MEANWHILE, NATO SAYS ALL SIDES ARE COMPLYING WITH A SATURDAY MIDNIGHT DEADLINE TO WITHDRAW THEIR MILITARY FORCES FROM TERRITORY TO BE EXCHANGED BETWEEN THE SIDES, BUT THE BOSNIAN GOVERNMENT IS OBJECTING TO PART OF THE PLAN. DAVID FOLEY REPORTS FROM SARAJEVO. TEXT: IT'S THE FIRST TIME AN AMERICAN SOLDIER HAS BEEN KILLED IN BOSNIA. ON SATURDAY AFTERNOON, THE SOLDIER WAS APPARENTLY PERFORMING A ROUTINE DUTY, MANNING A CHECKPOINT 40 KILOMETERS NORTH OF TUZLA, WHEN HE APPARENTLY STEPPED ON THE LAND-MINE. HE WAS AIRLIFTED TO A U-S FIELD HOSPITAL JUST ACROSS THE BORDER IN CROATIA, BUT DOCTORS WERE NOT ABLE TO SAVE HIM. ELSEWHERE IN BOSNIA, NATO COMMANDERS SAY ALL SIDES ARE COMPLYING WITH THE SATURDAY MIDNIGHT DEADLINE TO WITHDRAW THEIR FORCES FROM TERRITORY THAT IS TO BE EXCHANGED BETWEEN THE SIDES. UNDER THE DAYTON AGREEMENT THE PARTY'S MILITARY FORCES MUST STAY OUT OF THEIR NEWLY-GAINED TERRITORY FOR THE NEXT 45 DAYS, BUT POLICE AND CIVILIAN AUTHORITIES CAN MOVE IN IMMEDIATELY, EXCEPT IN SERB-HELD AREAS AROUND SARAJEVO. THE INTERNATIONAL OFFICIALS IN CHARGE OF THE CIVILIAN SIDE OF THE PEACE ACCORD SAY ALL SIDES AGREED TO LET ARMED SERB POLICE REMAIN IN THE SERB AREAS OF THE BOSNIAN CAPITAL DURING THE 45-DAY TRANSITION PERIOD TO BOSNIAN GOVERNMENT RULE. THE OFFICIALS WANT TIME TO CONVINCE SERB CIVILIANS THEY'LL BE SAFE IN GOVERNMENT HANDS IN AN EFFORT TO PREVENT AN EXODUS OF TENS OF THOUSANDS OF SERBS, AND THE POSSIBLE DESTRUCTION OF SERB AREAS. LATE SATURDAY, IN A SURPRISE ANNOUNCEMENT, THE BOSNIAN GOVERNMENT SUDDENLY REJECTED THE PLAN, INSISTING NATO SHOULD FORCE SERB POLICE OUT THE SERB AREAS IMMEDIATELY. DIPLOMATIC SOURCES HERE SAY THE DEMAND IS LIKELY TO FALL ON DEAF EARS (OR BE IGNORED). (SIGNED) NEB/DF/SKH [02] CHRISTOPHER-BOSNIA (L-ONLY) BY RON PEMSTEIN (SARAJEVO)DATE=2/3/96TYPE=CORRESPONDENT REPORT NUMBER=2-192220 CONTENT= VOICED AT: INTRO: SECRETARY OF STATE WARREN CHRISTOPHER HAS MADE HIS FIRST TRIP TO BOSNIA, VISITING AMERICAN PEACE-KEEPING TROOPS IN TUZLA AND THEN MEETING WITH BOSNIAN GOVERNMENT LEADERS IN SARAJEVO. RON PEMSTEIN REPORTS FROM THE BOSNIAN CAPITAL, MR. CHRISTOPHER SAW HIS DIPLOMACY IN ACTION. TEXT: THE ARCHITECT OF THE BOSNIA PEACE TREATY HAS FINALLY COME TO SEE HIS HANDIWORK IN ACTION. SECRETARY OF STATE WARREN CHRISTOPHER MADE FOUR TRIPS TO DAYTON, OHIO TO ACHIEVE THE AGREEMENT AND EIGHT HOURS TO TOUR SOME OF THE TREATY'S ACHIEVEMENTS AND THE REMAINING PROBLEMS. ON THE DAY WHEN THE BOSNIAN MUSLIMS, SERBS AND CROATS WERE TO VACATE TERRITORIES THEY WERE REQUIRED TO LOSE UNDER THE AGREEMENT, THE SECRETARY OF STATE WAS PLEASED TO HEAR THAT ALL THE MILITARY REQUIREMENTS IN THE AGREEMENT HAVE BEEN COMPLIED WITH. BOSNIAN PRESIDENT ALIJA IZETBEGOVIC COMPLAINS THAT SERB POLICEMEN STILL PATROL SERB SUBURBS OF SARAJEVO. THE AGREEMENT PROVIDES A