    // EDITORS, PLEASE NOTE: THIS IS PERISHABLE MATERIAL AND BECOMES DATED AFTER 10 P-M E-D-S-T ON WEDNESDAY, AUGUST 23RD //

    INTRO: MONDAY'S TERRORIST BOMBING IN ISRAEL AND A PUBLIC APOLOGY BY THE AMERICAN BROADCASTING COMPANY TO TWO OF THE NATION'S LARGEST TOBACCO COMPANIES TOP THE EDITORIAL COLUMNS OF SEVERAL U-S NEWSPAPERS TODAY (WEDNESDAY). OTHER TOPICS INCLUDE THE DEATH OF THREE U-S DIPLOMATS IN BOSNIA; THE DEBATE OVER FIRST LADY HILLARY RODHAM CLINTON'S POSSIBLE TRIP TO CHINA; THE NEW REFUGEE CRISIS IN RWANDA AND MEXICO'S GROWING DRUG PROBLEM. NOW, HERE WITH A CLOSER LOOK IS ________________ AND TODAY'S U-S EDITORIAL DIGEST.

    TEXT: TODAY'S "MIAMI HERALD" QUESTIONS WHETHER THE ISRAELI-PALESTINIAN PEACE TALKS SHOULD BE CONTINUED IN LIGHT OF THE RECURRING TERRORIST ATTACKS, AND SAYS ISRAELIS ARE RIGHT TO ASK IF THE PEACE PROCESS IS WORTH THE GRIEF:

    VOICE: "[OPT] LAST MONTH, AFTER A TERRORIST BOMB IN TEL AVIV KILLED SIX ISRAELIS AND WOUNDED AT LEAST 30, ISRAELI PRESIDENT EZER WEIZMAN ADVISED PRIME MINISTER YITZHAK RABIN TO 'STOP AND THINK ABOUT THE PEACE PROCESS.' IT WAS GOOD ADVICE. MONDAY'S SUICIDE BOMBING IN JERUSALEM LENDS EVEN GREATER WEIGHT TO MR. WEIZMAN'S GOOD COUNSEL. [END OPT] .... ISRAELIS HAVE GOOD REASON TO QUESTION THE ALLEGED FRUITS OF A 'PEACE' THAT SEEMS TO BRING ONLY DEATH AND UNCERTAINTY. THEY NEED REASSURING, AND THEIR PATIENCE IS UNDERSTANDABLY THIN."

    [OPT]

    TEXT: THE "NEW YORK POST" ECHOES "THE MIAMI HERALD'S" SKEPTICISM, BUT IN EVEN STRONGER TERMS.

    VOICE: "YET AGAIN, ISRAEL IS BURYING THE VICTIMS OF PALESTINIAN TERROR... RESPONSIBILITY FOR THIS LATEST OUTRAGE WAS QUICKLY CLAIMED BY HAMAS, THE FACTION OF MURDEROUS ISLAMIC FUNDAMENTALISTS BENT ON ISRAEL'S DESTRUCTION. THIS AGAIN PUTS THE LIE TO ASSERTIONS THAT P-L-O CHAIRMAN YASSER ARAFAT HAS MANAGED TO CRACK DOWN ON PALESTINIAN TERROR IN GENERAL AND ON HAMAS IN PARTICULAR... [MR.] ARAFAT'S PERFORMANCE VIS-A-VIS HAMAS HARDLY INSPIRES CONFIDENCE ABOUT ISRAEL'S LONG-TERM SECURITY. AS A RESULT, THE SENSE OF FRUSTRATION EXPERIENCED BY ISRAEL AND ITS FRIENDS ABROAD CONTINUES TO DEEPEN."

    [END OPT]

    TEXT: TODAY'S "NEW YORK TIMES" OFFERS A CONTRASTING VIEW, CONCLUDING THAT THE ISRAELI-PALESTINIAN DIALOGUE MUST CONTINUE, DESPITE THE TERRORISM:

    VOICE: "PRIME MINISTER YITZHAK RABIN OF ISRAEL AND CHAIRMAN YASSER ARAFAT OF THE PALESTINE LIBERATION ORGANIZATION CAME UP WITH EXACTLY THE RIGHT RESPONSE TO THE LATEST SUICIDE BOMBING BY A HAMAS FANATIC... THEY BOTH CONDEMNED THE MURDEROUS ATTACK AND, AFTER ISRAEL HAD BURIED ITS DEAD, RESUMED NEGOTIATIONS ON EXTENDING PALESTINIAN SELF-RULE. .. THE WISEST COURSE IS NOT TO BREAK OFF THE AUTONOMY TALKS BUT TO CONCLUDE THE PRESENT ROUND AS RAPIDLY AS POSSIBLE."

