WITH A LOOK AT THESE AND OTHER ITEMS, HERE IS _______________ WITH TUESDAY'S EDITION OF U-S EDITORIAL DIGEST. TEXT: AMONG THOSE SEEKING THE 1996 REPUBLICAN PRESIDENTIAL NOMINATION IS SENATE MAJORITY LEADER ROBERT DOLE. IN ITS LEAD EDITORIAL TODAY, THE BOSTON GLOBE SAYS THAT THE SENATOR "PROBABLY THOUGHT HE WAS STANDING TALL FOR THE FAR RIGHT WING OF HIS PARTY BY RETURNING A ONE-THOUSAND-DOLLAR PRESIDENTIAL CAMPAIGN CONTRIBUTION TO A GAY REPUBLICAN ORGANIZATION LAST WEEK." BUT, SAYS THE GLOBE EDITORIAL, "THE ACTION MADE HIM LOOK PATHETICALLY SMALL." VOICE: "DESERTING SUPPORTERS BECAUSE OF POLITICAL EXPEDIENCY NEVER SITS WELL. THE DESERTED GROUP BECOMES AN ENEMY AND THE COURTED GROUP DOESN'T QUITE BECOME A FRIEND BECAUSE OF SUSPICIONS THAT IT TOO WILL BE DUMPED WHEN THE WIND SHIFTS. IF DOLE WERE TRULY THE STRONG NATIONAL CONSENSUS-BUILDER HE PROFESSES TO BE IN THE SENATE, HE WOULD HAVE SIMPLY SAID 'THANK YOU" ... AND 'I DON'T AGREE ON EVERY ISSUE WITH EVERY SUPPORTER' TO CONSERVATIVES CRITICAL OF THE DONATION." TEXT: LAST MONTH, WHEN CALIFORNIA GOVERNOR PETE WILSON ANNOUNCED HIS CANDIDACY, HE SAID THAT "ILLEGAL IMMIGRATION IS NOT THE AMERICAN WAY." HE ALSO DECLARED THAT SPENDING TAX MONEY ON BENEFITS FOR ILLEGAL ALIENS IS "LIKE GIVING FREE ROOM SERVICE TO SOMEONE WHO BREAKS INTO A HOTEL." MAGGIE GALLAGHER, IN A COLUMN APPEARING IN TODAY'S ATLANTA JOURNAL/CONSTITUTION, OFFERS THESE THOUGHTS: VOICE: "IT IS NOT IMMIGRANTS WHO ARE DEMANDING BILINGUAL, MULTICULTURAL SCHOOLS; IT WAS NOT IMMIGRANTS WHO CREATED OUR CURRENT SYSTEM OF RACIAL AND ETHNIC PREFERENCES; AND IT WAS NOT IMMIGRANT CHILDREN, BUT OUR NATIVE SONS AND DAUGHTERS, WHO FIRST REVOLTED AGAINST THE AMERICA OF THEIR FOREFATHERS, BUILDING THE COUNTERCULTURE OF SUSPICION, REBELLION AND DISILLUSIONMENT THAT IS NOW THE INTELLECTUAL MAINSTREAM. IT WAS NOT ALIENS, IN OTHER WORDS, WHO MADE ALIENATION CHIC. IMMIGRATION IS AN EASY SCAPEGOAT FOR OUR CULTURAL MELTDOWN, OUR FAILURE TO MAINTAIN AND TRANSMIT TO OUR CHILDREN A UNIFIED AND VIGOROUS VISION OF AMERICAN HISTORY, INSTITUTIONS AND HERITAGE. OUR SYSTEM OF GOVERNMENT IS UNDER ASSAULT AND OUR WAY OF LIFE THREATENED BY IGNORANCE, CRIME AND SOCIAL DISORDER. BUT GRIND IMMIGRATION TO A HALT, AND YOU'VE DONE NOTHING ABOUT THIS REAL CANCER EATING AWAY AT THE HEART OF AMERICAN CIVILIZATION. THE FAULT, GOVERNOR WILSON, LIES