TRANSITION PERIOD OF ANOTHER 45 DAYS BEFORE THE SIDES REGAINING TERRITORY CAN TAKE CONTROL OF THEM. U-S OFFICIALS BLAME THE INTERIM PROBLEM ON MISCOMMUNICATION AND EXPRESS CONFIDENCE THE DISPUTE WILL BE SETTLED IN THE NEXT FEW DAYS. NATO'S IMPLEMENTATION FORCE IS SUPPOSED TO PROVIDE SECURITY FOR THE TRANSITION. SECRETARY OF STATE CHRISTOPHER MADE SURE TO FOLLOW PRESIDENT CLINTON AND DEFENSE SECRETARY WILLIAM PERRY BY VISITING TUZLA AIR BASE, THE HEADQUARTERS FOR THE AMERICAN CONTINGENT OF NATO TROOPS IN NORTHEAST BOSNIA. SECRETARY OF STATE CHRISTOPHER TOLD THE SOLDIERS, HIS MISSION THIS WEEKEND WAS TO GET THE BALKAN LEADERS TO COMPLY WITH EVERY AGREEMENT THEY MADE LAST NOVEMBER IN DAYTON. /// CHRISTOPHER ACT ///MY MESSAGE TO EACH OF THEM WILL BE THE SAME. EVERY SINGLE PROVISION OF THE DAYTON ACCORD HAS GOT TO BE IMPLEMENTED. THEY ARE NOT DEPENDENT UPON EACH OTHER. IT'S AN OBLIGATION OF EACH OF THE PRESIDENTS TO CARRY OUT PROVISIONS OF THE DAYTON ACCORD AND WE INTEND TO SEE THAT THEY DO IT. IF THEY DON'T DO IT, THEY WON'T HAVE THE BENEFITS THAT COME UNDER THE AGREEMENT. /// END ACT ///THE SECRETARY OF STATE TAKES HIS MISSION TO BELGRADE SUNDAY TO GET SERBIAN PRESIDENT SLOBODAN MILOSEVIC TO BEGIN TO COOPERATE WITH THE INTERNATIONAL WAR CRIMES TRIBUNAL IN THE HAGUE BY TURNING OVER INDICTED SERBS FOR PROSECUTION. HE MADE A SIMILAR EFFORT WITH CROATIAN PRESIDENT FRANJO TUDJMAN, FRIDAY NIGHT, IN ZAGREB WITH REGARD TO INDICTED CROATS. IN RETURN, PRESIDENT TUDJMAN PROMISES NEW LEGISLATION TO PRODUCE COOPERATION WITH THE TRIBUNAL. HERE IN SARAJEVO, U-S OFFICIALS SAY SECRETARY OF STATE CHRISTOPHER PUSHED PRESIDENT IZETBEGOVIC HARD TO COMPLY WITH TWO CIVILIAN ISSUES THAT HAVE MISSED THEIR DAYTON IMPOSED DEADLINES: THE EXCHANGE OF PRISONERS OF WAR AND THE REMOVAL OF ALL FOREIGN FORCES FROM BOSNIA. PRESIDENT IZETBEGOVIC PLEDGED HIS GOVERNMENT WILL FULFILL ITS OVERDUE COMMITMENTS. AS SECRETARY OF STATE CHRISTOPHER PLANTED A DOGWOOD TREE AT THE AMERICAN EMBASSY IN HONOR OF ROBERT FRASURE, THE AMERICAN NEGOTIATOR KILLED IN AN ACCIDENT HERE LAST AUGUST, HE EXPRESSED HOPE BOSNIA WILL EMERGE FROM THESE INITIAL PROBLEMS OF CIVILIAN IMPLEMENTATION. /// CHRISTOPHER ACT ///HERE WE ARE AT D-PLUS 45 (OR 45 DAYS AFTER THE DAYTON ACCORD) AND WE HAVE A GOOD REPORT CARD. THERE ARE MANY DIFFICULT DAYS AHEAD, OF COURSE. PEACE, TRUE PEACE IS NOT HERE BUT THE WAR IS DRAWING TO A CLOSE AND THE MIRACLE OF NORMAL LIFE IS, LITTLE-BY-LITTLE, RETURNING TO THIS BEAUTIFUL BUT TRAGIC COUNTRY. /// END ACT ///MR. CHRISTOPHER LEAVES BELGRADE FOR JERUSALEM SUNDAY EVENING TO RETURN TO HIS CURRENT PREOCCUPATION, THE MIDDLE EAST PEACE PROCESS. THIS WILL BE 17TH MIDDLE EAST PEACE MISSION SINCE HE TOOK OFFICE. RON PEMSTEIN REPORTS FROM ZAGREB ON THE MESSAGE HE WILL BE CARRYING TO BOSNIA. TEXT: SECRETARY OF STATE