[01] ECEVIT ATTENDS NATO MEETINGYesterday, Prime Minister Bulent Ecevit held an evaluation meeting before leaving for Brussels to participate in the NATO Summit. Minister of National Defense, Sabahattin Cakmakoglu, Foreign Minister Ismail Cem and Second Chief of the General Staff, Gen. Yasar Buyukanıt joined the meeting. Before his departure, Ecevit told reporters Turkey cannot make any concessions on her views regarding European Security and Defense Identity (ESDI). /Turkiye/[02] BAHCELI: "NO CONCESSIONS FROM OUR TERRITORIAL INTEGRITY"Chairman of the Nationalist Action Party (MHP) and Deputy Prime Minister, Devlet Bahceli, evaluated TUSIAD's (Turkish Industrialists' and Businessmen's Association) proposals for democratization in the MHP group meeting. He said the prerequisite for Turkey's modernization is to protect her territorial integrity and national heritage. Stating that Turkey would never submit to any of the pressures demanding her to make concessions from her territorial integrity, Bahceli said, "Certain untimely discussions cause a hitch in the attempts to recover the economy. These discussions draw the attentions to unnecessary points instead of thinking of ways to recover the Turkish economy." Stating there are certain inclinations which can constitute a threat for Turkey within these discussions, Bahceli said that certain proposals about the issue of the official language and national heritage have such a meaning for Turkey. /Cumhuriyet/[03] ECEVIT PARTICIPATES IN RUSSIA'S NATIONAL DAY RECEPTIONPrime Minister Bulent Ecevit had a private discussion with Russia's Ambassador to Turkey, Alexander Lebedev. After chatting with other guests, he left the reception. Defense Minister Sabahattin Cakmakoglu, Justice Minister Hikmet Sami Turk, State Minister Edip Safter Gaydali, and former Chief of the General Staff Gen. Ismail Hakki Karadayi also attended the reception. /Turkish News/[04] INTERPARTIES RECONCILIATION COMMISSION COMPLETES ITS WORKS ON THE CONSTITUTIONAL AMENDMENT PACKAGEInterparties Reconciliation Commission has completed its works on the constitutional amendment package. Having agreed to amend 32 articles of the Constitution, the Commission has decided to present the issues of increasing the civilian members in the National Security Council (MGK) and giving the right to unionize and strike to the civil servants to the leaders of the coalition government. The proposals on restricting the authorities of the President were suspended and the regulations on the abolishment of the ban on broadcasting in Kurdish language were accepted. Chairman of the Commission, Nejat Arseven will hold a press meeting tomorrow about the articles which the Commission has agreed to amend. /Cumhuriyet/[05] UN SECURITY COUNCIL GIVES ITS FULL BACKING TO ANNAN OVER CYPRUSThe UN Security Council has given its 'full support' to Secretary-General Kofi Annan's efforts to reach a comprehensive settlement of the 27-year-old dispute over Cyprus. The Security Council was briefed on Monday by Alvaro de Soto, the Secretary General's special adviser to Cyprus, who has been trying to break the deadlock over talks aimed at trying to secure a solution to this problem. The Council members "welcomed and supported" Annan's intention to continue with the process he initiated in November 1999. /Turkish News/[06] RAUF DENKTAS: "THE WORLD SHOULD KNOW THE FACTS ABOUT THE CYPRUS CONFLICT"Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas has said that the Cyprus conflicts should be known for what it is correctly if a solution is to be reached. Speaking at an international symposium at the Near East University in Lefkosa on Tuesday, Denktas said that Greek Cypriots had tried to make gains by using guns against Turkish Cypriots, but they failed, and now they were working to attain the same goals through the European Union. The TRNC President stressed that the Turkish Cypriots would continue their fight as long as the Greek Cypriots use their false title. /Turkish News/[07] TURKISH AND DUTCH AGRICULTURE MINISTERS MEETAgriculture Minister Husnu Yusuf Gokalp said yesterday that Turkey did not have a law covering agricultural and producer unions, and this created difficulties in projects