    TEXT: TODAY'S TOP DOMESTIC ITEM IS AN APOLOGY BROADCAST BY THE AMERICAN BROADCASTING COMPANY (ABC) FOR A NEWS REPORT LAST YEAR THAT ACCUSED PHILIP MORRIS AND R-J REYNOLDS, TWO OF THE NATION'S LARGEST CIGARETTE MAKERS, OF "SPIKING", OR ADDING NICOTINE TO, THEIR CIGARETTES. THE TWO CIGARETTE MAKERS HAD FILED A TEN-BILLION DOLLAR LIBEL SUIT AGAINST A-B-C. OPINION ON ABC'S APOLOGY, AND AN AGREEMENT TO PAY SEVERAL MILLION DOLLARS IN LEGAL FEES FOR THE CIGARETTE MAKERS, IS MIXED, TO SAY THE LEAST. "THE NEW YORK TIMES" SAYS THE INDUSTRY'S PRODUCTION METHODS ARE STILL SUSPECT.

    VOICE: "IF 'SPIKING' A PRODUCT MEANS ADDING SIGNIFICANT AMOUNTS OF NICOTINE FROM OUTSIDE SOURCES, THE NEWS ORGANIZATION'S FORMER 'DAY ONE' PROGRAM MAY HAVE OVERSTATED THE CASE AGAINST THE INDUSTRY, WARRANTING A CORRECTION. ... EVEN SO, THAT ADMISSION LEAVES THE COMPANIES VULNERABLE TO THE GRAVE CHARGE THAT THEY CONTROL THE DOSE OF ADDICTIVE NICOTINE IN CIGARETTES TO KEEP THEIR CUSTOMERS HOOKED [ADDICTED]."

    TEXT: TAKING THE OPPOSITE VIEW IS "THE WASHINGTON TIMES", WHICH SUGGESTS:

    VOICE: "FOOD AND DRUG ADMINISTRATION CZAR DAVID KESSLER, WHO INTERPRETED THE ORIGINAL ... BROADCAST AS AN INVITATION TO REGULATE THE CIGARETTE INDUSTRY, OUGHT TO TAKE A CLOSE LOOK AT THE APOLOGY'S LANGUAGE: 'PHILIP MORRIS AND REYNOLDS STATE THAT ... THEIR FINISHED CIGARETTES CONTAIN LESS NICOTINE THAN IS FOUND IN THE NATURAL TOBACCO FROM WHICH THEY ARE MADE ..... 'ABC DOES NOT TAKE ISSUE WITH THOSE ... STATEMENTS.' GOT THAT, DR. KESSLER? LESS NICOTINE."

    [OPT]

    TEXT: HOWEVER "THE NEW YORK DAILY NEWS" ECHOES THE "NEW YORK TIMES" SENTIMENTS, BUT IN MORE COLORFUL LANGUAGE.

    VOICE: "ONE OF AMERICA'S BIGGEST DRUG PUSHERS, PHILIP MORRIS COMPANY IS CROWING [BRAGGING] THAT IT FORCED A-B-C NEWS TO APOLOGIZE FOR A REPORT DAMNING BIG TOBACCO'S EVIL WAYS. ... WELL... IT'S NOTHING TO GLOAT OVER. THE APOLOGY WAS FOR ONLY A SMALL ERROR IN AN OTHERWISE SOUND REPORT. THE NETWORK'S CHARGES WERE EXPLOSIVE, AND .... A-B-C'S AIM WAS RIGHT ON TARGET. ... IT CONTINUED TO STAND BY THE THRUST OF ITS REPORT."

    [END OPT]

    TEXT: "THE ATLANTA CONSTITUTION" LEADS ITS EDITORIAL SPACE WITH PRAISE FOR WHAT IT CALLS "THE HEROES AMONG US", INCLUDING ED GANNAWAY, PILOT OF A SMALL COMMUTER AIRLINE WHO DIED WHILE STEERING HIS CRIPPLED CRAFT AWAY FROM HOUSES AND ONTO A FIELD IN GEORGIA. MOST OF THE PASSANGERS SURVIVED. THE PAPER GOES ON TO MENTION THE THREE U-S DIPLOMATS KILLED IN A ROAD ACCIDENT IN BOSNIA.

