Summary of the political and economic news in the Tukish press this
morning.
[01] ITALIAN SUPPORT FOR TRNC
Italian Foreign Minister Lamberto Dini said yesterday that both
communities living on Cyprus should be represented at the discussions
for accepting Cyprus into the EU. In a meeting with his Turkish
counterpart Ismail Cem, who is paying an official visit to Rome, Dini
stressed that the Klerides administration does not represent the whole
population on the island. "We have to find a formula for including
also the Turkish side in the EU membership discussions," the Italian
foreign minister noted. Dini's statement that there were "two
republics, two communities and two governments on Cyprus" has aroused
the fierce criticism of Greece and the Greek Cypriots.
There are reports that the "working document" submitted by the UN to
the leaders of the two communities living in Cyprus during the second
round of the direct talks in Glion, Switzerland, was drafted by
British diplomat David Hannay. Disturbed by this development, the US
has allegedly been exerting pressure on UN Special Cyprus
Representative Diego Cordovez, urging him to announce that the
document was not official. Turkish diplomats said that the plan
implemented in Glion was " a typical British maneuvre" and stressed
that the UN had no authority to issue such documents. /Cumhuriyet/
[02] CONGRESSMAN LUGAR HOLDS TALKS WITH TOP TURKISH OFFICIALS
Richard Lugar, a senior US Senator, visited key Turkish figures in
Ankara on Tuesday and Wednesday to exchange views on regional issues,
including Cyprus, the Caucasus, the Aegean, energy resources in the
Caspian region and NATO expansion. Lugar said they were seeking ways
to improve their strategic cooperation with Turkey. /All papers/
[03] BORDER TRADE SECURITY IN NSC MEETING
The National Security Council (NSC) headed by President Suleyman
Demirel held its monthly regular meeting yesterday at the Cankaya
Palace. Security of border trade was taken up during the meeting and
the Council of Ministers wanted to take steps for tighter controls at
the Habur border gate. Furthermore, fundamentalist demonstrations
usually held on Fridays to protest the eight-year uninterrupted
compulsory education programme were also discussed during the NSC

[04] PREVENTION OF TRAFFIC ACCIDENTS HIGH ON AGENDA
The Supreme Board of Traffic Safety will convene today under the
Chairmanship of Prime Minister Mesut Yilmaz to discuss measures for
the prevention of traffic accidents. During the meeting, steps
designed to provide financial resources for the improvement of traffic
control systems and motorway infrastuctures will also be taken in
hand. The Council will consider separating the traffic development
fund, with an expected revenue of TL 2 trillion, from the general

[05] TURKEY'S SUCCESS IN UN
A draft law requested to be put on the agenda of the UN Human Rights
Commission has been rejected following initiatives by the Turkish
permanent representative to the UN. The draft law prepared by an
American representative, David Weissbrodth, brings heavy criticisms
against Turkey, on the Kurdish issue. The draft law was supported by
Belqian, Greek, Norwegian, French and British representatives.
Meanwhile Turkish representative to the UN, Ambassador Tugay Ulucevik,
rejected the draft law and informed the Commission on the developments
about the application of the human rights reform programme in Turkey.
Ulucevik stressed that the Turkish government was determined to
complete the human rights reforms and to eradicate PKK terrorism.

[06] CENSUS ON NOVEMBER 30
On November 30, a nationwide population census and update of electoral
rolls will be made. The Supreme Election Board announced that on
November 30, people will not be allowed to leave their places of
residence between 5:00a.m. and 7:00 p.m.The census will cover only
the electorate in Turkey. /All papers/
[07] MUSA ANTER TRAVELLERS ARRIVE IN ISTANBUL
Supporters of the Musa Anter "peace" train journey have started to
arrive in Istanbul by airplane. They will continue to arrive until
Sunday when they will set out for Diyarbakir in order to arrive there
on September 1, World Peace Day. So far 74 people have arrived.
Foreign Ministry Spokesman Sermet Atacanli announced that the
government will not try to stop travellers going to Diyarbakir and
added that those who are not forbidden by law to enter Turkey would be
met with tolerance. /Milliyet/
[08] KINKEL INVITES CEM TO GERMANY
The German Foreign Minister has officially invited his Turkish
counterpart Ismail Cem to Bonn on 12 September. Following his Paris
and Baku, Azerbaijan visits Cem will attend the meeting of the General
Council of the United Nations (UN) in New York in the second half of
September. It is expected that Cem will also meet with his Greek
counterpart Teodoros Pangalos to further discuss the Madrid accord.

[09] CEM TO ATTEND UN GENERAL ASSEMBLY MEETING
Foreign Minister Ismail Cem will attend UN General Assembly meetings
in New York late in September, Foreign Ministry Spokesman Omer Akbel
said at a weekly press conference yesterday. He added that State
Minister responsible for Cyprus and European affairs, Sukru Sina
Gurel, is also expected to pay an official visit to the US next month.

[10] TURKEY A LEADING CAR PRODUCER
Turkey will be the one of the leading automobile production centers of
the world in 2000s. The annual capacity of the sector will increase
to one million. Currently in 1997, there are seven firms producing
automobiles whereas this number will increase to nine in 2000. With
this capacity in 2000, Turkey will rank in front of Korea, Spain,
Britain, Italy and Brazil. /Hurriyet/
[11] BOMB ALARM
The General Directorate of Security has sent photographs of three
terrorists, including two women, whose identities have been
determined, to all security offices. Intelligence units have found
out that the PKK terrorist organization, has trained 20 militants to
organize bomb attacks on 30 August especially aimed at Victory Week
celebrations. Security forces have taken every possible security
measure for these celebrations which are held each year on 30 August,
in rememberance of the liberation from Greek occupation. /Milliyet/
[12] BOMBER ARRESTED
The last bomber among the five held responsible for killing one
Turkish girl and two US soldiers and wounding 200 people including 44
US soldiers during a bomb attack in Western Berlin in 1986, has been
arrested in Italy. Following the attack in 1986, the US Air Force
held an air attack against Libya. The arrested bomber, Musbah Eter
Abdulgasim, is one of the officials of the Libyan Embassy in former

[13] PENTAGON FOLLOWS DHKP-C
It is reported that the illegal DHKP-C organization is among the
terrorist organizations being closely followed by the US Defense
Department on the Web site in Internet. An article in the latest US
News and World Report magazine notes that the Pentagon closely follows
the Web site used by terrorist organizations and their sympathizers.
The article said that the DHKP-C sends out propaganda in four
different languages and has organized attacks in Turkey against US

[14] A WONDERFUL NIGHT
For the first time in Turkish history there are two Turkish teams in
the European Championship League. Last night, Galatasaray defeated
Switzerland's Sion team with a score of 4:1 while Besiktas defeated
Slovenia's Maribor Branik with a score of 3:1. Turkey's position in
the Championship looks good. /Sabah/
[15] TREASURY PUTS OUT BIDS ON 2 AND 16 SEPTEMBER
The Treasury will pay off domestic debts worth TL 262 trillion in
September and will put out bids for debt rescheduling on 2 and 16
September. Treasury Undersecretary Mahfi Egilmez said that the bids
would be announced earlier. /Sabah/
[16] MINE EXPLODES: FOUR PEOPLE DIE
Four village guards were killed and one was wounded when a mine laid
by the PKK terrorist organization exploded in Sirnak. Meanwhile,
leader of the Iraqi Kurdistan Democratic Party (IKDP) Mesud Barzani,
has refused to meet PKK members from the northern Iraq but called on
them to surrender. /Sabah/