NOT IN OUR IMMIGRANTS, BUT IN OURSELVES." TEXT: NORMAN ORNSTEIN, A RESIDENT SCHOLAR AT THE AMERICAN ENTERPRISE INSTITUTE, SAYS THAT THE NEXT 30 DAYS ARE CRUCIAL FOR THE REPUBLICAN-CONTROLLED CONGRESS. MISTER ORNSTEIN'S THOUGHTS APPEAR IN A COMMENTARY PUBLISHED IN THE USA TODAY NEWSPAPER. VOICE: "BY AUGUST RECESS THIS YEAR, THE 104TH CONGRESS, WHICH HIT THE GROUND SPRINTING, HAD ENACTED 20 BILLS INTO LAW, WITH FEW, IF ANY, HAVING ANY SWEEPING IMPACT.... THERE IS STILL AMPLE TIME FOR THE 104TH CONGRESS TO PASS THE KIND OF LEGISLATION THAT WOULD PUT IT IN THE LEGISLATIVE HALL OF FAME. BUT CONSIDER THE FOLLOWING REALITY: PRESIDENTIAL NOMINATING POLITICS BEGIN IN EARNEST IN NOVEMBER. THE PRIMARY SEASON BEGINS IN EARLY FEBRUARY. FOR MONTHS THEREAFTER, CONGRESS WILL BE DISTRACTED WITH LITTLE REALISTIC HOPE OF STAYING FOCUSED ON LAWMAKING... WITH THE TALK IN WASHINGTON ABOUT A 'TRAIN WRECK' COLLISION COURSE BETWEEN THE DEMOCRATIC PRESIDENT AND THE REPUBLICAN CONGRESS, THE PUBLIC WILL BE PLAYING MORE ATTENTION TO CONGRESS' PERFORMANCE THIS FALL THAN AT ANY TIME SINCE ITS EARLY DAYS. THE REAL CHALLENGE FOR THIS CONGRESS MAY BE THE POTENTIAL FOR A TRAIN WRECK COLLISION OR SET OF COLLISIONS BETWEEN THE REPUBLICAN HOUSE AND THE REPUBLICAN SENATE." TEXT: THE LEAD EDITORIAL IN TUESDAY'S WASHINGTON POST READS: "JAPAN UNDER STRESS", AND EXPRESSES CONCERN ABOUT THE CONDITION OF THE COUNTRY'S FINANCIAL INSTITUTIONS. VOICE: "JAPANESE BANKS GIVE A PARADOXICAL IMPRESSION OF BOTH GREAT STRENGTH AND FRAGILITY. NINE OF THE WORLD'S 10 BIGGEST BANKS -- THE TOP NINE -- ARE JAPANESE. BUT THE WHOLE BANKING SYSTEM HAS BEEN SEVERELY HURT BY THE ENDING OF THE IMMENSE SPECULATIVE BINGE OF THE 1980S AND THE ABRUPT DROP IN STOCK AND LAND PRICES. IT HAS LEFT THE SYSTEM WITH SHRUNKEN CAPITAL AND AN IMMENSE BURDEN OF UNCOLLECTABLE LOANS. A DEPOSITORS' RUN ON THE KIZU CREDIT COOPERATIVE IN OSAKA, JAPAN'S SECOND-LARGEST CREDIT UNION, FORCED THE GOVERNMENT INTO ACTION LAST WEEK. IT HAS NOW CLOSED BOTH KIZU AND A BANK IN KOBE .... [ OPT ] AFTER DECADES OF RAPIDLY RISING WEALTH GENERATED BY A HIGHLY DISCIPLINED EMPHASIS ON SAVINGS AND EXPORTS, JAPAN HAS OUTGROWN THAT MODEL. IT NEEDS TO SHIFT NOW TO GREATER SPENDING ON ITS INTERNAL DEVELOPMENT AND ITS PEOPLE'S STANDARD OF LIVING. THE PUBLIC FEARS IGNITED BY THE BANK FAILURES AND THE RUN HAVE BEEN