CHRISTOPHER SAYS HIS FIRST VISIT TO BOSNIA IS MEANINGFUL BECAUSE THE WAR THERE HAS PREOCCUPIED THE CLINTON ADMINISTRATION SINCE ITS FIRST DAYS IN OFFICE. HE NOW WANTS TO MAKE SURE THE PEACE AGREEMENT IS CARRIED OUT FULLY. THE SECRETARY OF STATE WANTS TO HEAR THE BOSNIAN GOVERNMENT'S JUSTIFICATION FOR KEEPING SERB PRISONERS OF WAR AND FOR NOT EXPELLING THE REMAINING FOREIGN FORCES FROM ITS COUNTRY. BESIDES MEETING PRESIDENT ALIJA IZETBEGOVIC AND THE NEW PRIME MINISTER HASAN MURATOVIC, MR. CHRISTOPHER WILL ADDRESS A JOINT SESSION OF BOSNIAN MUSLIMS AND SERBS, INCLUDING MAYORS FROM BOTH NATIONALITIES. BEFORE FLYING TO SARAJEVO, MR. CHRISTOPHER RECEIVES A BRIEFING FROM THE COMMANDER OF AMERICAN NATO FORCES IN TUZLA AND TOURS THE OBSERVATION POSTS PATROLLED BY AMERICAN SOLDIERS. THE SECRETARY OF STATE WILL SPEAK TO THE TROOPS BUT HE SAYS HIS VISITS TO CROATIA, BOSNIA AND SERBIA ARE TO INVESTIGATE CIVILIAN IMPLEMENTATION OF THE PEACE AGREEMENT. MINUTES AFTER ARRIVING HERE IN ZAGREB, FRIDAY NIGHT, THE SECRETARY OF STATE MET WITH CROATIAN PRESIDENT FRANJO TUDJMAN TO URGE HIM TO COOPERATE WITH WAR CRIMES TRIBUNAL FOR BOSNIA AND TO REFRAIN FROM MILITARY ACTION TO RECAPTURE EASTERN SLAVONIA, ON CROATIA'S BORDER WITH SERBIA. RON PEMSTEIN REPORTS FROM ZAGREB, HE PRESSED CROATIAN PRESIDENT FRANJO TUDJMAN TO RESPECT THE DAYTON PEACE AGREEMENT. TEXT: PRESIDENT TUDJMAN HAS TOLD SECRETARY OF STATE WARREN CHRISTOPHER CROATIA WILL SOON PASS LEGISLATION TO IMPROVE COOPERATION WITH THE BOSNIA WAR CRIMES TRIBUNAL IN THE HAGUE. THUS FAR, CROATIA HAS NOT MADE ANY BOSNIAN CROATS INDICTED BY THE TRIBUNAL AVAILABLE FOR PROSECUTION. THE CROATIAN LEADER, SPEAKING THROUGH AN INTERPRETER, SAYS CROATIA WILL ADJUST ITS POLICY. /// TUDJMAN W/ INTERPRETER ACT ///THE CROATIAN GOVERNMENT IS NOW PREPARING A BILL WHICH WILL BE SUBMITTED TO PARLIAMENT SO THAT WE CAN FULLY COMPLY AND PROVIDE FOR COOPERATION WITH THE HAGUE TRIBUNAL. /// END ACT ///U-S OFFICIALS SAY IT IS NOT CLEAR IF CROATIA WILL ALLOW THE EXTRADITION OF SUSPECTS OR MERELY PROVIDE FOR LOCAL TRIALS. U-S OFFICIALS INSIST LOCAL TRIALS ARE NOT ACCEPTABLE UNDER THE DAYTON PEACE AGREEMENT. SECRETARY OF STATE CHRISTOPHER IS HOPEFUL CROATIA AND SERBIA WILL AGREE TO THE PEACEFUL RESTORATION OF CROATIAN SOVEREIGNTY OVER SERBIAN-OCCUPIED EASTERN SLAVONIA. PRESIDENT TUDJMAN SAYS HE IS PLEASED WITH THE DAYTON FORMULA FOR A TRANSITION PERIOD AND CROATIA WILL NOT RESORT TO OTHER, MORE FORCEFUL MEASURES AS LONG AS SERBIA COOPERATES. RON PEMSTEIN REPORTS FROM ZAGREB. TEXT: SECRETARY OF STATE CHRISTOPHER MAKES BELGRADE THE LAST STOP ON HIS BALKAN TOUR AS HE PRESSES SERBIAN PRESIDENT SLOBODAN MILOSEVIC TO COOPERATE WITH THE INTERNATIONAL WAR CRIMES TRIBUNAL IN THE HAGUE. SINCE THE DAYTON PEACE AGREEMENT, SERBIA HAS MADE NO ATTEMPT TO MAKE BOSNIAN SERB