    INTRO: A SENIOR AMERICAN OFFICIAL HAS STRONGLY CRITICIZED HUMAN RIGHTS ABUSES AGAINST ETHNIC SERBS IN CROATIA. HE WARNS OF A POSSIBLE LOSS OF AMERICAN SUPPORT FOR CROATIA UNLESS THE RIGHTS OF THE SERBS ARE PROTECTED. V-O-A'S WAYNE COREY REPORTS FROM ZAGREB.

    TEXT: THE U-S GOVERNMENT'S TOP HUMAN RIGHTS OFFICIAL, JOHN SHATTUCK, SAYS CROATS CLEARLY COMMITTED ATROCITIES AGAINST SERBS IN THE NOW-DEVASTATED KRAJINA REGION OF CROATIA. SPEAKING IN ZAGREB AFTER VISITING THE REGION, MR. SHATTUCK SAYS THERE IS DRAMATIC EVIDENCE OF THE LOOTING AND BURNING OF SERB HOMES. UNITED NATIONS OFFICIALS HERE SAY THE LOOTING AND BURNING IS CONTINUING.

    THE AMERICAN HUMAN RIGHTS OFFICIAL CALLS ON THE CROATIAN GOVERNMENT TO REPEAL LEGISLATION THAT RESULTED IN THE SEIZURE OF SERB PROPERTY ABANDONED WHEN THE CROATIAN ARMY RECAPTURED MOST SERB-HELD TERRITORY. AT THE SAME TIME, MR. SHATTUCK WARNS THAT AMERICAN POLITICAL AND ECONOMIC SUPPORT FOR CROATIA COULD BE IN DANGER UNLESS CROATIA PROSECUTES THOSE RESPONSIBLE FOR MURDER AND OTHER CRIMES AGAINST THE SERBS.

    THE CROATIAN GOVERNMENT HAS TOLD THE UNITED NATIONS 375 CROATIANS HAVE BEEN DETAINED SO FAR. U-N OFFICIALS SAY THAT IS A MODEST NUMBER IN VIEW OF THE SCALE OF WHAT HAS HAPPENED TO THIS COUNTRY'S SERB MINORITY. (SIGNED) NEB/WC/CB-T/SKH 30-Sep-95 6:38 PM EDT (2238 UTC)

    INTRO: AMERICAN PEACE ENVOY RICHARD HOLBROOKE SAYS HE DOES NOT THINK THERE WILL BE A NEW CEASE-FIRE IN BOSNIA-HERZEGOVINA IN THE NEAR FUTURE. HE MADE THE COMMENT IN BELGRADE AFTER TALKS WITH THE BOSNIAN GOVERNMENT IN SARAJEVO. V-O-A CENTRAL EUROPEAN CORRESPONDENT WAYNE COREY REPORTS.

    TEXT: MR. HOLBROOKE SAYS SPECULATION ABOUT A CEASE-FIRE IN BOSNIA IS PREMATURE. HE SAYS THE MUSLIM-LED BOSNIAN GOVERNMENT AND THE SERBS ARE STILL FAR APART ON THE TERMS OF A TRUCE. SPEAKING BEFORE HE BEGAN TALKS WITH THE SERBIAN PRESIDENT SLOBODAN MILOSEVIC, MR. HOLBROOKE SAYS THE WARRING FORCES IN BOSNIA ALSO REMAIN FAR APART ON THE FUTURE OF SARAJEVO AND THE MUSLIM ENCLAVE OF GORAZDE AND ON BOSNIA'S POLITICAL STRUCTURE.

    THE AMERICAN ENVOY'S STATEMENT, THAT MANY VERY TOUGH ISSUES MUST STILL BE RESOLVED, FOLLOWS HIS EARLIER COMMENT THAT HE HAD HIS MOST PRODUCTIVE AND MOST WIDE-RANGING TALKS WITH THE BOSNIAN GOVERNMENT SO FAR.

    AT THE MOMENT, THERE IS LITTLE INCENTIVE FOR THE BOSNIAN GOVERNMENT TO ACCEPT A CEASE-FIRE. GOVERNMENT FORCES ARE GAINING MORE GROUND IN NORTHWESTERN BOSNIA AFTER CONSOLIDATING THEIR HOLD ON TERRITORY ALREADY TAKEN DURING A MUSLIM AND CROAT OFFENSIVE IN THAT REGION.

    THE BOSNIAN SERB LEADER RADOVAN KARADZIC SAYS THE BOSNIAN GOVERNMENT IS SABOTAGING THE AMERICAN PEACE INITIATIVE IN THE FORMER YUGOSLAVIA. (SIGNED) NEB/WC/CB-T/SKH 30-Sep-95 6:35 PM EDT (2235 UTC)