    VOICE: "NELSON DREW, ROBERT FRASURE AND JOSEPH KRUZEL ... THE THREE U-S DIPLOMATS WHO DIED ... WHEN THEIR ARMORED VEHICLE TUMBLED OFF A TREACHEROUS MOUNTAIN ROAD IN BOSNIA ... WERE THE HEART AND THE HOPE OF THE PLAN FOR PEACE IN THE WAR-TORN REGION. [OPT] THE LIST GOES ON. EARLIER THIS MONTH, SEAN RYAN, 23 AND PHILLIP OTIS, 22 - - YOUNG [U-S NATIONAL] PARK RANGERS -- PLUMMETED TO THEIR DEATHS WHILE ATTEMPTING TO RESCUE A CLIMBER ON MOUNT RAINIER IN WASHINGTON. ... THEY BRAVED HOWLING WINDS AT SUB-ZERO TEMPERATURES ... BEFORE FALLING TO THEIR DEATHS. ... [END OPT] WE MAY NEVER HAVE HEARD OF ... THE MEN WHO DIED ... BUT EVEN IN DEATH, THEIR LIVES HAVE TOUCHED US -- THROUGH THEIR COURAGE, THEIR HONOR, THEIR SELFLESSNESS."

    TEXT: IN SAN FRANCISCO, "THE CHRONICLE" SAYS OF THE THREE DIPLOMATS: "ARMED ONLY WITH IDEAS AND A FIERCE DETERMINATION TO MAKE REASON AND JUSTICE PREVAIL AGAINST HATRED AND GREED, THEY FOUGHT FOR THEIR NATION'S PRINCIPLED CAUSE ON THE FRONT LINES OF ONE OF THE UGLIEST WARS OF THEIR LIFETIMES. THEY DO TO THEIR GRAVES AS TRUE HEROES OF PEACE." "THE ATLANTA CONSTITUTION" ADDS ITS VOICE TO THE CHORUS OF PAPERS SUGGESTING THAT HILLARY RODHAM CLINTON NOT GO TO THE U-N WOMEN'S CONFERENCE IN CHINA, ASKING:

    VOICE: "...WHAT EXACTLY IS THE POINT OF GOING TO A CONFERENCE THAT HAS BARRED MOST WOMEN FROM COMING? MRS. CLINTON'S PRESENCE IN BEIJING WOULD ONLY ADD LEGITIMACY TO A TOTALITARIAN GOVERNMENT THAT WANTS TO CRUSH THE CONFERENCE INSTEAD OF ALLOWING WOMEN TO SPEAK FREELY ABOUT THEIR CONCERNS."

    TEXT: WHILE, IN OKLAHOMA, "THE DAILY OKLAHOMA" SUGGESTS TAKING THE BOYCOTT A STEP FURTHER:

    VOICE: "THE UNITED STATES SHOULD NOT SEND A DELEGATION TO NEXT MONTH'S UNITED NATIONS WOMEN'S CONFERENCE IN BEIJING, CHINA ... THIS IS ONE CONFERENCE THE UNITED STATES SHOULD SKIP [MISS]."

    TEXT: MEANWHILE, LONG ISLAND'S "NEWSDAY" HAS SOME STRONG WORDS OVER CHINA'S RECENT SABER RATTLING TOWARD TAIWAN:

    VOICE: "THERE'S NOT MUCH TO BE DONE IF THIS IS ALL JUST BLUSTER AND BREAST-BEATING ... BUT IF CHINA WERE TO STEP OVER THE LINE WITH A MILITARY ATTACK ON TAIWAN, THEN THE OLD MEN OF BEIJING WOULD QUICKLY BECOME THE PARIAHS OF EAST ASIA."