CONTAINED. BUT THOSE FAILURES ARE HARDLY MORE THAN A MINOR SYMPTOM OF LARGER LOSSES AND DISLOCATIONS. EVENTUALLY, THEY WILL FORCE JAPAN TO CHANGE COURSE. THE QUESTION IS HOW SOON, AND AT WHAT COST." [ END OPT ] TEXT: AND, THE CHRISTIAN SCIENCE MONITOR HAS SOME THOUGHTS ON A BANKING TREND IN THE UNITED STATES. VOICE: "RISING PROFITS FEED MERGERS, AND WITH ACCUMULATING PROFITS IN THE LAST FEW YEARS, THE BANKING INDUSTRY HAS RESUMED A PROCESS OF CONSOLIDATION THAT STRETCHES BACK AT LEAST TWO DECADES. THE BUSINESS REASONS FOR MARRIAGES LIKE THAT OF CHASE MANHATTAN AND CHEMICAL BANK ARE IMPECCABLE. THERE'S AN OVERALL LOGIC TO SORTING OUT WHAT HAS TRADITIONALLY BEEN A FRAGMENTED INDUSTRY. THE REGIONAL AND STATE ORIGINS OF MOST US BANKS EXPLAIN THAT FRAGMENTATION. BUT A ROLLING DEREGULATION OF BANKS HAS BEEN UNDER WAY SINCE THE 1970S, CHIPPING AWAY AT THE RULES THAT KEPT THEM RELATIVELY SMALL AND INSULAR. AT THE SAME TIME, A HUGE DIVERSIFICATION OF FINANCIAL SERVICES HAS CUT INTO BANK REVENUE, FURTHER FUELING MERGERS. BUT WHAT ABOUT AVERAGE OR LOW-INCOME CONSUMERS WHO SIMPLY WANT A SECURE AND NEARBY PLACE TO KEEP THEIR MONEY? FEDERAL AND STATE REGULATIONS ARE STILL IN PLACE THAT ADDRESS THIS ACCESS ISSUE, AND NUMEROUS POLITICIANS ARE READY TO CHAMPION THEM." TEXT: THE NEW YORK POST REMINDS READERS THAT "RUSSIA LAST WEEK BRUSHED OFF CLINTON ADMINISTRATION OBJECTIONS TO ITS PLAN TO SELL IRAN AS MANY AS FOUR NUCLEAR REACTORS CAPABLE OF PRODUCING WEAPONS-GRADE PLUTONIUM." VOICE: "THE NEWS COMES ON THE HEELS OF REPORTS THAT CHINA HAS CONCLUDED A DEAL TO SUPPLY IRAN WITH BOTH NUCLEAR REACTORS AND MISSILE-PRODUCING EQUIPMENT. CLEARLY, TEHRAN INTENDS TO BUTTRESS ITS ROLE AS THE PRIME STATE SPONSOR OF INTERNATIONAL TERRORISM BY ASSEMBLING AN ARSENAL OF MASS DESTRUCTION: LATELY, IRAN HAS ACQUIRED EXTENDED-RANGE SCUD MISSILES AND BALLISTIC-MISSILE LAUNCHERS FROM NORTH KOREA, AS WELL AS SOPHISTICATED DIESEL-ELECTRIC SUBMARINES FROM RUSSIA. IN THIS LIGHT, MOSCOW'S DECISION TO ENHANCE IRAN'S NUCLEAR EFFORT IS ESPECIALLY TROUBLING; EXPERTS BELIEVE TEHRAN WILL, BY THE END OF THE CENTURY, BE ABLE TO BUILD A 'SIMPLE' NUCLEAR DEVICE." TEXT: WILLIAM PFAFF IS A SYNDICATED COLUMNIST WHOSE WORDS APPEAR IN NEWSPAPERS ACROSS THE UNITED STATES, INCLUDING THE BALTIMORE SUN. MR. PFAFF USES TODAY'S COLUMN TO DISCUSS THE SITUATION IN THE