    VOICE: "THE F-B-I CAMPAIGN HAS BEEN RUNNING IN VIETNAMESE-LANGUAGE NEWSPAPERS IN A NUMBER OF AREAS, INCLUDING ORANGE COUNTY (CALIFORNIA), WHICH HAS ABOUT 100-THOUSAND VIETNAMESE AND VIETNAMESE AMERICAN RESIDENTS DIVIDED BETWEEN SUPPORTERS AND OPPONENTS OF CLOSER RELATIONS WITH THE COMMUNISTS GOVERNING VIETNAM. CLEARLY, ADS LIKE THESE CAN ENCOURAGE SUSPICIONS THAT THERE IS A COMMUNIST UNDER EVERY BED... LET'S BE CLEAR. CONCERNS ARE REAL.     INTRO: THE STATE DEPARTMENT HAS ISSUED ITS ANNUAL REVIEW OF THE WORLD'S HUMAN RIGHTS PERFORMANCE. RON PEMSTEIN REPORTS FROM THE STATE DEPARTMENT BOTH SERBS AND CROATS CAME IN FOR HEAVY CRITICISM.

    TEXT: ALL SIDES COMMITTED HUMAN RIGHTS ABUSES IN BOSNIA, THE STATE DEPARTMENT SAYS IN ITS 1995 REPORT, BUT THE SERBS ARE HELD RESPONSIBLE FOR THE OVERWHELMING MAJORITY OF ABUSES. THE STATE DEPARTMENT BLAMES THE SERBS IN BOSNIA FOR MASS MURDER, ETHNIC CLEANSING AND ATTACKS ON CIVILIAN AREAS BEFORE THE DAYTON PEACE AGREEMENT.

    SECRETARY OF STATE WARREN CHRISTOPHER SAYS HUMAN RIGHTS WAS GIVEN A PROMINENT POSITION IN BRINGING THE FIGHTING TO AN END.

    IN THE BOSNIA NEGOTIATIONS AT DAYTON, I CAN TELL YOU THAT THE HUMAN RIGHTS ISSUE PLAYED A ROLE WHICH I BELIEVE IS ALMOST WITHOUT PRECEDENT IN AMERICAN DIPLOMACY. THE PEACE TREATY IS UNIQUE BECAUSE IT COMMITS EACH PARTY TO HELP US ACCOUNT FOR PAST WAR CRIMES OR ABUSES.

    THE STATE DEPARTMENT REPORT DETAILS THE SERB MASSACRES AT SREBRENICA AND ZEPA LAST JULY, ESTIMATING THAT SEVEN THOUSAND PEOPLE REMAIN UNACCOUNTED FOR AND ARE PRESUMED DEAD IN WHAT THE STATE DEPARTMENT CALLS MASS KILLINGS PLANNED WELL IN ADVANCE.

    THE CROATIAN GOVERNMENT IS BLAMED FOR KILLING THREE HUNDRED TO FIVE HUNDRED PEOPLE IN AREAS OF CROATIA RECLAIMED FROM THE SERBS. MOST OF THE KILLINGS WERE ETHNICALLY MOTIVATED, THE STATE DEPARTMENT SAYS, AND OCCURRED LONG AFTER MILITARY OFFENSIVES WERE OVER. THE REPORT ALSO DETAILS KILLINGS CARRIED OUT BY SERBS IN EASTERN CROATIA AND ACCUSES THE CROATIAN SERBS OF TORTURE AND ABUSES.

    THE BOSNIAN CROATS ARE BLAMED FOR HUMAN RIGHTS ABUSES INCLUDING THEIR SCORCHED EARTH CAMPAIGN IN BOSNIAN AREAS TO BE TURNED OVER TO THE SERBS. THE STATE DEPARTMENT CITES RELIABLE REPORTS THAT BOSNIAN CROAT FORCES OCCASIONALLY KILLED SERB CIVILIANS, MOSTLY ELDERLY MEN BUT ALSO WOMEN AND CHILDREN WHO WERE UNABLE TO FLEE WHEN THEIR TOWNS WERE SHELLED.

