    Summary of the political and economic news in the Turkish press this morning

    [01] YILMAZ SAYS GOVERNMENT IS BACKED BY 75 PERCENT OF PEOPLE

    Motherland Party (ANAP) leader and Prime Minister Mesut Yilmaz addressed a weekly meeting of the ANAP parliamentary group yesterday for the first time since becoming prime minister. Criticizing the former government, Yilmaz indicated that abandoning all the valid procedures used by the state mechanism, the Welfare Party (RP)-held Finance Ministry had channeled funds into the RP-held municipalities, bypassing the Treasury. Yilmaz noted that the destruction was not limited to the wasteful spending of resources. Extraordinary numbers of civil servants employed at RP-held ministries were sent to the US and certain European countries on temporary duty in line with a decision taken on the last day of the outgoing government. He said all these "temporary approvals" would be cancelled by the new government.

    Yilmaz said that he had the results of two opinion polls indicating the ANAP-Democratic Left Party (DSP)-Democratic Turkey Party (DTP) enjoyed the support of 75 percent of the people, while the remaining 25 percent, mostly consisting of the RP, the True Path Party (DYP), and the Grand Unity Party (BBP) followers, were not expecting anything from the new government. He added: "This public support is the new government's biggest advantage". /All papers/

    [02] EUROPEAN UNION REPORT PRAISES TURKEY

    A European Union (EU) report on Turkey shows the country stands a better chance of becoming a member of the EU than most Eastern European states, the head of the Economic Development Foundation (IKV) said yesterday in Istanbul. Parts of the report was prepared by the EU Commission earlier this year.

    "The new report reviews Turkey's application. It shows that the EU is looking at Turkey's economic growth with admiration" head of the IKV Meral Gezgin Eris told reporters. Turkey grew 7.5 % in real terms in 1996, the second successive year it was Europe's fastest growing economy. In the first three months of 1997, the Turkish economy grew 5.7 %. "Turkey's economy has made giant strides without any assistance from the EU or any other countries" Eris said. Turkey's economy, the report said, was stronger and more liberal than most of the ten Eastern European countries, in most areas, including determination of prices for goods and services, the role of the private sector, banking services and insurance. /Sabah-Hurriyet/

    [03] SOLANA EXPRESSES PLEASURE OVER TURKEY'S DECISION

    Turkey announced on Tuesday that it would unilaterally implement, until mid-August, the confidence-building measures proposed by NATO Secretary-General Javier Solana in order to create an environment of peace. Solana expressed pleasure over Turkey's decision and said that they expected Greece to do the same.

    Hours later on Wednesday, Greece said Turkey's decision to limit military activity in the Aegean Sea was a positive move already practiced by Athens, to reduce tension between the two NATO neighbours. Government spokesman Dimitris Reppas told reporters that the moratorium could be implemented just so long as Greek rights of sovereignty in the Aegean and rights originating from international agreements were not violated. "Greece cannot accept an exchange of information between the two countries on the flights over the Aegean, another proposal by Turkey, said Reppas, claiming that "the right to control flights over the Aegean already belongs to Greece" he said. /Cumhuriyet-Hurriyet/

    [04] CRUCIAL CYRPUS SUMMIT IN ANKARA

    Turkish Cypriot President Rauf Denktas will pay an official visit to Ankara on Friday for a summit meeting on the Cyprus problem, Foreign Ministry Spokesman Ambassador Omer Akbel said in a press conference yesterday. Denktas will arrive in Ankara late Friday afternoon and will meet with his Turkish counterpart Suleyman Demirel, Prime Minister Mesut Yilmaz, Deputy Prime Minister Bulent Ecevit, Foreign Minister Ismail Cem and State Minister Sukru Gurel who is responsible for Cyprus affairs. A joint statement from the two presidents is also expected to be issued before Demktas returns to northern Cyprus Friday night.

