    INTRO: SECRETARY OF STATE WARREN CHRISTOPHER SAYS HE EXPECTS SERBIAN PRESIDENT SLOBODAN MILOSEVIC AND OTHER SIGNATORIES TO THE BOSNIAN PEACE AGREEMENT TO ENSURE U-S AND OTHER PEACEKEEPING TROOPS WILL NOT BE PUT AT RISK. CORRESPONDENT JANE BERGER REPORTS MR. CHRISTOPHER AND OTHER TOP U-S OFFICIALS WERE QUESTIONED ABOUT THE SITUATION IN BOSNIA IN A SERIES OF (SUNDAY) U-S TELEVISION INTERVIEWS.

    TEXT: SECRETARY OF STATE CHRISTOPHER SAID THERE CAN BE NO ADJUSTMENTS TO THE BOSNIAN PEACE ACCORD, DESPITE THE FACT SOME SERBIAN FORCES ARE UNHAPPY WITH SOME OF THE AGREEMENT'S PROVISIONS. MR. CHRISTOPHER SAID HE EXPECTS SERBIAN PRESIDENT SLOBODAN MILOSEVIC TO ENSURE BOSNIAN-SERB FORCES ABIDE BY THE PEACE ACCORD.

BUT EACH OF THE THREE PRESIDENTS HAVE COMMITTED THEMSELVES TO CARRY OUT THIS AGREEMENT, AND WE EXPECT THEM TO DO SO.

    IN A SEPARATE INTERVIEW, TOP U-S MILITARY LEADER, GENERAL JOHN SHALIKASHVILI, SAID HE DOES NOT BELIEVE THE PARTIES TO THE AGREEMENT WILL BREAK THE ACCORD. BUT THE GENERAL SAID THE PEACEKEEPING TROOPS -- KNOWN AS THE I-FOR FORCE -- WILL HAVE THE MILITARY POWER NECESSARY TO DEAL WITH ANY UNITS REFUSING TO ABIDE BY THE PEACE AGREEMENT.

    WHAT IS MORE LIKELY TO OCCUR IS SOME ROGUE ELEMENTS HERE OR THERE REFUSE TO GO ALONG WITH ONE PARTICULAR PART OF THE IMPLEMENTATION, WHETHER THAT IS A PARTICULAR ADJUSTMENT OF A NEW LINE BETWEEN THEM OR WHATNOT, AND THAT SOME SHOOTING BREAKS OUT. THEN THE I-FOR FORCE WILL BE PREPARED TO DEAL WITH THAT, AND IF NECESSARY, THROUGH THE USE OF FORCE AND IF THEY DEEM IT APPROPRIATE FOR THEIR OWN SAFETY AND TO GET THE JOB DONE, THEY ARE ALSO AUTHORIZED TO USE DEADLY FORCE TO GET THAT DONE.

    SOME MEMBERS OF CONGRESS HAVE EXPRESSED DEEP CONCERN ABOUT THE PLAN TO SEND 20-THOUSAND U-S PEACEKEEPING TROOPS TO BOSNIA. SENATE MAJORITY LEADER BOB DOLE SAID ALTHOUGH HE HAS RESERVATIONS ABOUT THE MISSION, HE BELIEVES CONGRESS SHOULD SUPPORT PRESIDENT CLINTON'S DECISION.

    MY VIEW IS THAT WE HAVE A RESPONSIBILITY TO AMERICAN FORCES THERE. AND IT SHOULD NOT BE POLITICAL. WE HAD TROOPS ON THE GROUND IN THE (PERSIAN) GULF. WE HAVE TROOPS ON THE GROUND IN BOSNIA. I AM GOING TO SUPPORT THE TROOPS. IT IS NOT A TIME FOR POLITICAL GAMESMANSHIP.

    MR. DOLE SAID HE EXPECTS CONGRESS THIS WEEK TO TAKE UP A RESOLUTION SUPPORTING THE U-S ROLE IN BOSNIA. HE SAID BEFORE THEY SUPPORT THE RESOLUTION MANY REPUBLICAN MEMBERS OF CONGRESS WANT ASSURANCES THERE IS A FIRM EXIT STRATEGY FOR U-S TROOPS IN BOSNIA, AND PROVISIONS TO ARM BOSNIAN GOVERNMENT FORCES SO THEY CAN DEFEND THEMSELVES WHEN PEACEKEEPING TROOPS DEPART.     INTRO: IN MADRID, PRESIDENT CLINTON HAS SIGNED AN AGREEMENT ON A TRANS ATLANTIC AGENDA WITH THE EUROPEAN UNION. RON PEMSTEIN REPORTS FROM MADRID, THEY TRYING TO STRENGTHEN TIES.

    TEXT: THE AGENDA SIGNED IN MADRID IS NOT A FREE-TRADE AGREEMENT, BUT IT DOES COMMIT THE UNITED STATES AND THE EUROPEAN UNION TO REDUCE TRADE BARRIERS BETWEEN THEM, ESPECIALLY FOR INFORMATION TECHNOLOGY. THEY ALSO AGREE TO COOPERATE ON ISSUES SUCH AS RE-BUILDING BOSNIA-HERZEGOVINA AND FIGHTING DRUG TRAFFICKING AND TERRORISM.

    PRESIDENT CLINTON SIGNED THE AGREEMENT WITH E-U PRESIDENT JACQUES SANTER AND SPANISH PRIME MINISTER FELIPE GONZALEZ. MR. CLINTON SAYS THE CHARACTER OF AMERICAN RELATIONS WITH THE UNION IS GOING TO CHANGE.

