(U.S. condemns court ruling against RS President Plavsic) (250)

Washington -- Seeing reports that the Constitutional Court of the Republika Srpska (RS) has ruled against RS President Plavsic, the United States condemned the ruling as "a legally invalid, political act."

State Department spokesman James Rubin said in a statement August 15, "All international legal experts who have reviewed Plavsic's decision to dissolve the RS assembly have found her actions legal and constitutional."

The spokesman noted in his statement that "the RS Constitutional Court has been under intense pressure and intimidation from SDS party leaders in Pale."

STATEMENT BY JAMES P. RUBIN, SPOKESMAN

U.S. Condemns Ruling by Republika Srpska Court

We have seen reports that the Constitutional Court of the Republika Srpska (RS) has ruled against RS President Plavsic. The United States condemns such a ruling as a legally invalid, political act. The President of the Court himself has said that "political factors" would enter into his decision. As previously stated, the RS Constitutional Court has been under intense pressure and intimidation from SDS party leaders in Pale.

All international legal experts who have reviewed Plavsic's decision to dissolve the RS assembly have found her actions legal and constitutional. The United States reiterates its support for President Plavsic's request that new RS Assembly elections be conducted under the supervision of OSCE (Organization for Security and Cooperation in Europe).