    WHILE THE CROATIAN GOVERNMENT IS BLAMED FOR FLAGRANT VIOLATIONS OF HUMAN RIGHTS DURING MILITARY OPERATIONS LAST MAY AND AUGUST, THE STATE DEPARTMENT SAYS THE SERBIAN GOVERNMENT'S HUMAN RIGHTS RECORD CONTINUES TO BE POOR.

    THE REPORT SAYS SERBIAN POLICE CARRY OUT AND CONDONE TORTURE, BRUTAL BEATINGS AND ARBITRARY ARREST. THE STATE DEPARTMENT ACCUSES THE POLICE OF CONDUCTING REPRESSION AGAINST ALBANIANS IN KOSOVO AND AGAINST MUSLIMS IN THE SANDZAK REGION. USE OF FORCE IN BOTH KOSOVO AND SANDZAK, THE STATE DEPARTMENT SAYS, IS BOTH ROUTINE AND CAPRICIOUS. (SIGNED)

    INTRO: BOSNIAN FEDERATION POLICE HAVE TAKEN OVER ANOTHER SERB SUBURB OF SARAJEVO, HADZICI. BUT THE MOVE WAS MARRED HOURS BEFORE THE HAND-OVER WAS TO TAKE PLACE WHEN UN-AUTHORIZED CROAT POLICE MOVED INTO THE AREA. DAVID FOLEY IN SARAJEVO REPORTS INTERNATIONAL POLICE AND NATO OFFICIALS HAD TO THREATEN TO USE FORCE TO EXPEL THE CROATS.

    TEXT: HADZICI IS THE THIRD SERB-HELD SUBURB OF SARAJEVO TO BE HANDED OVER TO POLICE FROM THE MUSLIM-CROAT FEDERATION. THE NEW FEDERATION POLICE WERE DUE TO MOVE INTO HADZICI WEDNESDAY. BUT LATE TUESDAY ABOUT 20 UNAUTHORIZED CROAT POLICE MOVED INTO HADZICI'S POLICE STATION.

    U-N OFFICIALS SAID THE MEN WORE CROATIAN POLICE UNIFORMS AND SAID THEY CLAIMED TO BE FROM MOSTAR. BUT THE CROATIAN GOVERNMENT LATER DENIED THE MEN WERE CROATIAN POLICE.

    DURING THE NIGHT, THE INTERNATIONAL POLICE COMMISSIONER IN BOSNIA CALLED FOR THE ASSISTANCE OF NATO TROOPS, AND THREATENED TO ASK NATO TO USE MILITARY FORCE TO EXPEL THEM. EARLY WEDNESDAY, THE CROATS LEFT AFTER NATO TROOPS MADE A STRONG SHOW OF FORCE.

    THE NATO SPOKESMAN, MAJOR SIMON HASELOCK, CONDEMNED THE INCIDENT.

    THE HEAD OF THE INTERNATIONAL POLICE FORCE IN HADZICI, ZBIGNIEW SOWINSKI, SAID EVERYTHING WOULD BE DONE TO PROTECT THE SERBS WHO CHOSE TO REMAIN IN THE SUBURB.

    THE GUIDELINES DEAL WITH HOW NATO CAN ASSIST THE INVESTIGATION OF WAR CRIMES, THE DETENTION OF ALLEGED WAR CRIMINALS, REFUGEE REPATRIATIONS, AND THE HOLDING OF FREE AND FAIR ELECTIONS IN BOSNIA.

    RUSSIA'S BACKING OF THE GUIDELINES ON THE NATO-LED INTERNATIONAL PEACE FORCE'S RELATIONS WITH THE INTERNATIONAL WAR CRIMES TRIBUNAL IN THE HAGUE IS, APPARENTLY, STILL NEEDED.

    THE INTERNATIONAL COMMUNITY IS FINDING IT OCCASIONALLY MUST HAVE MILITARY MUSCLE BEHIND IT TO ENSURE MUSLIM, SERB, OR CROAT COMPLIANCE WITH CIVIL ASPECTS OF THE BOSNIAN PEACE AGREEMENT.