BALKANS. VOICE: "THE ESSENTIAL CRIME OF THE SERBS DURING THE LAST FOUR YEARS OF WAR, AND IN THE EARLIER YEARS DURING WHICH THEIR INSTIGATION OF ETHNIC HATRED PREPARED THE WAR, IS FANATICISM. THE ATROCITIES FOLLOWED AND WERE RATIONALIZED BY FANATICISM. FANATICISM, NOT SERBIA, IS THE ENEMY IN THE FORMER YUGOSLAVIA. FANATICISM IS RESPONSIBLE FOR HAVING CREATED A LESSER SERBIA, RATHER THAN A GREATER SERBIA; A PARIAH NATION, CROWDED WITH SERB REFUGEES FROM CROATIA AND BOSNIA -- DRIVEN FROM THEIR HOMES AFTER DRIVING OTHERS FROM THEIR'S. THE SLOBODAN MILOSEVIC WHO PROMISED GLORY AND GREATNESS TO THE SERBS, AT THE EXPENSE OF THEIR FELLOW YUGOSLAVS, HAS BETRAYED THEM ALL AND NOW SCRAMBLES TO SAVE HIMSELF FROM THE CONFLICTS AND DIVISIONS HIS ACTIONS HAVE CREATED INSIDE SERBIA. THE SITUATION IN MONTENEGRO, KOSOVO AND VOJVODINA NOW ARE WORSE THAN EVER, WITH THE ARRIVAL OF THE KRAJINA REFUGEES -- AND THERE ARE MORE TO COME, FROM BOSNIA." TEXT: AND WITH THAT THOUGHT ON THE SITUATION IN THE BALKANS, WE CONCLUDE THIS BRIEF LOOK AT SOME OF THE DAY'S EDITORIAL AND OPINION PAGES IN AMERICAN NEWSPAPERS ACROSS THE UNITED STATES. NEB/DN/PCH [02] BOSNIA / WEAPONS (S UPDATE) BY DAVID FOLEY (SARAJEVO)DATE=9/5/95TYPE=CORRESPONDENT REPORT NUMBER=2-184743 CONTENT= VOICED AT: INTRO: U-N OFFICIALS IN SARAJEVO SAY THE BOSNIAN SERBS HAVE NOT MOVED THEIR HEAVY WEAPONS AWAY FROM THE BOSNIAN CAPITAL, BUT HAVE BEEN ASSEMBLING THEM IN WHAT APPEARS TO BE PREPARATION FOR SUCH A MOVE. DAVID FOLEY IN SARAJEVO REPORTS THE OFFICIALS SAY THEY ARE MONITORING THE SITUATION AND ARE STILL PREPARED TO RESUME NATO AIRSTRIKES IF THE SERBS DO NOT COMPLY WITH U-N AND NATO DEMANDS. TEXT: U-N OFFICIALS, CONTRADICTING THEIR EARLIER REPORTS THAT SERB HEAVY WEAPONS HAD BEEN SEEN MOVING OUT OF THE 20-KILOMETER EXCLUSION ZONE AROUND SARAJEVO, NOW SAY NO SERB WEAPONS HAVE BEEN MOVED OUTSIDE THE ZONE. THEY NOW DESCRIBE THE MOVEMENT OF SERB WEAPONS TO ASSEMBLY POINTS AS "VERY LIMITED," AND "NOT SIGNIFICANT," ONCE AGAIN RAISING THE PROSPECT OF A RESUMPTION OF NATO AIRSTRIKES. THE OFFICIALS SAY A LETTER WAS SENT TO BOSNIAN SERB GENERAL RATKO MLADIC ON MONDAY EVENING, TELLING HIM WHICH TYPES OF WEAPONS MUST BE REMOVED, AND SAYING ONLY ONE ROUTE SHOULD BE USED TO THE EAST OF THE BOSNIAN CAPITAL. BUT THEY SAY THERE HAS BEEN NO RESPONSE FROM THE BOSNIAN SERBS. U-N OFFICIALS SAY THEY