    UNTIL NOW, THE RELATIONSHIP BETWEEN THE UNITED STATES AND THE EUROPEAN UNION HAS LARGELY BEEN ONE OF CONSULTATION. TODAY, WE ARE MOVING BEYOND TALK TO ACTION. THESE JOINT INITIATIVES IN OUR AGENDA WILL DIRECTLY BENEFIT CITIZENS ON BOTH SIDES OF THE ATLANTIC.

    THE IMMEDIATE BENEFITS ARE LIKELY TO GO TO THE CITIZENS OF BOSNIA-HERZEGOVINA. THE EUROPEAN UNION, WITH A SUBSTANTIAL CONTRIBUTION FROM THE UNITED STATES, IS LEADING THE TWO-BILLION-DOLLAR EFFORT FOR BOSNIAN POST-WAR RECONSTRUCTION.

    THE UNITED STATES AND THE EUROPEAN UNION WORKED TOGETHER IN DAYTON, OHIO TO BRING ABOUT THE BOSNIA PEACE AGREEMENT, AN EXAMPLE THE LEADERS HOPE CAN BE REPEATED IN OTHER AREAS.

    WHILE THIS IS NOT A FREE-TRADE AGREEMENT, MR. SANTER SAYS BOTH SIDES NEED TO MAKE THEIR MARKETPLACES MORE COMPATIBLE.

    INTRO: PRESIDENT CLINTON HAS AUTHORIZED THE INITIAL DEPLOYMENT OF HUNDREDS OF U-S TROOPS TO BOSNIA TO PREPARE FOR THE IMMINENT ARRIVAL OF 60-THOUSAND NATO PEACEKEEPERS. THE ANNOUNCEMENT CAME IN MADRID (SUNDAY), WHERE THE PRESIDENT AND EUROPEAN UNION LEADERS AGREED TO TAKE ACTION TO IMPROVE TRADE TIES. WHITE HOUSE CORRESPONDENT DAVID BORGIDA HAS DETAILS.

    TEXT: PRESIDENT CLINTON HAS AUTHORIZED DEFENSE SECRETARY WILLIAM PERRY TO BEGIN DEPLOYING TO BOSNIA WHAT THE ADMINISTRATION IS CALLING AN ENABLING FORCE -- MADE UP OF COMMUNICATIONS AND LOGISTICAL EXPERTS. NO COMBAT TROOPS ARE TO BE PART OF THIS INITIAL FORCE. SENIOR U-S MILITARY PLANNERS SAY THESE TROOPS WILL BE MOVING THROUGH HUNGARY TO STAGING AREAS IN AND AROUND BOSNIA IN THE NEXT DAY OR TWO. AS 20-THOUSAND TROOPS OF THE LARGER FOLLOW-UP FORCE, THE SO-CALLED "TASK FORCE EAGLE" PREPARE TO MOBILIZE, U-S OFFICIALS ACKNOWLEDGE THE GREATEST THREAT TO THEIR SAFETY WILL BE LAND MINES. BUT THE PRESIDENT WARNED ANY BOSNIAN SERBS UNHAPPY WITH THE DAYTON PEACE ACCORD NOT TO INTERFERE.

    INTRO: A ONE-BILLION DOLLAR JOINT AMERICAN-EUROPEAN SOLAR OBSERVATORY IS HURTLING TOWARDS THE SUN AFTER BEING LAUNCHED INTO SPACE (SATURDAY) FROM CAPE CANAVERAL, FLORIDA. V-O-A'S VICTOR BEATTIE REPORTS SCIENTISTS HOPE THE SOLAR AND HELIOSPHERIC OBSERVATORY -- OR SOHO -- WILL UNLOCK SOME OF THE MYSTERIES SURROUNDING THE SUN:

    TEXT: THE EUROPEAN-BUILT SPACECRAFT WAS LAUNCHED INTO SPACE BY A U-S/MADE ATLAS-TWO ROCKET FOLLOWING A WEEK-LONG DELAY CAUSED BY AN ENGINE PROBLEM. THE SPACECRAFT, WITH ITS POWER-GENERATING SOLAR PANELS AND ANTENNAE FULLY EXTENDED, WAS IMMEDIATELY BOOSTED OUT OF EARTH ORBIT TOWARD THE SUN.

    IT WILL TAKE THE SPACECRAFT ABOUT FOUR MONTHS TO REACH A POINT ABOUT ONE AND ONE-HALF MILLION KILOMETERS FROM EARTH WHERE IT WILL BE POSITIONED TO BEGIN ROUND-THE-CLOCK OBSERVATIONS. IT IS AT THIS POINT THAT THE GRAVITATIONAL PULLS OF THE EARTH AND SUN CANCEL EACH OTHER OUT.

    THE OBSERVATORY'S 12 INSTRUMENTS WILL CONTINUOUSLY GATHER DATA ON THE SUN FOR ABOUT TWO YEARS, LONGER IF BOTH NASA, THE U-S SPACE AGENCY AND THE EUROPEAN SPACE AGENCY, E-S-A, CONSIDER IT WORTH THE COST. IT IS THE MOST COMPLEX OBSERVATORY EVERY BUILT TO STUDY THE SUN'S INTERIOR USING SOUND WAVES, A SCIENCE CALLED HELIOSEISMOLOGY. THE SPACECRAFT WILL ALSO STUDY THE SUN'S CORONA, OR OUTER ATMOSPHERE.

    SCIENTISTS HOPE TO GAIN INFORMATION ABOUT SUCH PHENOMENA AS SOLAR WINDS, CHARGED PARTICLES STREAMING INTO SPACE FROM THE SUN'S OUTER ATMOSPHERE. THESE SOLAR WINDS, IF STRONG ENOUGH, CAN DISRUPT RADIO COMMUNICATIONS AND CAUSE POWER OUTTAGES ON EARTH. ABOUT 200 SCIENTISTS FROM 15 COUNTRIES ARE TAKING PART IN THE SOHO PROJECT.