LEADERS RADOVAN KARADZIC AND GENERAL RATKO MLADIC AVAILABLE FOR PROSECUTION BY THE TRIBUNAL. ON THE OTHER HAND, MR. CHRISTOPHER IS EXPECTED TO THANK PRESIDENT MILOSEVIC FOR HIS ASSISTANCE TO STATE DEPARTMENT OFFICIAL JOHN SHATTUCK IN HIS VISIT TO SUSPECTED MASSACRE SITES AROUND SERBIAN- CONTROLLED SREBRENICA IN EASTERN BOSNIA. IN HIS PREVIOUS VISITS TO ZAGREB AND SARAJEVO, MR. CHRISTOPHER HAS BEEN EMPHASIZING THE NEED FOR THE BALKAN PRESIDENTS TO CARRY OUT ALL PROVISIONS OF THE BOSNIA PEACE AGREEEMENT, NOT JUST THE POINTS THEY AGREE WITH. THE SECRETARY OF STATE ISSUED A WRITTEN STATEMENT EXPRESSING HIS SADNESS OVER THE DEATH OF AN AMERICAN SOLDIER NORTH OF TUZLA ON THE SAME DAY HE VISITED OTHER U-S TROOPS AT TUZLA AIR BASE. MR. CHRISTOPHER SAYS HE IS PLEASED WITH THE MILITARY COMPLIANCE WITH THE BOSNIA PEACE AGREEMENT BUT HE HAS ONLY PROMISES FROM BOSNIAN AND CROATIAN LEADERS TO IMPROVE THEIR COOPERATION ON WAR CRIMES INVESTIGATIONS, THE RELEASE OF WAR PRISONERS AND THE REMOVAL OF FOREIGN FORCES FROM BOSNIA. MR. CLINTON'S DECISION TO SEND AMERICAN TROOPS TO BOSNIA HAS BEEN ONE OF HIS MOST UNPOPULAR SINCE BECOMING PRESIDENT, AND HE IS WELL AWARE THAT IF AMERICAN CASUALTIES INCREASE, HIS CHANCES FOR RE-ELECTION CAN ONLY DECREASE. /// REST OPT FOR LONG ///MR. CLINTON SAYS THE UNITED STATES WILL CONTINUE TO TAKE EVERY PRECAUTION TO PROTECT AMERICAN TROOPS IN BOSNIA, ADDING THAT U-S COMMANDERS HAVE PROVIDED THEIR SOLDIERS WITH WHAT HE SAYS IS THE FINEST TRAINING AND EQUIPMENT TO CONFRONT THE CHALLENGE THERE. MR. SOLANA MADE THE COMMENTS ON THE SIDELINES OF AN INTERNATIONAL SECURITY CONFERENCE IN MUNICH, GERMANY. VOA'S KYLE KING REPORTS. TEXT: SPEAKING TO REPORTERS AT A JOINT NEWS CONFERENCE WITH NATO MILITARY COMMANDER GENERAL GEORGE JOULWAN, MR. SOLANA SAID NATO WILL GUARANTEE THAT EVIDENCE IN BOSNIA WILL BE MAINTAINED SO THE INTERNATIONAL WAR CRIMES TRIBUNAL CAN OPERATE. ALTHOUGH THE MONITORING OF SUSPECTED MASS GRAVES IN BOSNIA WAS NEVER PART OF THE ORIGINAL NATO MANDATE, MR. SOLANA SAID NATO TROOPS WILL MONITOR AND REPORT ANY SUSPICIOUS ACTIVITIES NEAR THE SITES. HE REFUSED TO SAY EXACTLY WHAT NATO TROOPS WOULD BE DOING TO MAINTAIN EVIDENCE OF POSSIBLE WAR CRIMES, BUT HE ONCE AGAIN SAID THEY WOULD DETAIN ANY INDICTED WAR CRIMINALS THEY COME IN CONTACT WITH. MR. SOLANA'S COMMENTS CAME AS U-N HUMAN RIGHTS OFFICIALS WERE EXAMINING SUSPECTED MASS GRAVE SITES IN BOSNIA. FRIDAY, EXPERTS UNCOVERED SOME OF THE GRISLY REMAINS OF WAR VICTIMS BELIEVED KILLED IN 1992. SUNDAY, U-N HUMAN RIGHTS ENVOY ELIZABETH REHN IS EXPECTED TO TRAVEL TO THE FORMER U-N SAFE ZONE OF SREBRENICA, WHERE THOUSANDS OF MUSLIM MEN HAVE BEEN MISSING SINCE THE AREA WAS OVERRUN BY SERB FORCES. MOST OF THE MISSING ARE BELIEVED TO HAVE BEEN KILLED AND BURIED IN MASS GRAVES. (SIGNED) NEB/KBK/DW/GPT |
