    Summary of the political and economic news in the Turkish press this morning

    [01] PKK FRONTS RAIDED IN BELGIUM, BRITAIN

    Turkish officials on Thursday expressed "great satisfaction" over the spate of operations in various European capitals against cover organizations for the Kurdistan Workers' Party (PKK), including the MED-TV channel which is considered to be the organization's mouthpiece.

    "It is naturally satisfying for us to see European countries coming around, even if belatedly, to understanding the facts as they really are concerning this organization, and not as some lobby groups have been presenting them," one official said.

    Reuters quoted the Belgian VTM channel as saying that more than 200 police had searched about 20 houses in Brussels and northern Belgium. Reporting from Brussels the Anatolia news agency said the whole perimeter of the MED-TV building in Denderleeuw had been cordoned off by police and the building itself had been sealed. It said that 60 people had been detained for questioning in the operation by the Belgian police.

    Meanwhile British police said on Thursday that they had raided the MED-TV office in Central London as part of a money laundering investigation. A police spokesman was quoated by Reuters as saying documents were removed from the MED-TV station on Wednesday after a search warrant was issued in connection with money laundering activities.

    The German government attacked MED-TV last week accusing it of being a "propaganda mouthpiece" of the PKK. The German government said that countless news and political programmes on MED-TV reported the actions, ideology and aims of the PKK "uncritically and without comment."

    The Anatolia news agency noted that the Belgian press, in an unprecented manner, referred almost without exception to the PKK as a "separatist, criminal and terrorist organization." It added that all Belgian papers gave credence to the request made by the authorities to Belgium's migrant Turkish minority to report all PKK activities to the police. /Cumhuriyet-Hurriyet/

    [02] SEASON FOR MILITARY EXERCISE CONTINUES

    Dynamic Mix-96, one of the NATO military exercises planned by the Belgium-based NATO Supreme Headquarters Allied Powers in Europe, started on Thursday in the waters of Turkey and Italy, according to the Office of the General Staff. The exercise aims to develop command structures and coordination between naval and air forces, live missiles will be fired in target areas and a landing maneuver will be held on the coast of Saroz Bay. /Cumhuriyet/

    [03] COALITION UNVEILS 2ND PACKAGE

    The Welfare-Path coalition government unveiled yesterday its second resources package, which like the first package envisages $10 billion in revenue generated from a variety of sources.

    The second package, which was revealed at a press conference held by Prime Minister Necmettin Erbakan and Deputy Prime Minister and Foreign Minister Tansu Ciller, outlines how TL 920 trillion in revenue will be generated through the implementation of 11 measures. The largest amount, totalling TL 425 trillion, will be generated from the sale of real estate from the social security system. A further TL 170 trillion in revenue comes by imposing tax on gains from government papers. Erbakan said that the government has introduced several spending measures, including raising salaries and wages, and the pricing policy for agricultural products.

    The Prime Minister stated that at the same time they were working to reduce the public deficit. On the issue of maintaining the balance of payments, they had launched a production-export program, he said. /Hurriyet/

    [04] CILLER: "TURKEY STRONGLY CONDEMNS THE EP's DECISION"

    The European Parliament (EP) passed a resolution on Thursday demanding that all European Union aid to Turkey be frozen immediately. The resolution called for all EU aid to Turkey be stopped at once, with the exception of funding for projects to further promote democracy and respect for human rights.

    In a reaction to the resolution, Foreign Minister Tansu Ciller said: "It is a biased resolution. It is a sign of injustice to Turkey. In the last two years we have made important decisions on the issue of human rights on our own accord. This resolution smashes Europe's understanding of democracy, in no way does it blemish Turkey." /Cumhuriyet-Milliyet/

    [05] "HOT PURSUIT IS THE RIGHT OF TURKEY"

    Prime Minister Necmettin Erbakan said in Iran that Turkey did not want to exercise its right of hot pursuit and would prefer joint military operations against the PKK. "If Iraq and the people of northern Iraq reach a settlement it will make Turkey happy by cleaning the region of the PKK then there will be no struggle between the Kurds and our trade relations with the region will be revived," Erbakan said.

