INITIAL REPORTS SAY SIX SHELLS LANDED IN THE CITY, SEVERAL NEAR THE UN HEADQUARTERS, AT LEAST TWO PEOPLE WERE INJURED INCLUDING A SMALL CHILD.     THE SERBS REPORT ANOTHER AIR ATTACK ON THEIR MAIN BASE IN THE SARAJEVO AREA. THE BASE IS GENERALLY KNOWN AS THE LUKAVICA BARRACKS, BUT THE SPRAWLING COMPLEX INCLUDES MANY FACILITIES.

    THE NATO SOURCES CONFIRM THAT THE AIRSTRIKES HAVE CONTINUED SINCE THE SERB LEADER, RADOVAN KARADZIC, APPEALED FOR THEM TO STOP.

    MR. KARADZIC SAYS THE SERBS CANNOT WITHDRAW ALL OF THEIR HEAVY WEAPONS FROM SARAJEVO BECAUSE THAT WOULD EXPOSE PEOPLE IN SERB-HELD AREAS OF THE CITY TO BOSNIAN ARMY ATTACKS. BUT, MR. KARADZIC SAYS HE IS READY TO ALLOW SARAJEVO AIRPORT TO REOPEN UNDER UNITED NATIONS CONTROL. HE DENIES THAT THE SERBS ARE STILL BESIEGING THE BOSNIAN CAPITAL.

    THE U-S GOVERNMENT CALLS MR. KARADZIC'S REMARKS A CYNICAL CHARADE. THE COMMANDER OF THE NATO AIR OPERATIONS AGAINST THE SERBS, ADMIRAL LEIGHTON SMITH, EARLIER RULED OUT ANY NEGOTIATIONS ON THE U-N AND NATO DEMANDS.

    U-N OFFICIALS IN SARAJEVO AND IN ZAGREB HAVE NOT YET COMMENTED ON MR. KARADZIC'S COMMENTS. THE UNITED NATIONS MAY BE TRYING TO DETERMINE IF THE SERB LEADER IS NOW GENUINELY WILLING TO DO WHAT IT WANTS HIM TO DO.

    WHILE MR. KARADZIC TRIED TO SOUND REASONABLE, THE BOSNIAN SERB ARMY ISSUED A DEFIANT STATEMENT, SAYING THE SERBS WILL DEFEND THEMSELVES. AS NATO KEEPS UP ITS AIR ATTACKS ON THE SERBS, AMERICAN PEACE ENVOY RICHARD HOLBROOKE HAS CONTINUED HIS SHUTTLE DIPLOMACY IN THE FORMER YUGOSLAVIA.

    HE HAD WHAT HE CALLED USEFUL, IMPORTANT AND EXTENSIVE TALKS IN ZAGREB WITH THE CROATIAN PRESIDENT, FRANJO TUDJMAN.

    MR. HOLBROOKE WILL PARTICIPATE IN MEETINGS IN PARIS ON THURSDAY, INVOLVING THE BIG POWER CONTACT GROUP ON BOSNIA AND THE ISLAMIC NATIONS' CONTACT GROUP.

    THE DISCUSSIONS IN PARIS WILL HELP LAY THE GROUNDWORK FOR A MEETING OF THE BOSNIAN, CROATIAN AND YUGOSLAV FOREIGN MINISTERS IN GENEVA ON FRIDAY.

    MR. HOLBROOKE SAYS THE GENEVA TALKS SHOULD ESTABLISH THE BASIC PRINCIPLES FOR A NEGOTIATED SETTLEMENT OF THE CONFLICTS IN BOSNIA-HERZEGOVINA AND IN CROATIA.