    TEXT: TURNING TOWARDS AFRICA, AND ONE OF THE CONTINENT'S MOST TROUBLED AREAS, RWANDA, "THE BALTIMORE SUN" NOTES:

    VOICE: "A NEW ROUND OF TRAGEDY BEGAN IN AFRICA AS ZAIRIAN TROOPS UPROOTED AT LEAST 85-THOUSAND REFUGEES FROM CAMPS ... IN RECENT DAYS AND PUSHED THEM TOWARD BORDERS, MOST TO RWANDA AND SOME TO BURUNDI. ... THE LATEST EXPULSIONS OF DESPERATE PEOPLE TO THE BUSH WHERE MANY WILL DIE OF THIRST OR DISEASE, LIKE MOST GREAT ATROCITIES, RESULT FROM A GOVERNMENT'S POLICY AND NOT SPONTANEOUS HUMAN BEHAVIOR. A REFUGEE CAMP ANYWHERE IS A PROBLEM AND NOT A SOLUTION."

    TEXT FINALLY, ON THE GROWING ILLEGAL DRUG TRADE IN MEXICO, "THE CHRISTIAN SCIENCE MONITOR" NOTES:

    VOICE: "... THE PROBLEM ISN'T CONSUMPTION, [AS IN THE U-S] BUT DRUG-RELATED CORRUPTION ON A SCALE THAT THREATENS TO ENGULF THE COUNTRY -- EVEN AS IT STRUGGLES TO STOP AN ECONOMIC DOWNDRAFT AND REALIZE SOME OF THE PROMISE OF THE NORTH AMERICAN FREE TRADE AGREEMENT. ... BUT EVEN INTENSIVE COOPERATION BETWEEN U-S AND LATIN AMERICAN AUTHORITIES HAS SO FAR BEEN INADEQUATE TO STOP THE FLOW OF DRUGS TO U-S CONSUMERS."

    TEXT: THAT CONCLUDES THIS BRIEF REVIEW OF SOME OF THE ISSUES AND CONCERNS ADDRESSED IN TODAY'S EDITORIALS FROM AROUND THE UNITED STATES. NEB/ANG/PCH

    INTRO: PRESIDENT CLINTON HAS MOVED TO RE-START THE U-S DIPLOMATIC INITIATIVE ON BOSNIA -- NAMING NEW MEMBERS TO A NEGOTIATING TEAM DEPLETED BY A FATAL ROAD ACCIDENT LAST WEEKEND. SENIOR U-S OFFICIALS WILL RETURN TO EUROPE FOR TALKS EARLY NEXT WEEK. V-O-A'S DAVID GOLLUST REPORTS FROM THE STATE DEPARTMENT.

    TEXT: ANNOUNCEMENT OF THE PRESIDENTIAL APPOINTMENTS CAME LESS THAN AN HOUR AFTER PRESIDENT CLINTON LED MOURNERS AT MEMORIAL SERVICES FOR THE THREE SENIOR OFFICIALS KILLED IN BOSNIA SATURDAY. MR. CLINTON SAYS THE BEST WAY TO HONOR THE MEMORY OF THE DIPLOMATS IS TO PRESS FORWARD WITH THE U-S PEACE INITIATIVE, AND HE HAS ORDERED THE RECONSTITUTED U-S TEAM TO LEAVE FOR EUROPE AND MORE TALKS SUNDAY.

    MR. CLINTON'S SPECIAL ENVOY FOR THE FORMER YUGOSLAVIA ROBERT FRASURE DIED IN THE ROAD ACCIDENT OUTSIDE SARAJEVO AS DID DEFENSE DEPARTMENT OFFICIAL JOSEPH KRUZEL AND NATIONAL SECURITY COUNCIL AIDE NELSON DREW.

    AT THE MEMORIAL CEREMONY AT THE FORT MYER CHAPEL NEAR WASHINGTON, MR. CLINTON CALLED THE THREE MEN QUIET HEROES WHO GAVE THEIR LIVES SO THAT OTHERS MIGHT KNOW A FUTURE OF PEACE:

    /// CLINTON ACTUALITY ///

    THEY WERE EXTRAORDINARY AMERICANS WHO MADE REASON THEIR WEAPON, FREEDOM THEIR CAUSE AND PEACE THEIR GOAL. BOB, JOE AND NELSON WERE IN BOSNIA BECAUSE THEY WERE MOVED BY THE TERRIBLE INJUSTICE AND SUFFERING THERE. AND THEY WERE THERE BECAUSE THEY BELIEVED IT COULD AND MUST BE CHANGED.

    /// END ACT ///

    THOSE NAMED TO THE NEW NEGOTIATING TEAM INCLUDE WASHINGTON LAWYER AND FORMER STATE DEPARTMENT LEGAL ADVISER ROBERTS OWEN -- WHO HAS BEEN SERVING AS ARBITRATOR FOR THE FEDERATION OF BOSNIAN MUSLIMS AND CROATS -- AND JAMES PARDEW, DIRECTOR OF THE DEFENSE DEPARTMENT'S BALKANS TASK FORCE.