ARE WELL AWARE OF WHAT THEY CALL THE "MACHIAVELLIAN SKILLS" OF THE BOSNIAN SERBS, AND SAY THEY CAN NOT YET JUDGE IF THE LATEST CONFUSION IS A RESULT OF DISARRAY BETWEEN THE BOSNIAN SERB MILITARY AND POLITICAL LEADERSHIP OR WHAT THEY DESCRIBED AS "MORE SERB GAMES." BUT U-N OFFICIALS INSIST "PATIENCE IS RUNNING THIN," AND SAY THEY MUST SEE THE WEAPONS MOVE OUT OF THE EXCLUSION ZONE SOON. NATO OFFICIALS SAY THE ATTACKS WERE RESUMED AFTER THE BOSNIAN SERBS FAILED TO COMPLY WITH UNITED NATIONS DEMANDS TO REMOVE HEAVY WEAPONS FROM AROUND SARAJEVO. DAVID FOLEY REPORTS FROM SARAJEVO. TEXT: BOSNIAN SERB POLITICAL LEADERS HAD INDICATED THEY WOULD COMPLY WITH U-N AND NATO DEMANDS BEFORE LAST NIGHT'S DEADLINE AND, DURING THE NIGHT, U-N OFFICIALS SAID SERB WEAPONS WERE BEING ASSEMBLED IN POSSIBLE PREPARATION FOR WITHDRAWAL. THE OFFICIALS SAY THAT ALTHOUGH SOME WEAPONS WERE MOVED A FEW KILOMETERS, NONE OF THE HEAVY GUNS WERE ACTUALLY TAKEN OUT OF THE EXCLUSION ZONE AROUND THE BOSNIAN CAPITAL. THIRTEEN HOURS AFTER THE DEADLINE EXPIRED, THE ATTACKS RESUMED. AS THE NATO JETS ONCE AGAIN ROARED IN, EXPLOSIONS COULD BE SEEN AND HEARD NEAR LUKAVICA BARRACKS -- THE BOSNIAN SERBS' SARAJEVO MILITARY HEADQUARTERS WEST OF THE CITY -- AND PLUMES OF SMOKE ALSO ROSE INTO THE SKY TO THE NORTH AND SOUTH OF THE CAPITAL. BOMBS WERE ALSO REPORTED TO HAVE BEEN DROPPED NEAR THE BOSNIAN SERB HEADQUARTERS AT PALE. AS THE ATTACKS RESUMED, AIR RAID SIRENS SOUNDED IN THE BOSNIAN CAPITAL AND PEOPLE SCURRIED FOR COVER. U-N AND NATO OFFICIALS SAY THEY ARE RESUMING THE BOMBING CAMPAIGN AGAINST BOSNIAN SERB AIR DEFENSES, AMMUNITION DUMPS, COMMUNICATIONS SYSTEMS, COMMAND POSTS AND HEAVY WEAPONS. THE ATTACKS WERE INTERRUPTED FRIDAY TO GIVE THE BOSNIAN SERBS A CHANCE TO COMPLY WITH U-N AND NATO DEMANDS. U-N OFFICIALS SAY THE NEW ROUND OF ATTACKS WILL CONTINUE FOR SOME TIME AND HAVE WARNED THEY WILL BE MORE INTENSE THAN PREVIOUS ATTACKS. BEFORE THE RAIDS BEGAN, U-N OFFICIALS SAID THEY WERE WELL AWARE
OF WHAT THEY CALL THE "MACHIAVELLIAN SKILLS" OF THE BOSNIAN
SERBS. THEY SAID THEY COULD NOT JUDGE IF THE BOSNIAN SERBS
FAILURE TO COMPLY WITH THEIR DEMANDS WAS A RESULT OF DISARRAY
BETWEEN THE BOSNIAN SERB MILITARY AND POLITICAL LEADERSHIP OR
BECAUSE OF WHAT THEY DESCRIBE AS "MORE SERB GAMES." WHICHEVER
JUDGMENT WAS MADE, IT SEEMS THE END RESULT WAS THE SAME.