    THAT NEED HAS BEEN DEMONSTRATED ONCE AGAIN BY AN INCIDENT THAT PRECEDED THE HANDOVER OF THE THIRD OF FIVE SERB-HELD SARAJEVO SUBURBS THAT ARE TO REVERT TO MUSLIM-CROAT FEDERATION CONTROL. ABOUT 20 ETHNIC CROAT POLICEMEN ENTERED THE SUBURB OF HADZICI WITHOUT APPROVAL HOURS BEFORE FEDERATION POLICE MOVED IN. NATO AND UNITED NATIONS OFFICIALS SAY THE POLICEMEN, WHO WENT INTO HADZICI ON THEIR OWN ,WERE FROM CROATIA. THE CROATIAN NEWS AGENCY (HINA) ALSO SAYS THEY WERE CROATIANS, BUT A POLICE SPOKESMAN IN ZAGREB DENIES IT.

    IN ANY CASE, NATO SOLDIERS WERE CALLED TO THE SCENE. THE ETHNIC CROAT POLICEMEN WERE TOLD TO GET OUT OF HADZICI OR NATO WOULD FORCE THEM OUT. THE UNAUTHORIZED POLICEMEN FINALLY WITHDREW PEACEFULLY.

    THIS SHOULD HAVE BEEN A PROBLEM FOR THE INTERNATIONAL POLICE FORCE IN BOSNIA TO RESOLVE. BUT THE INTERNATIONAL FORCE, WHICH IS UNDER U-N CONTROL, IS UNARMED AND TOO SMALL TO BE ABLE TO CARRY OUT ITS MANDATE EFFECTIVELY.

    THE PROBLEM WITH THE ETHNIC CROAT POLICEMEN SYMBOLIZES SIGNIFICANT CONTINUING DIFFERENCES BETWEEN MUSLIMS AND CROATS IN BOSNIA-HERZEGOVINA.

    THE CROAT HEAD OF THE MUSLIM-CROAT FEDERATION, KRESIMIR ZUBAK, WAS RECENTLY QUOTED AS SAYING THESE DIFFERENCES COULD LEAD TO RENEWED WARFARE IF THEY ARE NOT RESOLVED. (SIGNED)

    TEXT: NATO OFFICIALS HAVE MADE IT CLEAR THE MAIN TASK FOR THE MILITARY FORCE IS THE IMPLEMENTATION OF THE DAYTON PEACE ACCORD. THIS INVOLVES KEEPING THE WARRING FACTIONS SEPARATE, AND OVERSEEING THE DEMILITARIZATION OF THE WAR-RAVAGED COUNTRY. BUT, THEY SAY THERE ARE OCCASIONS WHEN THE PEACE IMPLEMENTATION FORCE, KNOWN AS I-FOR, CAN LEND A HAND TO THE CIVILIAN SIDE OF THE BOSNIA OPERATION. THEY SAY SUCH ASSISTANCE WILL BE GIVEN ON A CASE-BY-CASE BASIS, IF THE MILITARY CAN SPARE THE RESOURCES.

    HELP COULD BE GIVEN WITH LOGISTICS, ESCORTING CIVILIAN TEAMS, IN DETAINING OR GUARDING WAR CRIMINALS, OR PATROLLING THE SITES OF SUSPECTED MASS GRAVES.

    THERE COULD ALSO BE LOGISTICS OR SECURITY HELP WITH THE ELECTIONS PLANNED FOR LATER THIS YEAR IN BOSNIA-HERZEGOVINA.

    THE UNITED STATES IS REPORTED TO HAVE BEEN CAUTIOUS ABOUT ANY BIG CHANGE IN THE ROLES AND GUIDELINES FOR THE NATO-LED MILITARY FORCE. BUT, THE UNITED STATES IS BELIEVED TO BE HAPPY WITH THE NEW AGREEMENT. THE TOP U-S COMMANDER IN EUROPE, GENERAL GEORGE JOULWAN, HAS BEEN INVOLVED IN THE DISCUSSIONS.

    HE SAYS THERE WILL BE MORE AREAS WHERE THE MILITARY WILL BE ASKED TO ASSIST, AND HE DOES NOT WANT THE TROOPS TO STAND IDLY BY IF THEY CAN BE OF USE -- AND CAN BE SPARED.
