    Summary of the political and economic news in the Turkish press this morning

    [01] EQUAL POWERS FOR ERBAKAN AND CILLER

    A bill to give equal powers to both Prime Minister Necmettin Erbakan and his deputy, Tansu Ciller, has been put into effect. Following publication in the Official Gazette, Ciller will now have to sign ministerial promotions and changes in duties in the government. /Sabah/

    [02] NEW PACKAGE FOR EAST

    Deputy Prime Minister and Foreign Minister Tansu Ciller said that Turkey would speed up the crawling pace of its privatization programme. She said that preparations have been accelerated to privatize Turkey's mining concern Etibank and its telecommunications company Turk Telekom as soon as possible in cooperation with the High Board of Privatization (OIB) and the Turkish Treasury.

    Ciller said that within the framework of the foreign exchange indexed bonds issue, foreign exchange risk was increased from 15 % to 100 % and it was doubled from 50 % for the capital base. Ciller said that a board would be established to coordinate actions of the Finance Ministry and the Treasury for the sale of state-owned real estate. Pointing out that an economic programme for the southeastern provinces had been prepared, Ciller said: "The draft decree on resources worth TL 4 trillion for 136 projects in the Southeast has been sent to the Board of Ministers". She noted that preparations to draft a decree to grant incentives to small and medium-sized enterprises were continuing. "All the revenue-raising measures will be carried out within the market economy" she said. /Sabah/

    [03] NINE PKK MILITANTS KILLED

    Turkish security forces killed nine militants of the PKK terrorist organization on Monday night. The militants were preparing to attack the gendarmerie in Van's Baskale province when the clash occurred. /Sabah/

    [04] EXPORTS UP 11 % IN JULY

    Turkey's exports increased by 11 % in July compared to the same month last year, the Turkish Exporters' Association (TIM) said on Tuesday. It said exports, which stood at $1.743 billion in June last year, rose to $1.939 billion this year. It also said that exports in the January-July period increased 5.5 % compared to the corresponding period last year. /All papers/

    [05] TURKEY TO DISCUSS ENERGY WITH IRAN

    Energy Minister Recai Kutan will visit Iran this week for talks on boosting energy trade. "We will have talks on iron and steel, oil, and a natural gas pipeline to import gas from Iran" said Ugur Dogan, energy ministry undersecretary, who is also a member of the delegation made up of gas, power and oil officials. /All papers/

    [06] MANAS UNIVERSITY

    The Kyrgyzstan-Turkey Manas University is being set up in Bishkek. The language for education in the university will be Turkey-Turkish and Kyrgyz. Other modern languages will also be taught. There will be departments of literature, economic and administrative sciences, technical education, and schools of theology and social and scientific institutes in the university where students from Turkey, Kyrgyzstan and the Turkish-Speaking Republics will be educated. /Cumhuriyet/

    [07] TURKEY ASKS FOR ADDITIONAL OIL FROM UN

    It is reported that in its application to the UN Sanctions Committee, Turkey has demanded additional oil for its domestic consumption apart from the limited amount of oil which Baghdad will be allowed to sell. UN Spokeswoman Sylvana Foa said that Turkey's application to the UN would be taken up next week. /Cumhuriyet/

    [08] ITALIAN MARKET AWAITS TURKISH KOBIs

    There will be new marketing and cooperation opportunities for Turkish Small and Medium-Scale Enterprises (KOBI) in Italy in the Autumn. The second programme carried out for cooperation in KOBIs by the European Union Commission will be realized in Genoa on 27-29 November. These programmes organized to create opportunities for cooperation in the commercial, technical, financial and research fields among firms operating in various sectors in 60 countries are called "Europartenariat". Since 1992, Turkey has been included in these programmes of which the Turkish Economic Development Foundation (IKV) is the official and permanent representative. /Milliyet/

    [09] PROMOTION FOR TURKISH CUISINE

    The noted French magazine "World Cuisine" has devoted its July issue to the Turkish kitchen. The magazine, which is sold in many countries around the world, looks into the richness of Turkish cooking, and details at least fifty examples of famous Turkish dishes.

    The magazine notes that Turkish cuisine is one of the world leaders when it comes to variety and flavour. "The Turkish kitchen is one of the most developed in the world" says writer Mait Foulkes. /Cumhuriyet/

    [10] OLYMPIC MEMORIES

    There is no doubt that for many people-and not just Turks- the performance of "pocket Hercules" Naim Suleymanoglu during the Olympic weightlifting matches was one of the high-spots of the games. Suleymanoglu set new standards that look unbeatable for years to come. He is the only man to win golds for three Olympics running in his area of competition. /Cumhuriyet/