OFFICIALS SAY IT IS STILL UP TO THE SERB TO COMPLY
UNCONDITIONALLY WITH THEIR DEMANDS. (SIGNED)

THE PRESIDENT HAS SAID A 'WINDOW OF OPPORTUNITY' TO RENEW PEACE TALKS WAS CREATED AFTER THE OFFENSIVE. BUT MR. THE SOUNDS OF EXPLOSIONS ROCKED SARAJEVO, AS NATO JETS SCREAMED OVER THEIR TARGETS. REPORTERS ON THE SCENE SAY LARGE PLUMES OF SMOKE CAN BE SEEN RISING FROM SERB POSITIONS. POWERFUL DETONATIONS ARE ALSO REPORTED AROUND THE SERB STRONGHOLD, PALE, WHERE -- JUST HOURS EARLIER -- GENERAL RATKO MLADIC ISSUED A DEFIANT STATEMENT SAYING HIS FORCES WOULD STRIKE BACK IF ANY NEW RAIDS WERE CARRIED OUT. NATO OFFICIALS HAVE GIVEN FEW DETAILS OF THE LATEST AIR STRIKES. HOWEVER, THEY HAVE PROMISED THEY WOULD BE EVEN MORE PUNISHING THAN THE FIRST WAVE HALTED FRIDAY TO GIVE THE SERBS TIME TO COMPLY WITH U-N DEMANDS. THE LATEST RAIDS BEGAN AFTER U-N AND NATO OFFICIALS CONCLUDED SERB CLAIMS TO HAVE BEGUN PULLING THEIR HEAVY WEAPONS BACK FROM SARAJEVO WERE NOT BEING GENUINE. U-N OFFICIALS SAY THEY EXPECT THE AIR STRIKES TO CONTINUE UNTIL ALL SERB HEAVY ARTILLERY IS REMOVED FROM THE 20-KILOMETER EXCLUSION ZONE AROUND THE CITY AND THE SIEGE OF THE SARAJEVO ENDS. (SIGNED). THEY STRUCK AROUND SARAJEVO AND THE NEARBY BOSNIAN SERB HEADQUARTERS IN PALE. THE UNITED NATIONS AND NATO HAVE ALSO CALLED ON THE SERBS TO QUIT FIRING ON CIVILIANS AS THEY DID IN A SARAJEVO MARKET LAST WEEK, AND TO OPEN UP ROADS AND AIR CORRIDORS INTO THE CITY. LOOKING AHEAD TO FRIDAY'S TALKS, U-S OFFICIALS WANT THE FOREIGN MINISTERS TO AGREE TO A FRAMEWORK CONTAINING THE FOLLOWING PRINCIPLES--BOSNIA'S TERRITORIAL INTEGRITY MUST BE MAINTAINED, THERE WILL BE NO INDEPENDENT STATES CARVED OUT OF BOSNIA. ALL HUMAN RIGHTS WILL BE RESPECTED IN BOSNIA, INCLUDING ETHNIC RIGHTS. THERE WILL BE A COMPREHENSIVE SETTLEMENT ABOUT MAPS AND CONSTITUTIONAL ARRANGEMENTS INCLUDING THREE-WAY RECOGNITION AMONG CROATIA, BOSNIA AND SERBIA. THERE WILL BE RELIEF FROM ECONOMIC SANCTIONS, A DISCUSSION OF THE FUTURE OF SERB-OCCUPIED EASTERN CROATIA AND OF ECONOMIC RE-CONSTRUCTION. THIS IS THE AGENDA THAT U-S OFFICIALS WANT THE SIDES TO AGREE

