE MISADVENTURE IN CHECHNYA. MOSCOW, MOREOVER, IS PARTICIPATING IN THE BAKU OIL PROJECT AND WILL BENEFIT FURTHER FROM THE PIPELINE RUNNING THROUGH RUSSIA TO THE BLACK SEA. A SECOND PIPELINE THROUGH GEORGIA WILL ASSURE A FLOW OF OIL OUTSIDE RUSSIA. A BRITISH OIL COMPANY EXECUTIVE SAYS THE LONGER THE PROCESS CONTINUES, THE HARDER IT WILL BE FOR RUSSIA TO MAKE TROUBLE.

    PRESIDING OVER THE BAKU BOOM IS THE MUCH ADMIRED PRESIDENT HEYDAR ALIYEV, WHO HAS MADE A SUCCESSFUL TRANSITION FROM POLITBURO MEMBER TO AZERI NATIONALIST. AZERIS SAY HE HAS KEPT MOSCOW AT BAY WHILE CULTIVATING GOOD RELATIONS WITH OTHER COUNTRIES -- ARMENIA APART -- WHERE THE IMPASSE OVER THE NAGORNO-KARABAKH ENCLAVE CONTINUES.

    FOR A POST-SOVIET STRONG MAN, PRESIDENT ALIYEV IS NOT OVERLY ROUGH ON OPPONENTS AND DISCOURAGES IDOLATRY. HIS PORTRAITS ARE SPARINGLY PLACED IN AZERBAIJAN, AND HE REJECTED A STATUE OF HIMSELF RATHER PRESUPTUOUSLY OFFERED BY SOME OIL COMPANIES.     K-D-P LEADER MASSOUD BARZANI HAS WARNED HE MAY CALL ON IRAQ'S HELP AGAIN TO PUSH THE P-U-K FORCES BACK, A REPEAT OF HIS CONTROVERSIAL ACTIONS LAST MONTH. THE K-D-P HAS JUSTIFIED ITS MOVE BY ACCUSING THE P-U-K FACTION OF USING IRANIAN MILITARY AID.

    THE UNITED STATES HAS WARNED BOTH FACTIONS AGAINST RELYING ON OUTSIDE HELP. THE TOP U-S MIDEAST OFFICIAL ROBERT PELLETREAU IS DUE TO MEET MR BARZANI IN TURKEY IN THE NEXT FEW DAYS.     TEXT: METIN GOKTEPE, A PHOTOGRAPHER FOR AN ISTANBUL NEWSPAPER, WAS DETAINED BY POLICE IN JANUARY WHILE COVERING THE FUNERAL OF TWO INMATES KILLED IN PRISON RIOTS. A DAY LATER, MR. GOKTEPE'S BODY WAS FOUND IN A NEARBY PARK. HIS FAMILY AND COLLEAGUES CHARGED THAT POLICE BEAT HIM TO DEATH.

    A JOURNALIST TESTIFIED AT THE OPENING OF THE MURDER TRIAL FRIDAY THAT POLICE BEAT OTHER DETAINEES UNTIL THEIR WOODEN BATONS BROKE.

    THOUSANDS OF OUTRAGED TURKS MARCHED AT MR. GOKTEPE'S FUNERAL IN JANUARY, AND TURKISH NEWSPAPERS PUBLISHED A MORGUE PHOTOGRAPH OF HIS BATTERED BODY. WITNESSES CAME FORWARD TO IDENTIFY POLICE OFFICERS THEY SAID HAD BEATEN THE JOURNALIST. BOWING TO MOUNTING PUBLIC PRESSURE, THE TURKISH GOVERNMENT LAUNCHED AN INVESTIGATION AND PRESSED MURDER CHARGES AGAINST THE POLICE OFFICERS.

    IT WAS A RARE MOVE BY THE GOVERNMENT AGAINST LAW ENFORCEMENT OFFICIALS, WHOM HUMAN RIGHTS GROUPS CHARGE ARE USUALLY SHIELDED FROM PUNISHMENT FOR ALLEGED ABUSES. EIGHTEEN OTHER JOURNALISTS HAVE BEEN KILLED IN TURKEY SINCE 1992. AND WHILE SECURITY FORCES HAVE BEEN BLAMED FOR SOME OF THE DEATHS, NO OFFICERS HAVE BEEN PROSECUTED UNTIL NOW. THE OFFICERS CHARGED IN THE GOKTEPE CASE COULD FACE UP TO 15 YEARS IN PRISON IF CONVICTED.

    IN A REPORT ISSUED EARLIER THIS MONTH, "AMNESTY INTERNATIONAL" CHARGED THAT TORTURE AND EXTRAJUDICIAL KILLINGS WERE WIDESPREAD POLICE PRACTICES IN TURKEY. THE U-S STATE DEPARTMENT, IN ITS LATEST HUMAN RIGHTS REPORT ON TURKEY, SAID THE CLIMATE OF IMPUNITY WAS PROBABLY THE SINGLE BIGGEST OBSTACLE TO CURBING ABUSES.

    PUBLIC INTEREST IN THE GOKTEPE CASE IS RUNNING SO HIGH THAT AUTHORITIES MOVED THE TRIAL 800 KILOMETERS FROM ISTANBUL FOR SECURITY REASONS. EVEN SO, THE TRIAL JUDGE WAS FORCED TO SHIFT THE PROCEEDINGS TO A SPORTS HALL FRIDAY AFTER HUNDREDS OF SPECTATORS SHOWED UP.

    AMONG THOSE WATCHING WAS A MEMBER OF THE EUROPEAN PARLIAMENT, WHICH HAS THREATENED TO HALT FINANCIAL AID TO TURKEY AS PUNISHMENT FOR ALLEGED HUMAN RIGHTS FAILINGS.