    THEY WILL JOIN ASSISTANT SECRETARY OF STATE RICHARD HOLBROOKE ON THE OVERSEAS MISSION THAT WILL FIRST TAKE THEM TO PARIS FOR TALKS MONDAY WITH BOSNIAN PRESIDENT ALIJA ITZETBEGOVIC AND ANOTHER MEETING OF THE FIVE-NATION BOSNIAN CONTACT GROUP.

    U-S OFFICIALS SAY THE RECENT DRAMATIC CHANGES ON THE GROUND IN BOSNIA PRESENT THE BEST CHANCE FOR PEACE SINCE THE CONFLICT BEGAN THERE FOUR YEARS AGO. HOWEVER, BOSNIAN FOREIGN MINISTER MOHAMED SACIRBEY SAID HERE THE CURRENT WINDOW OF OPPORTUNITY MAY ONLY LAST A MONTH OR TWO -- AFTER WHICH THE LIFTING OF THE U-N ARMS EMBARGO AGAINST BOSNIA, AND FORCE, MIGHT BE NECESSARY TO GET THE BOSNIAN SERBS TO ACCEPT A SETTLEMENT:

    /// SACIRBEY ACT ///

    WE ENVISION A TIME FRAME OF LET'S SAY A MONTH OR OR TWO MONTHS WHERE THERE WILL BE AN OPTIMUM OPPORTUNITY TO TAKE ADVANTAGE OF THE CURRENT SITUATION, THE CURRENT ENVIRONMENT. IF IN FACT WE DO NOT REACH SUCCESS BY THEN, THEN WE THINK THIS ENVIRONMENT ONCE AGAIN WOULD HAVE BECOME STALE, AND THAT WE MUST LOOK TO A NEW ENVIRONMENT CONSISTENT WITH THE DOLE-LIEBERMAN BILL, CONSISTENT OTHER MORE FORCEFUL MEASURES TO COMPEL THE SERBIANS TO ACCEPT PEACE.

    /// END ACT ///

    MR. SACIRBEY SAID HIS GOVERNMENT WILL PULL OUT OF THE PEACE TALKS UNLESS THE BOSNIAN SERBS HALT WHAT HE CALLED THE TERRORIST SHELLING OF SARAJEVO AND GORAZDE. AND, HE SAID ANY PEACE DEAL MUST INCLUDE SUBSTANTIAL INTERNATIONAL AID TO REBUILD BOSNIA'S SHATTERED ECONOMY. (SIGNED)

    INTRO: PRESIDENT CLINTON LED MOURNERS AT MEMORIAL SERVICES NEAR WASHINGTON TODAY (WEDNESDAY) FOR THE THREE SENIOR U-S OFFICIALS KILLED IN A ROAD ACCIDENT WHILE ON A PEACE MISSION TO BOSNIA. THE PRESIDENT -- WHO INTERRUPTED HIS WESTERN VACATION TO ATTEND THE SERVICES -- PROMISED THE UNITED STATES WILL CARRY ON THEIR EFFORTS FOR PEACE IN THE BALKANS. V-O-A'S DAVID GOLLUST HAS DETAILS.

    TEXT: THE PRESIDENT HEADED AN EXTRAORDINARY GATHERING OF ADMINISTRATION OFFICIALS, FOREIGN DIPLOMATS, AND FAMILY MEMBERS WHO HONORED THE MEMORY OF THE THREE AMERICANS KILLED IN BOSNIA LAST SATURDAY.

    MR. CLINTON POSTHUMOUSLY AWARDED PRESIDENTIAL CITIZENS MEDALS TO ROBERT FRASURE, THE SPECIAL U-S ENVOY TO THE FORMER YUGOSLAVIA, AND TO HIS COLLEAGUES JOSEPH KRUZEL AND NELSON DREW -- ALL OF WHOM DIED WHEN THE ARMORED VEHICLE IN WHICH THEY WERE RIDING PLUNGED OFF A MOUNTAIN ROAD NEAR SARAJEVO.