with the European Union. The Turkish-Dutch Agricultural Working Group meeting started on Tuesday. Before the meeting, Gokalp and his Dutch counterpart, Lurena Jan Brinkhorst, met in Ankara. Gokalp said that the aim of the talks between the Turkish and Dutch Agriculture Ministers was to carry out reform projects for the benefit of Turkish farmers. /Turkish News/[08] WITTING: "A POLITICAL SOLUTION IS NECESSARY FOR CYPRUS"German Ambassador to the Greek Cypriot Administration, Peter Witting, said a political solution should be reached before the acceptance of the Greek Cypriot Administration's EU membership. German daily, "Franfurter Allgemeine" said that the Cyprus issue was the biggest problem for the EU's enlargement to the East. /Cumhuriyet/[09] ECEVIT'S CIRCULAR ABOUT ASSYRIAN ORTHODOX COMMUNITYPrime Minister Bulent Ecevit issued a circular demanding not to raise difficulties for the Turkish citizens of Assyrian Orthodox origin, who had previously migrated to Europe because of PKK terrorism but now want to return to their villages. Ecevit said, "The constitutional, legal and democratic rights of our Assyrian Orthodox citizens will be under the protection of the Turkish state. He added Ministry of the Interior will help the ones who want to return to Turkey. He also demanded all related institutions and associations to be sensitive about the rights and requests of these people. /Cumhuriyet/[10] TURKEY MOVES TO SAFEGUARD WATER PLANT FOR ISRAELTurkey will hold a tender this week to provide security at a water plant near the mouth of a southern river that could supply water to strategic ally Israel. Water is increasingly scarce in the Middle East and Turkey's possible water sale to the Israeli state would be the first such major commercial transaction in the region. /Turkish Daily News/[11] ARMENIAN RESEARCH INSTITUTE OPENS OFFICIALLYTurkey, searching for news ways to express her views on the allegations of the so-called Armenian genocide, opened the first Armenian Research Institute yesterday. Minister of State Tunca Toskay said the opening of such an Institute was a belated but a very correct decision. /Cumhuriyet/[12] COOPERATION AGAINST NUCLEAR THREATMinistry of the Environment has launched a joint initiative with Foreign, and Justice Ministries which are responsible for maintaining the security in the Straits. Minister of the Environment, Fevzi Aytekin, has cautioned that if a ship carrying nuclear materials makes an accident in the Straits, not just Turkey but all neighboring countries would be affected for a long time. He added, "All people and other living creatures will be under the threat of a nuclear disaster. "Ministry of the Environment will request the support of the environmental non-governmental organizations. /Cumhuriyet/[13] REFUGEES IN TURKEYRefugees who escape from the clashes in Macedonia are taking shelter with their relatives in Turkey. As the clashes between Albanian land forces, Macedonian Army and Albanian National Liberation Army escalated, thousands of civilians began to leave Skopje. Macedonian and Turkish refugees, mostly women and children, are trying to travel to countries where they have relatives. Yesterday 173 refugees arrived in Istanbul. /Turkiye/[14] COOPERATION BETWEEN TERROR ORGANIZATIONSReportedly, members of the terrorist organizations ASALA and the PKK convened in Northern Iraq. Simon Zakarin, Vazken Petrosyan and three other representatives from ASALA and Nizamettin Tas, Murat Karayilan, Duran Kalkan and seven others from the PKK attended the meeting, held in Makhmur Camp. /Turkiye/[15] IRANIAN MINISTER OF TRADE IN ANKARAPresident Ahmet Necdet Sezer yesterday received Iranian Minister of Trade Muhammed Shariatmadari and the accompanying delegation. Shariatmadari, on an official visit to Ankara with a 40-people delegation, also met with State Minister Tunca Toskay. The two ministers discussed the bilateral economic relations and the possibilities to further develop them. /Turkiye/[16] DECISION ON VIRTUE PARTY TO BE MADE NEXT WEEKThe Constitutional Court met yesterday to debate on Virtue Party (FP) closing case. President of the Constitutional Court, Mustafa Bumin said the decision would be probably made next