    Summary of the political and economic news in the Turkish press this morning.

    [01] TURKEY GOES AHEAD WITH US CHOICES

    President Suleyman Demirel remarked on Tuesday that Turkey has nothing but good relations with the newly-joining countries in the first wave of NATO expansion, characterizing it as "the eve of a challenging new millenium" in his speech at the two-day NATO summit in Madrid.

    The Anatolia news agency reported that during the Madrid summit, the two NATO members in conflict, Greece and Turkey, conducted talks on resolving differences concerning them in "technical and political terms."

    [02] PARLIAMENT EXTENDS EMERGENCY RULE

    Parliament extendedn on Tuesday the emergency rule in eastern and southeastern Turkey for another four months. The extension of emergency rule was proposed by the National Security Council at its last meeting two weeks ago./All papers/

    [03] PKK, DHKP/C TERRORIST LINKS DOCUMENTED IN TOKAT

    Collaboration between two outlawed militant groups, the separatist Kurdistan Workers' Party (PKK) and the extreme left Revolutionary People's Liberation Party/Front (DHKP/C) has been documented by security forces in the Central Anatolia province of Tokat, the Anatolia news agency reported. Tokat Governor Ayhan Cevik said security forces had found documents and photograps revealing cooperation between the DHKP/C and the PKK during a raid on a terrorist hideout. Cevik said the two outlawed groups had perpetrated a joint attack on a civilian flour factory in Tokat, killing three officials.

    Meanwhile, militants from the PKK attacked a village bus in the eastern province of Bingol, killing four civilians and wounding 10 others. Officials said widespread operations had been started to apprehend the terrorists involved.

    [04] DENKTAS SEES UN CYPRUS TALKS AS 'SOUNDINGS'

    Turkish Cypriot leader Rauf Denktas said he regarded forthcoming talks with Greek Cypriot President Galfcos Clerides only as 'soundings' and that major issues should be left to subsequent rounds. He also made clear that he held fast to his demand for recognition of his community's sovereignty and equality with the Greek Cypriots.

    Referring to U.N.-sponsored talks due to take place from July 9 to 13 at the rural resort of Troutbeck, north of New York city, Denktas said that if they kept the talks as a round for sounding out and did not attempt to tackle the issues which were obviously difficult ones for both sides and if some sounding resulted in some sort of mutual understanding on some of the issues, then they would have a chance of going on to the second round./All papers/

    [05] KOHL INVITES YILMAZ TO GERMANY

    German Prime Minister Helmut Kohl has invited his Turkish counterpart Mesut Yżlmaz to Germany on 30 September for an official visit. This invitation is evaluated as support for Yżlmaz before the 55th government tries for a vote of confidence from Parliament./Hurriyet/

    [06] NEW YORK CYPRUS TALKS PROMISE NEW HOPE

    The leaders of the two communities on Cyprus began a new round of talks yesterday by shaking hands for the first time in years. Although the UN sponsored New York "marathon" of talks is supposed to open a new page in Cyprus relations, bring in new hope of reconciliation, already there are signs that the talks could be just a bit one-sided.

    US special representative for Cyprus, Richard Holbrooke has already said that he supported full membership in the European Union (EU) for Cyprus. This is an issue of some sensitivity for the Turkish Republic of Northern Cyprus (TRNC), now being represented in New York by President Rauf Denktas.

    Leader of the Greek community, Glafkos Clerides, has however intimated that the deployment of Russian-made S-300 misilles in the Greek side could be avoided if agreement is reached between the two sides. /All papers/

    [07] NEW PROGRAMME FOR THE SOUTHEAST

    The programme now being readied by the new coalition for debate in Parliament prior to the upcoming vote of confidence contains new packages for the economic development of the long troubled southeastern regions of the country. The new 55th government has already promised that it will implement the packages as quickly as possible. The government promises new public and private sector investment, new schemes for land distribution and the development of agriculture and animal husbandry. /Cumhuriyet/

    [08] BAKU-CEYHAN PIPELINE WILL GO AHEAD

    According to the general director of the Kazak-Turk Munay Company, Ilker Tuksal, the Baku-Ceyhan pipeline deal will go ahead and be an important alternative to Russian proposals for a different pipeline route. Tuksal stressed that a pipeline passing through Turkey to Turkish port facilities was a large part of the deal. /Cumhuriyet/

    [09] TURKISH-EGYPTIAN JOINT BUSINESS COUNCIL MEETING

    Trade between Turkey and Egypt is increasing a healthy 30 to 40 percent a year, Germiyan Saatcioglu, president of the Turkish-Egyptian Business Council, declared in Istanbul on Monday. Speaking at the opening of a joint Turkish-Egyptian Business Council meeting, Saatcioglu said total trade between the two nations had reached $ 578 million in 1996, with Turkish exports at $ 315 million while imports stood at $ 272 million. Saatcioglu also said contractors in both countries could cooperate in both Turkey and Egypt or in third countries./All papers/