    MR. CLINTON DESCRIBED ALL THREE MEN -- WHO HAD LONG CAREERS IN INTERNATIONAL AFFAIRS -- AS QUIET AMERICAN HEROES WHO SHARED A PASSION FOR THE SEARCH FOR PEACE:

    /// CLINTON ACTUALITY ///

    THEY WERE EXTRAORDINARY AMERICANS WHO MADE REASON THEIR WEAPON, FREEDOM THEIR CAUSE, AND PEACE THEIR GOAL. BOB, JOE AND NELSON WERE IN BOSNIA BECAUSE THEY WERE MOVED BY THE TERRIBLE INJUSTICE AND SUFFERING THERE. AND THEY WERE THERE BECAUSE THEY BELEIVED IT COULD AND MUST BE CHANGED. THE SORROW WE FEEL HERE REMINDS US OF THE SUFFERING BOB, JOE, AND NELSON SOUGHT TO EASE THERE.

    /// END ACT ///

    MR. CLINTON PLEDGED TO THE AUDIENCE AT THE FORT MYER CHAPEL THAT THE ADMINISTRATION WOULD CARRY ON THEIR PURSUIT OF A BOSNIAN SETTLEMENT.

    MANY OF THOSE AT THE MEMORIAL SERVICE EARLIER ATTENDED A MEETING HERE OF THE FIVE-NATION CONTACT GROUP FOR BOSNIA -- INCLUDING RUSSIA, FRANCE, BRITAIN AND GERMANY -- WHICH REVIEWED THE U-S PEACE INTIATIVE TEMPORARILY HALTED BY THE FATAL ACCIDENT.

    THE DIPLOMATS, INCLUDING EUROPEAN UNION SPECIAL SPECIAL MEDIATOR KARL BILDT AND U-N ENVOY THORVALD STOLTENBERG, HEARD A BRIEFING FROM ASSISTANT SECRETARY OF STATE RICHARD HOLBROOKE ON THE BALKANS SHUTTLE MISSION HE CUT SHORT AFTER SATURDAY'S CRASH.

    MR. STOLTENBERG SAYS HE AGREES THE U-S INITIATIVE, WHICH BUILDS ON THE YEAR-OLD CONTACT GROUP PEACE PLAN, HAS MADE HEADWAY, BUT THAT HE IS LEERY ABOUT SAYING A BREAKTHROUGH IS AT HAND:

    /// STOLTENBERG ACTUALITY ///

    I HAVE AT LEAST BELIEVED ONCE OR TWICE THAT WE HAD A PEACE AGREEMENT THAT WOULD LAST AND COULD BE IMPLEMENTED. SO I -- AFTER THIS EXPERIENCE -- I DON'T BELEIVE ANYTHING UNTIL I SEE IT IMPLEMENTED. BUT I THINK WE ARE AT THE PRESENT -- THANKS TO THE AMERICAN INITIATIVE -- ON AN IMPORTANT TRACK. AND I CERTAINLY HOPE THIS PROCESS WILL CONTINUE SOON.

    ///END ACT///

    PRESIDENT CLINTON ANNOUNCED AFTER THE MEMORIAL SERVICE THAT HE IS SENDING MR. HOLBROOKE BACK TO EUROPE WITH A RECONSTITUTED U-S NEGOTIATING TEAM THAT WILL INCLUDE STATE DEPARTMENT LEGAL AFFAIRS EXPERT ROBERTS OWEN. THE NEGOTIATORS WILL MEET BOSNIAN PRESIDENT ALIJA IZETBEGOVIC IN PARIS MONDAY TO RESUME THE MEDIATION EFFORT. (SIGNED)

    NUMBER=2-184110

    VOICED AT:

    INTRO: THE OUTGOING U-N HUMAN RIGHTS INVESTIGATOR FOR THE FORMER YUGOSLAVIA HAS ISSUED HIS FINAL REPORT. THE REPORT BY FORMER POLISH PRIME MINISTER TADEUSZ MAZOWIECKI CONTAINS A CHILLING ACCOUNT OF THE FALL OF SREBRENICA AND THE EXPULSION OF ITS MUSLIM RESIDENTS. HE IS ALSO CRITICIZES THE INTERNATIONAL COMMUNITY'S FAILURE TO PROTECT THE SO-CALLED SAFE AREAS IN BOSNIA. V-O-A'S DOUGLAS ROBERTS REPORTS FROM GENEVA.