    Meanwhile, Denktas met with Cyprus Special Deputy Representative of the UN Secretary-General Gustave Feissel yesterday. Denktas conveyed his concern over a document to be put on the table during a Cyprus summit in New York on 9 July. Feissel assured Dektas that the document would not be taken up at the summit. Denktas said: "I will go to New York to defend my nation's rights". /Cumhuriyet-Hurriyet/

    [05] GREEK CYPRIOT COOPERATION WITH PKK

    The BRT television channel showed yesterday that the Greek Cypriot side was providing logistic support and ammunition to the PKK terrorist organization. In Susuz, a former Turkish village near Baf, a PKK camp has been discovered. Thus, the number of PKK camps in the Greek Cypriot side has now reached six. /Sabah/

    [06] OIL PRODUCTION IN ADIYAMAN

    The Turkish state-run oil TPAO company produced 6,083,500 barrels of oil in the first half of this year in southeastern Adiyaman province, which has the richest oil reserves in Turkey. A nearly three percent increase was recorded in oil production this year when compared with last year's production. Turkey meets 61 percent of its oil needs from Adiyaman and the TPAO pumps out approximately 33,500 barrels of high gravity oil from 143 oil wells per day. The 143 oil wells work in 17 separate fields. The TPAO also carries out research in Kilis and Hatay and is testing production in Sanliurfa. /All papers/

    [07] TURKEY EXPORTS 173,000 TONS OF HAZELNUTS

    Turkey has exported 173,140 tons of hazelnuts to various countries for $669.8 million during the 1996-97 season so far. Exporters Union of Black Sea Hazelnuts and Products officials said that 159,000 tons of hazelnuts had been exported to European countries since September 1, 1996, worth $579.7 million. The foreign exchange income of Turkey from hazelnut exports is expected to increase to $750 million at the end of the 1996-97 season, which will last until August 31, 1997, the officials said. /All papers/

    [08] POLISH DEFENCE MINISTER IN TURKEY

    Polish Defence Minister Stanislaw Dobrzanski has visited Deputy Chief of General Staff General Cevik Bir and they signed a military cooperation agreement. Addressing a speech at the signing ceremony, Gen.Bir said the agreement, which foresees military training, technological and scientific cooperation between Turkey and Poland, will further strengthen the friendship between the two countries. Gen.Bir said that the aim of such agreements was to contribute to regional and world peace, adding: "These agreements are not against any third country".

    Dobrzanski said, for his part, that Turkey had an important place among NATO countries, and added: "This visit is very important for us just before the invitation to join NATO". He stated that Turkey supported Poland's membership in NATO. President Suleyman Demirel also received the Polish Defence Minister. /All papers/

    [09] JOINT TRANSPORTATION COMMISSION MEETING

    A Turkish-Kazakh Joint Transportation Commission meeting started on Tuesday at the Transportation Ministry. Undersecretary of Transportation Ministry Oguz Tezmen met with the Kazakh delegation headed by Kazakh Transportation and Communications Deputy Minister Serik A.Aligujinov. Addressing a group before the meeting, head of the Turkish delegation, Deputy Undersecretary of Transportation Ministry Yasar Tuncer said this meeting was very important for the two countries. /All papers/

    [10] TURKISH LAW ON MONEY LAUNDERING GOES INTO EFFECT

    A Turkish law aimed at curbing money laundering went into effect yesterday with the publication of a related regulation in the country's Official Gazette. This regulation sets out the procedure for "finding, analysing and identifying suspicious transactions, gains made from money laundering and identifying those involved". /Sabah/

    [11] SOUTHEAST TARGETED FOR STATE INVESTMENT IN '98

    The East and Southeast have been targeted as priority regions for investment by state institutions in 1998, according to principles laid out by the Prime Ministry and published in yesterday's issue of the Official Gazette. Economic and social infrastructure programmes will be at the forefront of the government's investment programme. /All papers/

    [12] EREGLI EXCEEDS FIRST HALF OUTPUT, SALE TARGETS

    The largely state-owned and leading flat steel producer, Eregli ve Demir Celik Fabrikalari, said it surpassed its production and sale targets in the first six months of this year. Eregli produced 1,430,000 tons of flat steel in the first six months, five percent above the programmed output, and sold 1,427,000 tons of flat steel, exceeding the first-half target by seven percent, the company said in a statement. /All papers/
