BY STAYING AWAY FROM THE MILITARY TALKS, THE SERBS HAVE FAILED THE FIRST TEST OF A RENEWED COMMITMENT TO FULLY IMPLEMENT THE BOSNIAN PEACE AGREEMENT -- A PROMISE MADE AT THE WEEKEND SUMMIT IN ROME. THE BOYCOTT MEANS BOSNIAN-SERB POLITICAL LEADERS AND THE SERBIAN PRESIDENT, SLOBODAN MILOSEVIC, ARE EITHER NOT WILLING OR NOT ABLE TO PERSUADE THE BOSNIAN-SERB ARMY TO COMPLY WITH THE PEACE TREATY.