    TEXT: FOR TADEUSZ MAZOWIECKI, THE FALL OF SREBRENICA AND ZEPA SIGNIFIED MORE THAN THE LOSS OF TWO ISOLATED MUSLIM POCKETS IN SERB-CONTROLLED EASTERN BOSNIA. IT SIGNALED THE COLLAPSE OF THE ENTIRE CONCEPT OF U-N SAFE AREAS IN BOSNIA, SERIOUSLY UNDERMINING THE CREDIBILITY OF THE SECURITY COUNCIL, THE SECRETARY GENERAL AND THE WHOLE UNITED NATIONS SYSTEM.

    THE FALL OF THE TWO ENCLAVES PROMPTED MR. MAZOWIECKI TO RESIGN HIS POST AS HUMAN RIGHTS INVESTIGATOR, SAYING HE FOUND IT IMPOSSIBLE TO PURSUE HIS MANDATE AFTER THE HORRENDOUS TRAGEDY OF SREBRENICA AND ZEPA AND WHAT HE TERMED THE SLOW AND INEFFECTUAL RESPONSE OF THE INTERNATIONAL COMMUNITY TO THE BLATANT HUMAN RIGHTS VIOLATIONS IN BOSNIA.

    MR. MAZOWIECKI'S LATEST AND FINAL REPORT -- THE 18TH DURING THE PAST THREE YEARS -- FOCUSES ON THE AFTERMATH OF THE SERB VICTORY IN SREBRENICA, AND THE EXPULSION OF THE ENCLAVE'S 40-THOUSAND MUSLIM RESIDENTS.

    IT IS BASED ON EYEWITNESS TESTIMONY FROM THOSE WHO FLED, AS WELL AS ON ACCOUNTS FROM U-N PEACEKEEPING TROOPS AND RELIEF AGENCY OFFICIALS WHO WERE IN SREBRENICA WHEN IT WAS OVER-RUN BY SERB FORCES.

    MR. MAZOWIECKI SAYS THERE IS SIGNIFICANT EVIDENCE THAT SERB FORCES CONDUCTED MASS, SUMMARY EXECUTIONS OF MUSLIM MEN -- BOTH TROOPS AND CIVILIANS -- IN SREBRENICA IN THE DAYS FOLLOWING THE CAPTURE OF THE ENCLAVE.

    HE CITES REPEATED ACCOUNTS FROM EYE-WITNESSES WHO REPORTED SEEING MANY BODIES IN AND AROUND A MAKE-SHIFT PRISON CAMP AT A FOOTBALL FIELD IN THE VILLAGE OF NOVA KASABA. HE ALSO REFERS TO U-S MILITARY SATELLITE PHOTOGRAPHS THAT SHOW INDICATIONS OF MASS GRAVES IN THE SAME AREA.

    THE U-N ENVOY NOTES THAT ABOUT 10-THOUSAND SREBRENICA RESIDENTS, MOSTLY MEN, ARE STILL LISTED AS MISSING. RED CROSS OFFICIALS HAVE BEEN GRANTED ACCESS TO ONLY 164 PRISONERS FROM THE ENCLAVE AT SERB DETENTION CENTERS.

    MR. MAZOWIECKI DOCUMENTS WHAT HE CALLS THE TRAGIC ODYSSEY OF THOSE EXPELLED FROM SREBRENICA. MANY OF THEM WERE BEATEN AND ROBBED BEFORE BEING TRANSPORTED IN TRUCKS AND BUSES TO THE EDGE OF SERB-CONTROLLED TERRITORY FROM WHERE THEY WERE FORCED TO WALK THROUGH A MINE-LADEN NO-MAN'S LAND TO GOVERNMENT LINES.

    HE CITES MANY ACCOUNTS OF RAPE, PHYSICAL ABUSE, AND WHAT HE TERMS INHUMAN AND DEGRADING TREATMENT.

    HE ALSO POINTS TO ACCOUNTS OF WIDESPREAD LOOTING AND PROPERTY DESTRUCTION AFTER THE FALL OF THE ENCLAVE, SAYING SERB SOLDIERS AND CIVILIANS FROM NEARBY TOWNS AND VILLAGES ARE REPORTED TO HAVE RANSACKED MUSLIM HOMES, STOLEN LIVESTOCK, AND DESTROYED MOSQUES.

    MR. MAZOWIECKI'S REPORT INCLUDES A LONG HISTORICAL ANALYSIS OF THE CONCEPT OF SAFE AREAS IN BOSNIA. SREBRENICA WAS FIRST TO BE GIVEN THAT DESIGNATION BY THE U-N, AND THE FIRST TO FALL TO SERB FORCES.