week. /Turkiye/[17] TURKS TO VISIT GREEK ISLANDS WITHOUT VISAGreece is planning to open all Greek islands in the Aegean to Turkish tourists without visa as a part of summer tourism. Accordingly, beginning from June 26, the one-day passing permission without visa will be increased to two or three days. Greek Foreign Minister George Papandreou presented the plan to the Schengen countries for their approval. /Turkiye/[18] OFFICE OF THE GENERAL STAFF: "NO MEETING"The Office of General Staff issued a statement rejecting the claims that Chief of General Staff, Huseyin Kivrikoglu, did not attend the Chiefs of General Staff meeting of NATO and EU countries to express his reaction. /Milliyet/F-16 AIR PLANES CONTRACT ANNULLED The Office of General Staff decided to annul the contract for equipping 60 F-16 air planes with electronic warfare systems against possible missile attacks, signed with the French firm, Thales. The decision was taken following the letter of the US Department of Defense (Pentagon) requesting American equipment be installed to the air planes, as there may be lack of harmony in joint operations. /Milliyet/ [19] CONDITIONAL SUPPORT FROM THE US FOR EUROPEAN ARMYUS President George W. Bush said he will give conditional support to the European Security and Defense Policy (ESDP). Bush said one of the conditions is "transparency for the NATO member and non-EU member countries". Since Turkey defends this position as well, this declaration was interpreted as a covered support for Turkey." /Milliyet/[20] SCHILY : "TURKISH MEDIA IS A BRIDGE FOR HARMONIZATION"German Minister of the Interior, Otto Schily, met with Chairman of the Doğan Holding Executive Board, Aydin Dogan, and Hurriyet Newspaper Editor in Chief ,Ertugrul Ozkok, in Berlin the day before. Following the 1.5 hour-meeting, Dogan said, "We want Turks in Germany to live in harmony with the German society, as it is in the benefits of both for Turks and the German society." Schily also said they share the same idea with Mr. Dogan regarding the harmonization of the Turks living in Germany with the German society without losing their own culture and relationship with their homeland. /Hurriyet/[21] HEADS OF GROUP OF COMPANIES CONVENEThe heads of the holdings will convene on June 19, hosted by the General Director of Isbank, Ersin Ozince. Turkish Industrialists' and Businessmen's Association (TUSIAD) and Turkish Employers' Confederation (TISK) will hold meetings on the same day as well. State Minister for the Economy, Kemal Dervis, will attend the Higher Consultation Council's(YIK) meeting within the TUSIAD. The chairman of YIK , Muharrem Kayhan said all the details in the economic program will be taken up. Kayhan said, "First of all non-budgetary expenditures should be cut to certain point and the fiscal balance should be achieved. The financial assistance received from international financial sources urges us to comply with some criteria." The chairman of the TUSIAD, Tuncay Ozilhan said, "The economic program does not include any measures related to the production (real) sector. We will request the government to take the required measures for the improvement of the real sector." /Milliyet/[22] BEKO IS A CANDIDATE FOR "PERFECTION AWARD"The general director of Beko, a company producing and exporting durable goods, Aydin Cubukcu, said they applied for the "World Perfection Award" given by the Japan Institute of Plant Maintenance (JIPM). /Milliyet/[23] EUROPEAN BANKS PROMISE FOR SUPPORTState Minister for the Economy, Kemal Dervis, received the support of German bankers at his visit in Germany. Dervis spoke on the economic program to be implemented for achieving a stronger economy in Turkey, at a meeting attended by the representatives of 41 European and German banks in Frankfurt yesterday. Deutsche Bank announced that it will try to reset the credit limits of European creditors to Turkey. Deutsche Bank representatives confirmed that they will continue to extend assistance to interbank and commercial loans. According to Deutsche Bank, banking circles are hopeful about the future of the Turkish economy. /Milliyet/$467 MILLION ADDED TO THE SUPPLEMENTARY BUDGET An extra $467 million expenditure was added to the