    He said the views of the United States should be clear and void of contradictions on what it wants on Iraq. "The problem is that it seems that the United States is undecided on what it actually wants here," he declared. /Cumhuriyet/

    [06] FOREIGN MINISTER CILLER TO THE US

    Deputy Prime Minister and Foreign Minister Tansu Ciller will pay a short visit to the U.S. on 22 September. The Turkish Foreign Ministry announced that Ciller would make a speech at the National Press Club and meet with top level officials of the IMF and the World Bank and the State Central Bank Undersecretary in Washington. Ciller will also attend the 51st Term General Council of the United Nations in New York and hold bilateral meetings with her American, French, British, Russian and German counterparts. /Cumhuriyet/

    [07] CILLER DECLARES RADICAL CHANGE IN N.IRAQ POLICY

    Ankara is radically changing its policy on northern Iraq from one of monitoring developments carefully into one of taking an active involvement in developments in the region, Deputy Prime Minister and Foreign Minister Tansu Ciller said on Thursday.

    Ciller told reporters that although Turkey respected the territorial integrity of Iraq, it had become impossible to consider recent developments in Iraq as purely the internal matter of that country.

    She indicated that the Turkish priority was to provide for its security against terrorist attacks from the region. Ciller said that the second principal aspect of Turkey's policy was the protection of the Turkmens in the region.

    [08] NORTHERN IRISH MISSION TO VISIT TURKEY

    Representatives of eigth Northern Ireland companies will be taking part in the first trade mission to Turkey from Ireland. The delegation will be arriving on September 22 and will be attending meetings in Istanbul, Izmir and Ankara before departing at the end of the week.

    The mission has been organized by the Industrial development Board (IBD) for Northern Ireland, a United Kingdom Government-funded agency which promotes trade as swell as industrial investment. The IBD represents the British Overseas Trade Board in Northern Ireland. The delegation includes several of Northern Ireland's most successful export companies and also companies, Norbrook Laboratories and Sperrin Metal Products, which have each been awarded the Queen's Award for Export Achievement on three occasions. All of the participating companies are seeking to establish business links in Turkey.

    [09] SWEDBANK HOLDS SEMINAR CRUISE ON INVESTMENT OPPORTUNITIES IN TURKEY

    Swedbank held an economic seminar in cooperation with the Swedish Chamber of Commerce in Istanbul on Wednesday on Board the M.S. Buyuk Camlica while cruising on the Bosphorus.

    More than 100 companies, bankers and organizations, consisting of Swedish subsidiaries in Turkey, Turkish companies representing Swedish companies on the Turkish market and those who run joint ventures, particiated in the seminar cruise on board the Buyuk Camlica. /All papers/

    [10] ARTHUR ANDERSEN PUBLISHES A SOURCE BOOK FOR FOREIGNERS

    The international firm of Arthur Anderson, which provides service to companies as a supervisor and financial counsellor, has published a book to help foreigners who wish to invest in Turkey. The book entitled, "To work in Turkey", investigates examples of foreign investment and laws on foreign capital as well as conditions for gaining employment in the republic. /All papers/

    [11] FORESTRY CONGRESS

    It is reported that the "11th World Forestry Congress" to be held in Antalya, a southern province of Turkey, between October 13-22, 1997, is a historical event for a country which occurs only once every 200-250 years. Forestry Ministry Deputy Undersecretary Osman Taskin noted that they would do their best to make the congress a success. Nearly 3,500 guests are expected to participate in the congress. Taskin said: "Turkey expects a high revenue from the congress". /Cumhuriyet/

    [12] KOC AND SABANCI ARE MOST RESPECTED COMPANIES

    In a research carried out by the Financial Times newspaper among Europe's leading top-level administrators, Sweden_Switzerland engineering firm ABB has ranked first, British Airways second and Nestle third. Other firms in the first six are BMW, Shell and Siemens. Koc and Sabanci have also been listed. In the research, the newspaper wanted the administrators to evaluate the firms meeting the criteria such as good quality and implementation of their strategies. /Sabah/

    [13] "GREEK COMMANDOES KILLED THE TURKISH SOLDIER"

    The Stohos Newspaper published in Greece issued a declaration noting that the Elen Brigade, consisting of Greek commandoes, killed Turkish soldier, Allahverdi Kilic. Upon the decleration published in the Stohos Newspaper which is financially supported by Greek Foreign Ministry and various institutions, Andreas Milonas (Greek Cypriot, 41) has been arrested and a Greek retired major general Yanis Hacistavru, a member of the organization, is being investigated.

    Meanwhile, following the fire which broke out involving Greek Cypriot soldiers who fired at a Turkish Cypriot sentry-box in Lefke the previous evening, nearly 50 acres of the Turkish Cypriot territory were burnt out. /Sabah/

    [14] PKK MINE KILLS THREE CHILDREN

    A mine laid by terrorists on the road to the Findik village of Sirnak, caused three children to lose their lives. Four children injured in the incident have been taken to the Sirnak State Hospital. /Sabah/