    MR. MAZOWIECKI SAYS THE SECURITY COUNCIL HAS BEEN EXTREMELY RELUCTANT TO AUTHORIZE THE MEASURES NECESSARY TO DETER ATTACKS ON THE SAFE AREAS. AND THE FACTS, HE SAYS, SHOW THAT THE SAFE AREAS WERE SAFE ONLY ON PAPER. (SIGNED)

    INTRO: THE NEW INTERNATIONAL RAPID REACTION FORCE IN BOSNIA-HERZEGOVINA HAS BEEN USED FOR THE FIRST TIME TO PROTECT UNITED NATIONS PEACEKEEPERS IN THE COUNTRY. V-O-A'S CENTRAL EUROPEAN CORRESPONDENT, WAYNE COREY, REPORTS.

    TEXT: THE RAPID REACTION FORCE RESPONDED AFTER BOSNIAN SERB MORTAR ATTACKS INJURED SIX EGYPTIAN SOLDIERS AT A U-N OBSERVATION POST IN A SARAJEVO SUBURB.

    FRENCH SOLDIERS IN THE REACTION FORCE, ON STRATEGIC MOUNT IGMAN, USED THE NEWEST AND BIGGEST WEAPONS IN THEIR ARSENAL, 155-MILIMETER ARTILLERY GUNS, TO HIT THE SERBS.

    IT IS ASSUMED THE SERB MORTAR POSITION WAS DAMAGED, ALTHOUGH THE SERBS HAVE SAID NOTHING ABOUT THE INCIDENT.

    THE HEAVY ARTILLERY, BROUGHT INTO BOSNIAM WITH OTHER WEAPONS AND EQUIPMENT FOR THE RAPID REACTION FORCE, IS INTENDED TO DISCOURAGE THE SERBS OR THE BOSNIAN ARMY FROM FREELY TARGETTING U-N FORCES.

    THE SERBS SHELLED THE U-N OBSERVATION POST DURING AN EXCHANGE OF ARTILLERY FIRE WITH THE BOSNIAN ARMY IN SARAJEVO ON TUESDAY. U-N OFFICIALS SAY GOVERNMENT FORCES OPENED FIRE FIRST, AND SERB RETALIATION WAS INDISCRIMINATE AND DISPROPORTIONATE.

    IN ITS LATEST REPORT ON THE SHELLING, THE BOSNIAN HEALTH MINISTRY SAYS EIGHT PEOPLE WERE KILLED, AND 35 WERE WOUNDED.

    THE U-N REFUGEE AGENCY HAS CONDEMNED A SEPARATE SERB SHELLING ATTACK ON THE AIRPORT AT TUZLA IN CENTRAL BOSNIA. A WOMAN WAS INJURED. SHE WAS AMONG THOUSANDS OF REFUGEES FROM THE OVERRUN MUSLIM ENCLAVES OF ZEPA AND SREBRENICA WHO WERE BEING SHELTERED AT THE AIRPORT.

    A U-N REFUGEE AGENCY SPOKESMAN SAYS THE DELIBERATE SHELLING OF AN AREA WHERE THERE ARE SO MANY CIVILIANS IS TOTALLY UNACCEPTABLE.

    MEANWHILE, U-N HUMAN RIGHTS INVESTIGATOR TADEUSZ MAZOWIECKI SUPPORTS CHARGES THAT THE SERBS MAY HAVE MASSACRED LARGE NUMBERS OF CIVILIANS AFTER THEY CAPTURED SREBRENICA LAST MONTH.

    IN HIS FINAL REPORT TO THE UNITED NATIONS, MR. MAZOWIECKI PROVIDES A LIST OF ACCUSATIONS ABOUT AND INDICATIONS OF SERB ATROCITIES. BESIDES SHOOTING CAPTURED MUSLIMS, THE SERBS ARE SAID TO HAVE RANDOMLY PICKED OUT PRISONERS AND CUT THEIR THROATS.

    THE HUMAN RIGHTS INVESTIGATOR IS QUITTING HIS JOB. HE HAS COMPLAINED THAT THE UNITED NATIONS HAS NOT REALLY TRIED TO PROTECT HUMAN RIGHTS IN THE FORMER YUGOSLAVIA. // END OPT // (SIGNED)