supplementary budget worth $25 billion , which is being currently discussed by the Parliamentary Planning and Budgetary Commission. The draft budget will be debated tomorrow at the plenary session. /Milliyet/ TREASURY SELLS 6-MONTH BILLS The Treasury yesterday sold TL143.8 trillion worth of 6-month bills at an annual compound yield of 79.90 in its second domestic borrowing auction in June.The bills are value dated June 13 and the redemption is scheduled for Dec. 5. /Turkiye/ [24] BODRUM IS AMONG OF THE MOST BEAUTIFUL BAYS IN THE WORLDBodrum was represented in the 'Union of Most Beautiful Bays in the World' First World Congress held between May 21-26 in Cannes, France. Bodrum Mayor Mazlum Agan gave information about the Congress yesterday. He said it was agreed to protect the original architecture of the bays in the Congress. Agan is the Chairman of the European Department within the Union. /Cumhuriyet/[25] ISTANBUL BOSPHORUS FESTIVAL TO BEGINThe Fourth International Bosphorus Festival, organized by the Cemal Resit Rey Concert Hall and Mydonose Productions, and sponsored by the Star Media Group, will be held June 19-30 at Cemil Topuzlu Open Air Theater and Yildiz Palace. There will be concerts and dance shows within the festival. /Turkish News/[26] FROM THE COLUMNS...FROM THE COLUMNS...FROM THE COLUMNS...[27] THE STRAITS AND RUSSIA BY SEDAT SERTOGLU (SABAH)Columnist Sedat Sertoglu comments on the passage of Russian ships carrying nuclear waste from the Straits. A summary of his column is as follows:"As we were trying to draw attention to the dangers of the Kazakh oil to be transported through the Straits, a new problem of ships to carry nuclear waste through the same route has emerged. The scale of the disaster, the collision of a ship carrying nuclear waste with an oil tanker will lead to, is apparent. Even the possibility of such an incident should not be permitted. What we have to do on nuclear waste is to ban the entrance of ships carrying such loads, let alone the Straits, but also our territorial waters. Many countries did not allow Japanese ships carrying nuclear waste to enter their territorial waters and no one could utter a sound... In order to be able to achieve this, there should be a determined Government in Turkey. During the Council of Ministers meeting we expected the Environment Minister to say that we must not permit this kind of transportation. However, we were disappointed. There is a new development on the Kazakh oil, which may give the people of Istanbul some time. The pumping of oil from Kazakhstan's Tenghiz region to Russian Novorissisk port has stopped. The reason given by the Russians is that no passage tariff was determined. Chevron is claiming otherwise...However it has stopped pumping oil upon this development. According to news coming from Washington, the departure of the first ship to be loaded with Kazakh oil was postponed to August from the end of June. Meanwhile Russians are engaged in new plans. Russian official responsible for the Caspian, Viktor Kalyuzni, said they were conducting studies for a longer-term oil agreement with Kazakhstan. What this means in effect is to prevent the flow of a part of Kazakh oil to Baku-Tbilisi-Ceyhan pipeline. We had to think twice before making an agreement with Russia. Last October Russia cut off the natural gas it gave to Azerbaijan for seven weeks. Only when Azerbaijan agreed to pump more oil to Russian pipeline, she reopened the valves...In another development, prior to Russian Head of State Vladimir Putin's visit to Baku at the beginning of January, Russians also stopped the flow of natural gas...This was used as a leverage during Putin's meeting with Aliyev to get more concessions. They once cut off the flow of natural gas to Turkey, and Cerkezkoy industrial zone had been subjected to great hardships. The habit of using energy supply as a weapon shows that Russians occasionally do not recognize or comply with the agreements they have signed. Therefore, Turkey has to be very careful when dealing with Russians. What is more, she has to take the recent state of relations with the US and the EU into consideration...We should not lose what we have for the sake of high level politics."