V-O-A'S VICTOR BEATTIE REPORTS PRESIDENT CLINTON CALLS THE AGREEMENT A MAJOR STEP TOWARD PEACE AND STABILITY IN THE BALKANS: TEXT: THE BREAKTHROUGH CAME (MONDAY) A FEW HOURS AFTER TALKS IN ATHENS BETWEEN PRIME MINISTER ANDREAS PAPANDREOU AND ASSISTANT U-S SECRETARY OF STATE RICHARD HOLBROOKE, IN THE REGION TO ADVANCE A PEACE INITIATIVE FOR BOSNIA-HERZEGOVINA. BOTH COUNTRIES WILL SEND THEIR FOREIGN MINISTERS TO U-N HEADQUARTERS IN NEW YORK TO FINALIZE DETAILS OF THEIR AGREEMENT. IN WASHINGTON -- STATE DEPARTMENT SPOKESWOMAN PHYLLIS YOUNG SAYS THE UNITED STATES IS GRATIFIED: /// YOUNG ACTUALITY ///WE WELCOME THIS DEVELOPMENT AT THIS CRUCIAL AND DELICATE STAGE IN THE SEARCH FOR PEACE IN THE BALKANS. THIS IS THE CULMINATION OF MONTHS OF EXTRAORDINARY EFFORTS BY U-S NEGOTIATORS CYRUS VANCE AND THE U-S PRESIDENTIAL ENVOY MATHEW NIMETZ. /// END ACTUALITY ///PRESIDENT CLINTON, DURING A PUBLIC APPEARANCE IN CALIFORNIA, SAYS IT IS HIS HOPE THE AGREEMENT WILL ENCOURAGE THE LEADERS OF BOSNIA-HERZEGOVINA, CROATIA AND SERBIA TO TAKE FURTHER STEPS OF THEIR OWN TOWARD PEACE. GREECE HAS REFUSED TO RECOGNIZE THE FORMER YUGOSLAV REPUBLIC SINCE IT DECLARED INDEPENDENCE IN 1991 BECAUSE IT CONSIDERS THE NAME MACEDONIA TO BE PART OF GREEK HERITAGE. ATHENS CLAIMS PARTS OF MACEDONIA'S CONSTITUTION AND FLAG SYMBOLS PROVE IT HAS TERRITORIAL AMBITIONS ON THE GREEK PROVINCE OF THE SAME NAME. GREECE SLAPPED A TRADE EMBARGO ON ITS NEIGHBOR LAST YEAR. (SIGNED) NEB/VB/LWM [12] VANCE/MACEDONIA (S ONLY) BY ELAINE JOHANSON (UNITED NATIONS)DATE=9/5/95TYPE=CORRESPONDENT REPORT NUMBER=2-184778 CONTENT= VOICED AT: INTRO: UNITED NATIONS MEDIATOR CYRUS VANCE SAYS HE EXPECTS GREECE WILL LIFT ITS EMBARGO ON THE FORMER YUGOSLAV REPUBLIC OF MACEDONIA AFTER THEIR FOREIGN MINISTERS MEET IN NEW YORK NEXT MONDAY OR TUESDAY. ATHENS IMPOSED A TRADE BAN ON MACEDONIA IN FEBRUARY, 1994, TO FORCE IT TO CHANGE ITS NAME, ITS FLAG AND PARTS OF ITS CONSTITUTION WHICH GREECE SAYS IMPLY TERRITORIAL AMBITIONS FOR ITS OWN REGION OF THE SAME NAME. V-O-A CORRESPONDENT ELAINE JOHANSON REPORTS: TEXT: CYRUS VANCE -- A FORMER U-S SECRETARY OF STATE -- SAYS THE EMBARGO, WHICH HAS NEARLY STRANGLED LAND-LOCKED MACEDONIA, WILL BE REMOVED AFTER A BROAD AGREEMENT IS SIGNED NEXT WEEK. THE AGREEMENT WILL DEAL WITH ALL OUTSTANDING ISSUES BETWEEN THE TWO COUNTRIES, EXCEPT THE NAME CHANGE. MR. VANCE SAYS THE NAME CONTROVERSY WILL BE DEALT WITH IN LATER DISCUSSIONS AND WILL PROBABLY NOT BE RESOLVED BEFORE THE NEW SESSION OF THE U-N GENERAL ASSEMBLY THIS MONTH. UNDER A UNITED NATIONS COMPROMISE, MACEDONIA IS OFFICIALLY KNOWN AS THE FORMER YUGOSLAV REPUBLIC OF MACEDONIA. THERE ARE NO CLUES, SO FAR, WHAT THE NEW NAME WILL BE. MR. VANCE DESCRIBES HIS 28-MONTHS OF MEDIATION