    INTRO: THE PRO-WESTERN RULING DEMOCRATIC PARTY IN ALBANIA IS SAID TO HAVE WON ALL PARLIAMENTARY SEATS INVOLVED IN A THIRD ROUND OF VOTING IN THE COUNTRY'S DISPUTED GENERAL ELECTION. THE DEMOCRATIC PARTY'S VICTORY APPEARS QUITE PROBABLE SINCE MOST OPPOSITION PARTIES BOYCOTTED THE VOTING. V-O-A'S CENTRAL EUROPEAN CORRESPONDENT, WAYNE COREY, REPORTS.

    TEXT: SEVENTEEN PARLIAMENTARY SEATS WERE AT STAKE IN SUNDAY'S ELECTION. REPEAT VOTING IN THOSE CONSTITUENCIES WAS ORDERED BY ALBANIAN PRESIDENT SALI BERISHA FOLLOWING COMPLAINTS OF WIDESPREAD IRREGULARITIES IN EARLIER BALLOTING.

    BUT THE SOCIALIST PARTY OF FORMER COMMUNISTS AND OTHER OPPOSITION PARTIES AND MOST OF THEIR SUPPORTERS DID NOT PARTICIPATE IN THE LATEST BALLOTING. MOST OPPOSITION PARTIES WITHDREW FROM THE ELECTION EVEN BEFORE THE FIRST ROUND WAS OVER.

    THEIR COMPLAINTS OF SERIOUS AND WIDESPREAD ELECTION FRAUD BY THE GOVERNMENT HAVE BEEN SUPPORTED BY THE ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE.

    THE O-S-C-E CHAIRMAN DEPLORED THE WAY THE ELECTION HAS BEEN HELD AND HAD CALLED FOR REPEAT VOTING IN THE CONSTITUENCIES IN WHICH THE WORST IRREGULARITIES OCCURRED.

    IT IS NOT YET KNOWN IF THE O-S-C-E OR ITS CHAIRMAN WILL HAVE ANYTHING MORE TO SAY ABOUT THE ELECTION WHICH WILL CLEARLY LEAVE OPPOSITION PARTIES DEEPLY DISSATISFIED.

    THE RULING DEMOCRATIC PARTY'S ELECTION VICTORY GIVES THE PARTY MORE THAN A TWO-THIRDS MAJORITY IN THE ALBANIAN PARLIAMENT. THIS MEANS PRESIDENT BERISHA COULD OBTAIN PARLIAMENTARY APPROVAL FOR A NEW CONSTITUTION THAT WOULD STRENGTHEN HIS POWER.