AS A MARATHON EFFORT TO RESOLVE COMPLICATED ISSUES THAT GO BACK MANY DECADES. THE TRADE EMBARGO EVOKED OUTRAGE AMONG THE EUROPEAN UNION COUNTRIES. THEY EXPRESSED FEAR THAT GREECE'S ACTION WOULD SPARK CONFLICT IN A RELATIVELY QUIET PART OF THE BALKANS. NATO WARPLANES WENT INTO ACTION AGAIN AFTER THE SERBS FAILED TO COMPLY WITH UNITED NATIONS AND NATO DEMANDS THAT THEY STOP THREATENING SARAJEVO. IN A POSSIBLE SIGN OF SERB DEFIANCE, THE BOSNIAN CAPITAL HAS BEEN SHELLED. V-O-A'S CENTRAL EUROPEAN CORRESPONDENT, WAYNE COREY, REPORTS. TEXT: NATO PLANES HAVE LAUNCHED FRESH ATTACKS ON SERB MILITARY TARGETS IN AND AROUND SARAJEVO AND ELSEWHERE IN BOSNIA-HERZEGOVINA. THE AIR RAIDS RESUMED FOUR DAYS AFTER A PAUSE TO ALLOW THE SERBS TO COMPLY WITH U-N AND NATO DEMANDS FOR THE END OF SERB THREATS TO SARAJEVO AND TO OTHER UNITED NATIONS/DECLARED SAFE AREAS. NATO WARPLANES HAVE ATTACKED THE LUKAVICA BARRACKS, THE MAIN SERB BASE IN A SERB-HELD PART OF SARAJEVO. THERE HAVE ALSO BEEN AIR ATTACKS ON VITAL SERB COMMUNICATIONS FACILITIES. SERB TELEVISION HAS BEEN KNOCKED OFF THE AIR. TELEPHONE COMMUNICATIONS BETWEEN BOSNIAN SERB-HELD TERRITORY AND BELGRADE HAVE ALSO BEEN CUT. U-N OFFICIALS IN SARAJEVO SAY THEY HAVE RECEIVED NO INDICATION AS OF LATE TUESDAY NIGHT THAT THE SERBS WILL FINALLY ACCEPT THE U-N AND NATO DEMANDS. THERE HAS BEEN NO OFFICIAL STATEMENT ON THE RENEWED BOMBING FROM SERB POLITICAL LEADERS. THEY, APPARENTLY, MET AT THEIR HEADQUARTERS AT PALE OUTSIDE SARAJEVO. BEFORE THE NATO AIR CAMPAIGN RESTARTED, THE SERB ARMY COMMANDER,GENERAL RATKO MLADIC, SAID THE SERBS WOULD STRIKE BACK IF THEY WERE ATTACKED AGAIN.IN AN APPARENT SIGNAL OF THAT DEFIANCE, SARAJEVO HAS BEEN SHELLED. A BOY WAS INJURED. MEANWHILE, AMERICAN PEACE ENVOY RICHARD HOLBROOKE HAS HAD MORE TALKS WITH THE SERBIAN PRESIDENT, SLOBODAN MILOSEVIC, IN BELGRADE. MR.HOLBROOKE SAYS THE TALKS WERE PRODUCTIVE, BUT HE GAVE NO DETAILS. MR. MILOSEVIC IS, MORE THAN EVER, A KEY PLAYER IN THE YUGOSLAV CONFLICT. HE WILL HEAD THE DELEGATION THAT WILL NEGOTIATE FOR THE BOSNIAN SERBS IN PEACE TALKS. THE BOSNIAN AND CROATIAN PRESIDENTS HAVE ALSO CONFERRED IN THE ADRIATIC PORT CITY OF SPLIT. THEY ARE SAID TO HAVE DISCUSSED MAJOR ELEMENTS OF THE AMERICAN PEACE PROPOSALS FOR THE FORMER YUGOSLAVIA.A BOSNIAN GOVERNMENT OFFICIAL CONFIRMS THAT THE GOVERNMENT WILL ATTEND A MEETING OF BOSNIAN, CROATIAN AND YUGOSLAV FOREIGN MINISTERSIN GENEVA ON FRIDAY.
